Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to more efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment and a better life, leaving no one behind. 
The Food and Agriculture Organization (FAO) Country Offices, led by FAO Representatives, implement the corporate Strategic Framework at the country level. They provide policy advice and technical assistance to support the development of policies, programmes, and projects aimed at achieving food security, reducing hunger and malnutrition, and promoting sustainable agricultural development to ensure zero hunger. 
In Bangladesh, the FAO Representation (FAOBD) manages several corporate initiatives, national, regional and global projects and programmes under the Technical Cooperation Programme (TCP), Trust Fund (TF) and Regular Programme (RP) budgets. These projects and programmes respond to priority needs identified by the Government and stakeholders and focus on strengthening capacities, introducing innovative technologies, and enhancing policy frameworks to drive sustainable transformation of agrifood systems. 

The objectives of these initiatives include: 
•     Strengthening national and local capacities to plan, implement, and monitor sustainable agricultural development programmes. 
•     Facilitating the introduction and scaling-up of climate-resilient and resource-efficient agricultural technologies. 
•     Supporting evidence-based policy formulation through data collection, analysis, and knowledge sharing. 
•     Enhancing coordination between government agencies, development partners, private sector actors, and community stakeholders. 
•     Ensuring effective project operations, including financial management, procurement, logistics, and compliance with FAO rules and procedures. 

The National Project Implementation Specialist will play a key role in supporting the strategic coordination and effective implementation of Programme Unit–managed TCP and TCP Facility projects, through technical backstopping, programme oversight, results-based monitoring, stakeholder coordination, and contribution to high-quality reporting and completion of project deliverables.

Reporting Lines

The National Project Implementation Specialist is a SC 9 position. Under the overall supervision of the FAO Representative in Bangladesh and the Deputy FAO Representative, and under the direct supervision of the Assistant FAO Representative (Programme), the incumbent will work in close collaboration with Programme Unit staff, technical officers, project teams, government counterparts, and other stakeholders.  

Technical Focus

The position focuses on providing operational, financial, and administrative support for the effective implementation of national, global and regional FAO projects and programmes under Technical Cooperation Programme (TCP), Trust Fund (TF) and Regular Programme (RP) budgets. The incumbent will ensure accurate processing of financial transactions, vendor management, and budget monitoring in line with FAO rules. The role also emphasizes coordination of meetings, workshops, trainings, and travel arrangements, as well as maintaining up-to-date project records and Field Programme Management Information System (FPMIS) documentation. Strong liaison with stakeholders and government agencies is essential to facilitate smooth project delivery and reporting.

Tasks and responsibilities

The duties and responsibilities will include, but not be limited to, the following:  

•     Support the formulation, implementation, and monitoring of TCP and TCP Facility (TCPf) projects under the Programme Unit. 
•     Assist Programme Unit staff in translating approved project documents into annual and quarterly work plans. 
•     Coordinate day-to-day programme and project activities to ensure alignment with agreed objectives and timelines. 
•     Provide technical backstopping to project activities related to crop production, value chains, nutrition, seed systems, and other relevant thematic areas, as applicable to TCP portfolios. 
•     Conduct desk reviews, contribute to the development of survey tools, questionnaires, and assessment frameworks, and support field data collection where required. 
•     Support the planning and delivery of capacity development activities, including trainings, farmer field schools, demonstrations, and workshops. 
•     Monitor field implementation using agreed results frameworks, indicators, and impact pathways. 
•     Support the preparation of progress reports (monthly, quarterly, annual) and other programme updates as required. 
•     Review consultants’ and partners’ mission reports and provide consolidated feedback to the Programme Unit. 
•     Contribute to the formulation of project proposals for TCP projects.
•     Contribute to the preparation of terminal reports upon completion of TCP projects. 
•     Maintain regular liaison with government counterparts, implementing partners, and other stakeholders relevant to TCP implementation. 
•     Represent FAO, as delegated, in local technical meetings, coordination platforms, and project-related forums, and provide feedback to the Country Office. 
•     Support Programme Unit staff in coordinating field missions, workshops, and stakeholder consultations. 
•     Assist in supervising and coordinating the work of technical teams, affiliate personnel, and support staff engaged under TCP projects. 
•     Perform any other duties related to Programme Unit operations as assigned by the FAO Representative, Deputy FAO Representative, or Assistant FAO Representative (Programme). 
 

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements    

•     Advanced university degree (Master’s or PhD) in Agricultural Economics, Economics, Agricultural Science, Development Studies or a related field. 
•     At least 8 (eight) years of professional experience in agricultural policy analysis, particularly in subsidy and incentive design and reform. 
•     Working knowledge (Level C) of English. 
•     National of Bangladesh.

Technical/Functional Skills

•     At least 5 (five) successful project completion experiences in the related field. 
•     Strong knowledge of project management and operational procedures, including planning, monitoring, and reporting. 
•     Experience with Oracle-based Management Information Systems. 
•     Excellent communication and interpersonal skills for liaising with stakeholders, government agencies, and project teams. 
•     Strong documentation skills for preparing project proposals, concept notes, and reports. 
•     Ability to coordinate and organize workshops, trainings, meetings, and field missions effectively. 
•     Problem-solving and decision-making skills to address operational challenges efficiently.
