Job Description
Org. Setting and Reporting
Afghanistan is highly vulnerable to natural disasters and environmental shocks compounded by climate change. Rising temperatures and changing precipitation patterns are already intensifying extreme weather events, droughts, floods, dust storms, desertification, and the proliferation of pests and diseases. The onward impacts of these shocks are exacerbating humanitarian need, degrading livelihoods, undermining economic recovery, and threatening domestic and regional peace and stability. Water security and livelihood degradation lie at the center of Climate, Peace and Security (CPS) impacts in Afghanistan, intensifying local conflicts over resources, fueling domestic and regional tensions over migration, and adversely affecting regional security through stress on transboundary river basins. Persistent shocks further degrade Afghan communities’ capacities to cope and challenge ongoing United Nations efforts to provide humanitarian assistance, support basic needs, and engage politically to ensure peace and stability. UN Security Council Resolution 2626 (renewed under UNSCR 2727) calls on UNAMA to report on political, security, social, and economic developments, including adverse impacts of drought in the country. Climate shocks have also been identified to have cross-cutting impacts across UNAMA’s mandated areas. To support its efforts on CPS, UNAMA has identified the need for an Associate Coordination Officer (NO-B) to support the work of the Mission and its CPS Advisor. ORGANIZATIONAL SETTING AND REPORTING LINE The Associate Coordination Officer will support the UNAMA Climate, Peace, and Security Advisor in line with Mission mandated areas and emerging priorities and vulnerabilities related to climate change, environmental shocks, and natural resource management and their impacts on peace and stability in Afghanistan and the region.
Responsibilities
Within delegated authority, the Associate Coordination Officer will be responsible for the following duties: Analysis, Reporting and Information Management - Monitors, analyses and provides routine reports on contextual and programmatic trends related to CPS in Afghanistan and CPS factors under the UN Strategic Framework for Afghanistan (UNSFA). - Prepare summary and ad hoc, in-depth analytical reports related to the work of specific emerging CPS trends in Afghanistan. - Support the drafting of contextual information materials, such as background notes, political profiles and databases of relevance to the assigned portfolio. - Drafts notes, talking points, speeches and other correspondence as required. Planning, Coordination and Facilitation - Liaise with and develop and maintain collaborative relationships with UN Country Team counterparts, Government representatives, representatives of the de facto Taliban administration, civil society actors, academic and research institutions, and other national, regional, and international partners on information-sharing, policy and coordination matters. - Support the work of the CPS Advisor and the Office of the DSRSG/RC/HC on the Mission’s engagement with the de facto authorities on issues related to CPS and aid coordination. - Support the work of the CPS Advisor and the UNAMA Field Offices on the Mission’s sub-national engagements and coordination related to the assigned portfolio. - Support the work of UNAMA related to aid coordination and the monitoring of strategic frameworks to develop coherent understanding, strategies and plans of action to address challenges related to CPS, in pursuit of shared objectives. - Participate in conferences, seminars and academic fora related to his/her assigned area of expertise. Management/Administration - Supports administrative functions relating to the implementation of the unit’s program of work, staff planning, and budgetary processes. - Contributes to the collection and analysis of data and identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driver planning, decision making, presentation and reporting. - Documents requirements and background information used for data analysis. - Performs other related duties as required.

Education
Advanced University degree (Master's degree or equivalent) in environmental studies, agriculture, economics, management, international relations or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of four (4) years of progressively responsible experience in coordinating political engagement or development activities in national governments or international organizations is required. The minimum year of relevant experience is reduced to two (2) years for candidates who possess a masters degree or higher in environmental studies, agriculture, economics, management, international relations. Analytical and reporting experience on the interplay between political, security, economic, and environmental issues is required. Experience working on climate, peace and security in Afghanistan is required . Experience engaging with the Afghan de facto authorities for an international organization or non-governmental organization is required. Experience coordinating multi-stakeholder platforms and engagements in a conflict or post-conflict setting is required. Experience conducting research in a field setting in Afghanistan is desired.
Languages
English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. Either Dari or Pashto is desirable.
