Job Description

Purpose of consultancy:

The consultant needs to conduct the audit which would include a full inventory of UPHC health-sector statistical reports mandated by the MoH order № 1934 as of  23.12.2025, assessment of each report’s legal basis, relevance and actual use by stakeholders, identification of duplication and inconsistencies, and development of a streamlined, updated reporting set with harmonized definitions and options for digitalization/automation.  


Background:

The WHO Country Office (WHO CO) in Ukraine supports the Government of Ukraine in strengthening the national health information system, with particular attention to routine health information management. 
The Ministry of Health of Ukraine has issued order № 1934 as of 23.12.2025 regulating health-sector statistical reporting. Within this framework, the Ukrainian Public Health Center (UPHC) is responsible for submitting a substantial number of statistical reports, including around 50 reports based on approximately 672 primary medical documentation forms. Based on current practice, some of these reporting requirements may no longer be fully relevant and may benefit from review. In this context, there is a need to modernize medical reporting within the Ukrainian health system through an assessment of the continued necessity and relevance of existing statistical reporting requirements.


Deliverables:

  • Conduct Desk review within 2 months after start of contract: Legal and technical analysis of reporting forms, mapped against current legislation, data sources, and information needs. 
  • Conduct targeted consultations with 1 month after the review: Validation of findings with subject-matter experts in priority disease areas (e.g. TB, oncology).
  • Develop analytical report within 1 month after consultations: Consolidated recommendations to maintain, revise, merge, or discontinue specific forms and indicators  

 

Qualifications, experience, skills and languages:

 

Educational Qualifications:  

Essential: A first-level university degree (Bachelor’s degree) in Public Health, Health Information Management, Epidemiology, Statistics, Health Policy, Health Administration, or a related field. 

Desirable: Advanced university degree (Master’s level or equivalent)  in the above fields. Additional training or certification in health information systems, medical statistics.


Experience:  

Essential:

  • 5 years of professional experience at a responsible level in the areas of health system analysis, management of statistical data, health information systems, or health policy development.  
  • Experience in conducting analytical reviews of statistical and managerial reporting systems in the health sector, including analysis of reporting forms, indicators, and data flows.  
  • Experience in analyzing large volumes of statistical, financial, and administrative data to support the development of health policies and programmes.  
  • Experience in preparing analytical materials, briefing notes, and presentations for leadership and decision-makers.  
  • Experience in coordinating cooperation with government authorities and international partners in the health sector. 
     

Desirable:

  • Working with national health information systems and statistical reporting systems;  
  • Participating in health system financing or governance reforms;  
  • Cooperating with the Ministry of Health of Ukraine, National Health Service of Ukraine, Public Health Center, or other governmental institutions;  
  • Participation in international projects;  
  • Development of data visualization tools (dashboards, analytical panels, presentations);  
  • Automation and optimization of reporting systems and data processing workflows.  


Skills/Knowledge:  

Essential:

  • Strong analytical skills and experience working with statistical, financial, and administrative health data.  
  • Understanding of health information systems and public health reporting systems.  
  • Experience in using data analytics to support policy development and managerial decision-making.  
  • Ability to analyze reporting systems, indicators, and data flows.  

Desirable:

  • Experience in developing and improving managerial and analytical reporting systems.  
  • Experience in creating data visualization tools (dashboards, analytical reports, presentations).  
  • Skills in working with databases and optimizing data processing workflows.  
  • Understanding of approaches to monitoring and evaluation of programmes within the health system. 

Languages and level required:

Essential: Fluent Ukrainian 

Desirable: Working knowledge of English

On-site: Kyiv

Travel

The consultant is not expected to travel


Remuneration:

Contract total value: 12,728 USD
Monthly rate, daily rate and numbers of the days: 20 days per month, 3,182 USD per month 
Consultant pay band range: NO-B
Terms of payment: the payment will be on a monthly basis after provision of Technical Report and approval from Responsible Officer

Expected duration of contract  

Target Start Date: April 1, 2026 
Target end date: July 30, 2026 
Contract Duration (Years, Months, Days): 4 months
