Context:
Under direct supervision of the National Project Officer and overall guidance of the Chief of Mission, the incumbent will coordinate the implementation of activities under the Health and Climate project. The project will contribute to strengthening public health preparedness and response to climate-related emergencies, within the overall framework of the Strategic National Action Plan for Disaster Risk Reduction (NAP-DRR).
The consultant will support the project title” Strengthening public health preparedness and response to climate-related emergencies, within the overall framework of the Strategic National Action Plan for Disaster Risk Reduction (NAP-DRR).”
Roles and Responsibilities:
Provide technical support to the project implementation related to public health preparedness and response in coordination with relevant units in the mission.
Support the implementation and monitoring of field projects activities, including Population Mobility Mapping with migrants and mobile population and other high-risk population, multi-stakeholder consultations, trainings and workshops in compliance with IOM quality standards, rules and procedures.
Review existing evidence and guidance related to public health including assessments.
Identify sub-national level health partners for engagement in all activities related to project.
Provide technical support related to PMM adaptation, design, questionnaires, data collection tools, site selection report writing and dissemination and other logistic arrangement.
Provide technical inputs on concept note/proposal to be developed follows donor guidelines and requirements.
Monitor implementation of field activities and expenditure according to donor guidelines.
Design training materials and implementation of context-specific advocacy/information campaigns related to health and climate issues.
Maintain liaison, continuous dialogue and smooth information sharing with central and local authorities and facilitate the delivery of official authorizations required for a successful implementation of the projects.
Produce timely technical reports, in compliance with IOM and donors’ templates.
Translate project supporting documents and materials and participate in quality control of sub-contracted translation services.
Support the promotion and visibility of IOM activities within relevant national working groups and forums.
Undertake duty travel relating to project activities, as required
Perform such other duties as may be assigned.
Performance indicators for the evaluation of results
Monthly consultancy reports delivered.
Required Qualifications and Experience
Education
Master’s degree in public health or a related field from an accredited academic institution with four years of relevant professional experience
Experience
Experience in Public Health including communicable and non-communicable disease and health and emergencies.
Experience with report writing and situation update report.
Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions.
Familiarity with financial and business administration.
Languages
Fluency in Khmer and English is required.
Travel required
The consultant is required to travel on mission when assigned. DSA will be provided only if traveling outside the duty station.
