Job Description

The ASEAN+3 Macroeconomic Research Office (AMRO) is seeking a Technical Assistance Specialist (Subject Matter Expertise) to join its Technical Assistance (TA) team.

AMRO's TA aims to strengthen the macroeconomic surveillance capabilities of ASEAN+3 member economies. It is tailored to the needs and economic profiles of member economies, taking into account a member's developmental stage and policy priorities. The TA program also facilitates knowledge-sharing between AMRO, members and other international organizations.

The TA Specialist, reporting to the Team Lead, should possess strong subject matter expertise in TA areas relevant to AMRO's work and play a key role in the planning, coordination, and implementation of AMRO's TA activities, particularly for consultancy projects. The TA Specialist will also support the management of the training and seminar program, the secondment program, and the research laboration program.

Job Description

  • Play a key role in identifying, scoping and planning TA consultancy projects for member economies.
  • Provide technical backstopping for TA projects, particularly in areas where the candidate has subject matter expertise.
  • Organize and coordinate TA events, including roundtables, conferences, seminars, webinars and related events as part of AMRO's TA activities and as requested by ASEAN+3 members and AMRO's senior management.
  • Deliver TA and contribute as a speaker at capacity building events in areas where the candidate has subject matter expertise.
  • Participate in AMRO's Country Surveillance mission visits to BCLMV economies to discuss TA needs and requirements with authorities, and draft reports on recommendations and requests following the visit.
  • Develop and maintain partnerships with relevant IFIs, public and private sector organizations, research and academic institutions.
  • Support ed research laboration projects, including administrative coordination and project backstopping.
  • Support the management of AMRO's secondment program and TA Trust Funds, including coordination with relevant contributors and member economies.
  • Manage administrative processes for TA projects, including internal approvals, documentation, and monitoring and evaluation of project performance.
  • Contribute to the strategic planning of the multi-year TA capacity building initiatives and work programs in support of AMRO's overall goals, ensuring relevance, efficiency and impact of AMRO's TA works.
  • Contribute to the implementation of AMRO's overall TA strategy, and improve project management framework, procedures and manuals.
  • Perform any other duties assigned by supervisors.

The candidates should possess:

  • Strong subject matter expertise in TA areas relevant to central banks and ministries of finance, particularly in banking regulation and supervision, with at least 10 years of relevant professional experience in designing and delivering TA programs.
  • Demonstrated experience working in similar international organizations, government agencies, financial institutions, or consulting firms providing TA or advisory services in areas relevant to AMRO's TA activities.
  • Experience in facilitating ASEAN+3 financial cooperation or in managing bilateral and multilateral international relationships is preferred.
  • Familiarity with TA trust fund management, including engagement with financial contributors and donors, would be an advantage.
  • Knowledge of financial management, accounting standards for trust funds, and evaluation frameworks for TA activities is desirable.
  • Strong track record of teamwork and laboration, and excellent communication skills to interact effectively with leagues and officials of diverse cultural backgrounds across multiple levels.
  • Demonstrated ability to deliver high-quality outputs in a timely manner and contribute effectively to institutional objectives.
  • High proficiency in written and spoken English.
