Organizational Context and Scope
The International Organization for Migration (IOM) supports Ministries of Health to strengthen health service capacity to prevent, detect, and respond to infectious diseases and other public health threats in cross border communities, at borders and along mobility corridors. This position aligns with IOM’s Health, Border and Mobility Management (HBMM) Framework and other institutional approaches, linking population mobility with disease surveillance, preparedness and response efforts and strengthening IOM’s capacity to respond rapidly to emerging public health threats. Under the overall supervision of the Director of the Migration Health Division (MHD) and direct supervision of the Senior Migration Health Adviser (MHD-HQ), and Administrative Supervision of the Senior Migration Health Adviser (USRAP) and in close coordination with Senior Programme Officer (Health Security) and other relevant colleagues, the Senior Migration Health Project Coordinator will be accountable and responsible for the overall management and implementation of US Global Health Security and Diplomacy (GHSD) global award. This includes the Global Outbreak Preparedness and Response Mechanism, aimed at strengthening disease surveillance and emergency or disease outbreak prevention, detection, and response activities, while concurrently initiating or sustaining relevant health system strengthening initiatives, as they relate to population mobility, transportation networks and corridors, border health, migrant populations, and regional/cross-border coordination.
1. Coordinate implementation of the US Global Health Security and Diplomacy (GHSD) global award, that includes the Global Outbreak Preparedness and Response Mechanism, through coordination of workplans, monitoring of budgets and expenditures, tracking of deliverables, identification and mitigation of implementation risks, and consolidation of inputs for donor reporting and internal oversight, in coordination with the Global Office Washington and Migration Health Division (MHD) Headquarters.
2. Provide overall guidance, monitoring, and management of the award management team, including staff in de-localised offices, ensuring clear roles, effective coordination across locations, consistent application of programme and donor management standards, and timely, high-quality delivery of agreed outputs.
3. Support/ Manage compliance with donor requirements and internal accountability frameworks, including oversight of monitoring, reporting, audit readiness, and adherence to agreed conditions and performance expectations, in close coordination with programme support, finance, compliance functions, and the Global Office Washington, as appropriate.
4. Coordinate and guide implementation by IOM Country and Regional Offices, in close coordination with IOM Country Missions teams and Regional Thematic Specialists on Migration Health and other regional teams, ensuring alignment with agreed objectives, workplans, budgets, and performance frameworks, and supporting the timely resolution of operational, technical, or administrative bottlenecks related to cross-border, points-of-entry, and mobility-corridor programming.
5. Provide ongoing programmatic and technical guidance to implementing Country Missions and Regional Offices, including on the design and delivery of in-country and cross-border, mobility-sensitive migration health activities, ensuring that technical and donor-defined standards—such as those related to outbreak preparedness, surveillance, and response—are embedded within project planning, implementation, and reporting.
6. As assigned, support liaison and engagement, under the leadership of the Director of MHD, Senior Migration Health Advisor (MHD HQ), Senior Migration Health Adviser (USRAP), with donor and related U.S. based counterparts on migration health and global health security–related programming, with particular focus on GHSD and related stakeholders including coordination of formal communications, briefings, follow-up actions, and participation in regular grant management meetings, in close collaboration with the Global Office Washington and MHD Headquarters.
7. Coordinate the capture and use of operational experience and lessons learned from GHSD-funded activities to inform project implementation and reporting, in close coordination with the Senior Programme Officer (Health Security) and other relevant colleagues.
8. Undertake field visits, as required, to support programme oversight, provide guidance, and assess implementation progress, and report findings to inform programme adjustments and management decision-making.
9. Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
• Master’s degree in public health, applied or field epidemiology, health or nursing sciences or related field from an accredited academic institution with seven years of relevant professional experience; or,
• University degree in the above fields with nine years of relevant professional experience.
Experience
• With at least five years of experience in managing public or migration health related programming, including design, implementation, and oversight of programmes with at least three of these years in complex humanitarian, crisis, or fragile settings;
• Demonstrated technical and programmatic experience in infectious disease outbreak preparedness, detection, and response, including public health surveillance systems and cross-border, population mobility-related health interventions, with substantial field-based and in-country experience;
• Strong experience in grant and programme management, including donor compliance, reporting, financial oversight, and coordination of multi-country or regionally managed projects;
• Demonstrated supervisory and team management experience, including remote management of multidisciplinary teams in complex operational environments;
• Proven ability to establish and maintain effective working relationships with governmental, diplomatic, and institutional partners, including experience in donor liaison and representation; and,
• Familiarity with United States forgein assistance funding mechanisms and compliance requirements is considered a distinct advantage.
Skills

• Strong communication skills including writing of high level communications to governments and donors, public health report writing including qualitative and quantitative analyses;

• Knowledge of the IOM project management cycle and PRIMA systems a distinct advantage.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
