Result of Service
The purpose of this assignment is to coordinate the implementation of the PPG phase and ensure timely delivery of the full GBFF CEO Endorsement Request package in accordance with GEF and GBFF requirements. The consultant will work under the supervision of UNEP’s Mineral Unit and in close coordination with national executing agencies in Liberia and The Gambia.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. Its Industry and Economy Division provides solutions to decision-makers and helps change the business environment by offering platforms for multi- stakeholder dialogue and cooperation, innovative policy options, pilot projects and creative market mechanisms to improve the quality of the environment and the well-being of citizens. It promotes sustainable patterns of consumption and production, makes efficient use of natural resources, ensures safe management of chemicals and contribute to making trade and environment policies mutually supportive. This opportunity is located within the Minerals Unit at UNEP. The Unit strengthens action for responsible, circular and socially just minerals and metals value chains across UNEP. It also contributes to meeting development, energy, and digital needs (or demands) while supporting reduction of GHG emissions, enhanced resilience and adaptation to impacts of climate change; enhanced stability of land and water ecosystems; reduced land degradation, desertification and drought; and reduced exposures to harmful chemicals and pollution; as well as job creation, investment and value addition. More specifically the work of the Division with stakeholders from the mining sector has been covering the following priority areas: 1. Environmental Governance of extractives – Regulations / Standards: Enhance policy convening and outreach, stakeholder and capacity-building to promote better environmental governance and sustainable development goals implementation; 2. Science to Policy – Increasing knowledge and evidence on environmental impacts: provide policy-makers and stakeholders with impartial assessments, knowledge and science on environmental threats and impacts of the extractive industries; and 3. Circular Economy – Sustainable Value Chain – Innovation: Work with companies and international initiatives to encourage adoption of sustainable practices along the value chain and enhance resource efficiency. The United Nations Environment Programme (UNEP), through its Industry and Economy Division, is implementing the Project Preparation Grant (PPG) phase for the Global Biodiversity Framework Fund (GBFF) project titled “Mainstreaming Biodiversity in Productive Sectors: Responsible Sand Value Chain for Coastal Resilience in West Africa.” The project will be implemented in Liberia and The Gambia and aims to mainstream biodiversity conservation across the sand mining value chain, integrating biodiversity considerations into policies, regulatory frameworks, market incentives, and financial mechanisms. The PPG phase will develop the full CEO Endorsement Request package for submission to the GBFF Secretariat. This includes baseline assessments, stakeholder consultations, spatial modelling, market and livelihood analyses, gender analysis, institutional assessments, and preparation of the full project document. The PPG Assistant Coordinator will provide overall technical and operational coordination of all PPG activities, ensuring consolidation of inputs from national and international consultants into a coherent, technically sound and GBF aligned project document.
Qualifications/special skills
A master’s degree in international law, environmental or mining law, environmental economics, or related area. A first degree in combination with qualifying experience may be accepted in lieu of the advanced degree. At least four years demonstrated experience in the field of mining, extractive industries, environmental protection or related areas. Previous experience working with UNEP, and familiarity with internal processes and development of agreements with implementing partners. Previous experience working with public stakeholders in developing countries, on mining disasters. Previous experience with science centres focused on sand mining in West Africa. Experience working with international organizations on the intersection of circular economy approaches and livelihoods related to the sand mining sector in West Africa. Experience in developing studies on sand mining and policy in West Africa is required Previous experience on project management is desirable.
Languages
Fluency in English is required. Working knowledge of French and/or Spanish an advantage.
