Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women has a three-pronged mandate focusing on normative, coordination and programmatic engagement. Through its programmes and projects, UN Women is supporting national partners (governmental and non-governmental) in the implementation of existing international and national commitments to women’s rights and gender equality, it facilitates networking and exchange of good practices and advocates for women’s rights and gender equality in all areas of life. UN Women also invests significantly in coordination within the UN, with national institutions, civil society organizations and with international development partners. In 2026 UN Women has commenced implementation of its Strategic Note for the period 2026 – 2030, which is aligned with the UN Sustainable Development Cooperation Framework (UNSDCF 2026 – 2030) and is looking to further develop normative engagement with the key partners in the country. Programmatically, UN Women in Bosnia and Herzegovina works in three key strategic areas – Gender Responsive Governance and Leadership, Women’s Economic Empowerment, and Ending Violence against Women. Recognizing the cross-cutting nature of climate change and environmental protection, the Climate Analyst will work across these strategic areas, with a particular focus on advancing women’s economic empowerment in climate- and environment-related sectors.
BiH’s economy is marked by high carbon and energy intensity, and the country routinely tops the list of those with the highest air pollution levels in the world. The floods which have occurred in the past 10 years in BiH have also demonstrated the significant risks of natural hazards faced by BiH. Climate vulnerability in BiH is strongly linked to agriculture and rural livelihoods, in addition to energy transition challenges. A significant share of rural households rely on small-scale agriculture, forestry, and natural resources for income and subsistence, making them highly sensitive to climate variability. Increasingly frequent floods, droughts, heatwaves, and soil degradation directly affect agricultural productivity, food security, and rural incomes. Whilst women are disproportionately affected by the economic, environmental, and social effects of climate change, they remain excluded from decision-making processes related to environmental management and adaptation.
The UN Women Country Office in Bosnia and Herzegovina has developed its work on the gender and climate nexus focusing on ensuring knowledge products and most recent in-country data on climate impact on women are in place for further informed decisions; enhancing women’s participation in decision making as BiH transitions to climate-sensitive resource management and economic systems; and supporting partners in conceptualizing and implementing innovative local initiatives to address climate change, while taking into consideration gender aspects. The office’s approach focuses on mapping data availability and the gender-sensitivity of legislative and policy documents; capacity-building of women on climate change, and of policymakers on gender-sensitive climate and environmental issues; and highlighting women-led CSOs and women activists in the field of environment and climate change.
The UN Women Country Office in Bosnia and Herzegovina has been supporting relevant stakeholders in the country to advance gender-responsive green transitioning and climate change policymaking and plans to intensify the efforts in this area in the coming period.
Reporting to the Programme Management Specialist, the Programme Analyst for Gender-Responsive Climate Action contributes to the effective management of UN Women programmes in the UN Women Country Office in Bosnia and Herzegovina by providing substantive inputs to programme design, formulation, implementation and evaluation. The Programme Analyst guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. The Programme Analyst works in close collaboration with the programme and operations team, UN Women HQ personnel, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.
1. Contribute technically to the development of programme strategies in the area of Gender-Responsive Climate Action
• Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives (advancing women’s economic empowerment through climate-resilient livelihoods, including climate-smart agriculture, sustainable food systems, and gender-responsive rural development); and
• Identify areas for support and intervention related to the programme.
2. Provide substantive technical support to the implementation and management of the programme “Understanding the Challenges and Current State of Energy Poverty – Green Transition Portfolio”
• Provide technical inputs to the annual workplan and budget;
• Lead the implementation of programme activities;
• Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
• Review, coordinate and monitor the submission of implementing partner financial and narrative reports; and
• Train partners on Results Based Management and monitor implementation.
3. Provide technical assistance and capacity development to programme partners
• Coordinate and provide technical support in the implementation of programme activities (support partners in developing initiatives that promote women’s participation in green entrepreneurship, circular economy initiatives, and emerging green labour markets).
• Develop technical knowledge products;
• Maintain relationships with national partners to support implementation and expansion of the Gender-Responsive Climate programme; and
• Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.
4. Provide technical inputs to the monitoring and reporting of the programme
• Monitor progress of implementation of activities and finances using results based management tools;
• Draft reports on monitoring missions, programme results, outputs and outcomes; and
• Provide substantive inputs to the preparation of donor and UN Women reports (use of gender-responsive climate data, including gender analysis of climate impacts, environmental risks, and access to climate finance).
5. Provide substantive technical inputs to the management of people and finances of the Gender-Responsive Climate programme
• Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
• Provide substantive inputs to financial reports; and
• Supervise Programme Associates and Assistant, as available.
6. Provide substantive inputs to building partnerships and resource mobilization strategies
• Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
• Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles; and
• Participate in donor meetings and public information events, as delegated.
7. Provide technical support to inter-agency coordination on Gender-responsive Climate Action to achieve coherence and alignment of UN Women programmes with other partners in the country
• Provide substantive technical support to the Representative and Programme Management Specialist on inter-agency coordination related activities by drafting background reports and briefs.
8. Provide substantive inputs to advocacy, knowledge building and communication efforts
• Develop background documents, briefs and presentations related to gender-responsive climate action and green transition;
• Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products (promoting women’s leadership and participation in environmental governance, climate policymaking, and local climate action initiatives; and
• Coordinate the development of knowledge management methodologies, and products on gender-responsive climate action and green transition.
9. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.
Supervisory/Managerial Responsibilities: Pending team growth, the incumbent might be required to supervise programme associate and/or assistant.
