Organizational Setting
The FAO Regional Office for Asia and the Pacific (FAORAP) has been collaborating with the UN Secretariat’s Office for Information Communication Technology (UNOITC) to develop a Digital Knowledge Management System (KMS) for monitoring, evaluation and knowledge management of FAO programme in the region. This knowledge and data-driven system is critical for capturing the progress of and assessing the wide, diverse range of interventions by FAO and building a strong global evidence base of their impacts. The KMS should be designed to demonstrate accountability and promote organizational learning for the benefit of the programme and investment. The standardized KMS should collect relevant data at several different levels and process and analyze the input data to generate dashboards and reports against different program-level indicators. These are: result framework of key donors, such as the Global Environment Facility (GEF), the Green Climate Fund (GCF); outputs and outcomes of Country Programme Framework (CPF), Programme Priority Areas (PPA) of the FAO Strategic Framework 2022-2030 and ultimately the Sustainable Development Goal (SDG) indicators.
Under this long-term collaboration, UNOITC provides annual Operations and Maintenance support for the KMS that includes engagement with and technical support to FAO Country Offices (COs) to rollout the KMS, continuous improvement of the system, based on its testing in different environments and feedback from COs and users. This requires UNOITC experts to work closely with FAO (RAP and CO) relevant staff and project teams.
To facilitate close collaboration and effective support, UNOITC FAORAP is seeking a Digital Knowledge Management System Testing and Support Analyst.
Reporting Lines
The System Testing and Support Analyst will report primarily to the FAORAP Natural Resources Officer/Climate Change and Climate Finance, in collaboration with the UNOITC KSM Project Manager and other members of the FAORAP Land and Water and Climate change and Resilience Module.
Technical Focus
To support the effective rollout of the digital KMS in FAO Country Offices in Asia and the Sub-regional Office for the Pacific (SAP).
Tasks and responsibilities
● Review KMS design, structure and features.
● Develop a written and PPT overview of the system to help inform FAO staff and external stakeholders about the system and its features.
● Support the design and execution of a country rollout strategy for the KMS including user and project onboarding with the KMS system and system updates.
● Engage with country office and project staff to support onboarding with the KMS system.
● Support users to onboard projects in different environments for country office, project and user setup.
● Support access management setup for different roles, regional support staff and administrators to have seamless onboarding experience and project reporting.
● Review and provide inputs to project setup, report setup, budget setup and other project configurational settings.
● Identify user and system issues and suggest system changes and additions to improve the functioning and usability of the KMS system at different levels.
● Maintain project rollout plans for countries, support the creation of projects to track actuals against quarterly, semi-annual and project spending.
● Other activities as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• University degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in Information Systems, Computer Science, Information Technology, Data Management, Knowledge Management, Monitoring & Evaluation, or a related field.
• At least 1 year for Category C, 5 years for Category B, and 10 years for Category A of relevant experience in digital system implementation, system testing, user support, access management, or knowledge/data management systems.
• Full proficiency/Working knowledge of English.

Technical/Functional Skills
• Proven experience in system testing, user acceptance testing (UAT), and rollout planning across different environments.
• Experience in configuring and supporting digital platforms, including project setup, report setup, budget configuration, and user access management.
• Strong understanding of data management systems, dashboards, reporting tools, and indicator-based frameworks (e.g., donor reporting frameworks, programme indicators, SDGs).
• Experience supporting multi-country or regional digital system deployments is highly desirable.
• Ability to coordinate with technical teams, project managers, and country offices to ensure effective onboarding and system adoption.
• Experience maintaining documentation, rollout plans, and tracking tools for system implementation and performance monitoring.
• Strong analytical skills to assess system performance, identify gaps, and recommend improvements.
• Ability to work effectively with multidisciplinary teams in multicultural and international environments.
• Demonstrated experience supporting system rollout across multiple offices, projects, or countries.
Working knowledge of monitoring and evaluation (M&E) systems, results frameworks, or programme reporting systems is an asset.
