Background
Building on the previous phase of EU4Dialogue, the second phase of the project will continue to build an enabling environment for people-to-people contacts across the divides with a view, in the long term, to support sustainable peace and prosperity in the South Caucasus and beyond. For this purpose, it will seek to enhance human security for conflict and post-conflict affected communities, preserve and create spaces for dialogue, confidence building and will encourage peace education.
The project’s overall aim is to improve both local and regional environments for cooperation and long lasting, sustainable peace through enhanced human security for conflict /post conflict affected communities, supporting community lead peace initiatives, confidence building, dialogue and peace education. For this purpose, the project will strive to empower local civil society to become leaders in addressing the needs of their conflict affected communities, and to stimulate peacebuilding efforts across the conflict contexts.
Duties and Responsibilities
In his/her capacity as Project Coordination Officer for Georgia-specific component of the project, the incumbent will be responsible for provision of coordination support to EU-funded EU4Dialogue – Phase II project. The Project Coordination Officer will provide programmatic and operational oversight of the project implementation in Georgia. He/she will ensure development and implementation of the country specific Annual Work Plan, monitoring plan, capacity building activities, evaluation, support to visiting missions, collection of data and lessons learned, including provision of substantive analytical inputs and real time reporting on implementation for the donors and UNDP.
EU4Dialogue Summary of Key Functions:
Provide project coordination support on the ground through results-based management approach:
- Provide guidance, supervision, and coordination support to Tbilisi-based project personnel of Georgia-specific component of the project; assess and evaluate their performance.
- Maintain close coordination with Sukhumi-based project personnel and the regional team collocated in Tbilisi.
- Ensure cost-effectiveness and strictly adhere to value for money principle under the Georgia specific component of the project.
- Engage with key stakeholders working in the field of peacebuilding recovery and development; establish close working relationships with them.
- Support the Regional Project Coordinator in timely delivery of project outcomes, results, and targets, as listed in the project document.
- Ensure proper quality control, scrupulous financial management of project funds, and use of project equipment and project resources on the ground.
- Implement the results-based management approach, follow all the relevant UNDP rules, regulations, and guidelines.
- Submit periodical reports in all required formats; monitor, identify, analyse, and report to the Regional Project Coordinator and the Country Office, when requested on the local project achievements, constraints, opportunities, and threats.
- Support the Regional Project Coordinator in ensuring the visibility of project results and of all relevant partners, in line with UNDP and EU guidelines.
- In coordination with the Regional Communications Officer, develop and implement relevant campaigns to raise awareness of EU4Dialogue Phase II and encourage confidence building ideas from the grassroots – community interlocutors, community-based and international NGOs, UN, and other actors.
Ensure effective oversight of implementation of project activities on the ground:
- Lead identification and evaluation of ideas/project bids for conflict transformation opportunities according to the pre-set criteria, through calls for proposals or other means.
- Coordinate activities with and provide technical support and guidance, as necessary, to project partners and national stakeholders to ensure timely and successful implementation of the project interventions.
- Oversee procurement of works and supplies for the implementation of selected conflict transformation initiatives and other activities.
- Manage the roster of key local stakeholders engaged in conflict transformation and identify potential implementing partners, manage relationships with them, and provide close monitoring and evaluation of their performance according to UNDP’s standard procedures.
- Promote networking and experience sharing between the project stakeholders and target groups.
Provide analytic and strategic inputs:
- Contribute to assessing the impact of the supported initiatives and identify lessons learned.
- Promote cohesive response strategies within EU4Dialogue Phase II and with other confidence building mechanisms.
- Monitor risk matrix of the project and update Georgia-specific risks as required, including in corporate system.
- Provide substantive advice to the Regional Project Coordinator and the Country Office on the issues related to the focus of the project, strategic priorities and working modality.
- Analyse and monitor the emerging developments to gauge perceptions and understand the political, social, economic, and cultural dynamics in Georgia, including provision of succinct reports/briefs.
Facilitate knowledge and capacity building, knowledge sharing and advocacy relevant to the assigned thematic area(s):
- Identify, synthesize and document best practices and lessons learned that are generated from the project and implementing partners.
- Participate in and ensure sound contributions to knowledge networks and communities of practice on project related issues. Support establishment of knowledge platforms for the project, facilitate innovative mechanisms for dissemination of knowledge from the project, and develop knowledge resources and products to share with project partners and to support UNDP’s engagement in this area.

Institutional Arrangement
The incumbent will work under the overall guidance (matrix supervision) of the UNDP CPR Team Leader in Tbilisi and the direct supervision of the Regional Project Coordinator based in Brussels.

Experience:
- Applicants with a master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
- Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in implementing projects/initiatives and/or ensuring coordination with focus on multiple stakeholders and/or providing analytical/monitoring.
Desired Skills:
