UNICEF Supply Division (SD) works to ensure equitable and inclusive access to essential supplies and services for children and their families, in development, humanitarian and fragile contexts. These supplies are critical to saving lives, supporting children’s health and education, and protecting them from abuse, exploitation, and neglect. SD focuses on three result areas to maximize impact, scale, and effectiveness: strategic procurement; supply preparedness and response in humanitarian and fragile contexts; and supply chain optimization. To facilitate and accelerate progress toward these results, SD employs three change strategies: financing for supply and services, supply chain digitalization and supply chain localization.

This position is located in the Global Transport & Logisitcs Center (GTLC), Supply Division, Copenhagen, Denmark with 50% international travel, and reports directly to the GTLC Service Delivery Unit - Logistics Manager.

The Global Transport & Logistics Center (GTLC) within the UNICEF Supply Division in Copenhagen is accountable for   securing adequate service provision to deliver development and emergency   supplies from vendors or UNICEF hubs to all UNICEF COs and Partners and for the ability to go beyond the port of entry up to the last mile. This is   possible through establishing a five-year intermodal transport contract with   global freight forwarders and MOUs with leading carriers. This strategy also   aims to support and streamline processes and systems for efficient and timely   international transport services and, as well as strengthening national   import and delivery solutions for UNICEF COs and Partners to secure an   end-to-end sustainable supply chain for all countries where UNICEF is   present.

How can you make a difference

In line with the systems strengthening   strategy, UNICEF is collaborating with the Global Alliance for Trade   Facilitation in engaging relevant stakeholder’s global forums to   advocate for and address bottlenecks in the importation of critical supplies   for children, such as vaccines, auxiliary supplies and cold chain equipment;   medicines and medical devices; and water and sanitation equipment; and   implement appropriate country level process improvement initiatives

Under the direct supervision of the GLTC Service Delivery Logistics Manager and in close collaboration with ADEPT Project Manager, the incumbent will support the implementation of the ADEPT Project in selected countries by   improving or building systems that will ensure a faster importation and   clearance of health products, vaccines, and other commodities; and make the   global case on policies, process improvement initiatives, and stronger   public-private collaboration (globally and at country-level) aiming to ensure   timely, efficient and cost-effective delivery of essential goods to children   and vulnerable communities. Under the ADEPT project activities, the incumbent will also support the streamlining of in country logistics activities.

Key functions, accountabilities and related duties/tasks:

  1. Implementation of the ADEPT Project

Before deployment – the Logistics Specialist will engage UNICEF offices from mutually agreed countries to support project delivery in-country as required to:  

  1. Provide in-country information and relevant contacts during initial project validation phase.
  2. Liaise with relevant stakeholders as needed, including health ministries and agencies, to obtain and maintain support for projects and working level collaboration.
  3. Provide data needed to measure baseline and project impact (e.g., time and cost)
  4. Participate in project governance as appropriate.
  5. Convene, in articulation with the Alliance, the in-country working group overseeing the project implementation as required and participate as needed in public-private working groups in-country to ensure project sustainability.

While on mission -  the Logisitcs Specialist will collaborate with GATF and other stakeholders experts on below work assignment overview:

  1. Establish, in collaboration with the Alliance, the in-country working group overseeing the project implementation as required and participate as needed in public-private working groups in-country to ensure project sustainability.
  2. Convene workshops/joint activities to coordinate the streamlining of the country importation processes and procedures and advocate for a single window.
  3. Enhancing the understanding of each country specificity on importation processes and Customs Clearance requirements to reduce NTBs (Non-Tariffs barriers) through evidence creation and awareness raising activities.
  4. Clarify with government the mechanism of financial disbursement between governments agencies and how it affects the importation processes and timelines.
  5. Work with government and other stakeholders to identify national and/or international financial resources that are sustainable and available for covering imports taxes and other costs
  6. Raise awareness of key stakeholders (Government, Humanitarian and Private Sector) on the benefit of GATF’s initiative in digitalization of the importation processes.
  1. In-Country Logistics support
  1. Support the streamlining and standardization of ICL processes by embedding logistics KPIs, SLAs, and monitoring requirements into CO operational workflows and Long-Term Agreements (LTAs), aligned with ADEPT project objectives.
  2. Assess, map, and review end-to-end in-country logistics and customs clearance processes to identify inefficiencies, risks, and opportunities for simplification and automation under the ADEPT framework.
  3. Design, implement, and maintain monitoring tools, dashboards, and shipment trackers for COs to improve visibility, performance monitoring, and exception management across in-country logistics activities.
  4. Work jointly with GTLC colleagues to define, operationalize, and monitor logistics performance indicators, ensuring clear expectations and accountability with Logistics Service Providers.
  5. Provide inputs to ADEPT reporting by consolidating logistics performance data, lessons learned, and process improvements related to in-country logistics and ICL streamlining.

To qualify as an advocate for every child you will have…

Minimum requirements:

  • Education: Master or equivalent (Advanced University Degree) in management information systems, logistics, supply chain or any other relevant field. 
  • Work Experience: 5 years of relevant work experience managing in-country logistics operations, with emphasis on LMIS with UNICEF or another humanitarian organization in the same field of activity. 
  • Skills: Humanitarian experience.
  • Language Requirements: Fluency in English is required.

Desirables:

  • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
  • Experience emergency/development desirable.
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
