Qualifications

The work performed will be assessed as per the below schedule. A technical report will be submitted to the responsible officer by the consultant on the following dates. Each report must clearly address the deliverables described below.
Payments will be made upon approval of the technical report by the responsible officer.  

All Work described relates to support of the ACTxBEC global initiative. The consultant will liaise closely with the supervisors, initiative team, country and regional teams, stakeholders and partners. Payments will be made upon approval of the technical report by the responsible officer for each phase as described below

Timelines and payment of deliverables 
Initial report: - end of month 2, USD 18 000, 
Progress report: - end of month 4, USD 18 000, end of month 5, USD 9 000
end of month 7, USD 18 000, end of month 11, USD 18 000

Deliverable: Technical report  
General:
•     Support design and implementation of final project plan outlining timelines, key milestones, and priority deliverables to guide multi-country implementation.
•     Produce draft documents to ensure effective multi-level governance of initiative. 
•     Support development of country plans for implementation of ACTxBEC in each initiative country.
•     Support facility readiness assessments and preparations per implementation cascade.
•     Maintain and continuously update a project tracker aligned with available financial, technical, and human resources to support effective data management.
•     Facilitate clear and efficient communication between stakeholders, supporting coordination, information flow, and alignment across project activities.
•     Support mandated reporting across all levels of the initiative.
•     Support establishment of organized document repositories to ensure timely, transparent, and easy access to all project-related materials.
•     Undertake site visits as needed to support facility readiness assessments and preparation, establish data management systems and support Facility Group coordinators/mentors.
•     Coordinate consolidation of country teams ensuring alignment between national coordinators, cluster mentors, facility coordinators and data collectors.
•     Report on trainings delivered, including key findings, visualizations, and actionable recommendations.
Clinical data:
•     Oversee multi-level data management processes, including data collection, entry, validation and cleaning of clinical process and patient data. 
•     Coordinate clinical data collection and multi-level management system across initiative facilities, including data collection training cascade and regular data quality review and feedback.

Intervention, including data:
•     Collaborate with the ACTxBEC educational team to coordinate joint efforts and support broader project activities, as needed.
•     Support production of documents to design, implement, scale and monitor roll-out of the ACTxBEC Education Bundle across initiative countries.
•     Support design and implementation of final intervention guidance and standardized resources for implementation and educational data oversight, including protocols and training materials.
•     Support design and implementation of final plan for cascade required to roll out intervention.
•     Support development and implementation of country plans for facility champion trainings in each country. 
•     Support oversight of multi-level intervention process and educational data management processes, including data from courses, trainings and continuing education for health workers.

Qualifications, experience, skills and languages
Educational Qualifications 
•     Essential: advanced University degree (Masters ) in health- related area public health, epidemiology, health systems, implementation science, medical education, 
Desirable: A doctoral degree (PhD or equivalent)

Experience 
Essential:
•     At least 10 years of progressively responsible professional experience in health systems strengthening, programme implementation, or monitoring and evaluation, including experience supporting multi-country or large-scale health programmes, ideally in Africa.
•     Demonstrated experience coordinating implementation of training or research programmes in clinical or public health settings, 
•     Proven experience supporting data collection, management, and analysis for health programmes or implementation research initiatives, preferably in low- and middle-income country settings.
•     Experience in overseeing standardized data systems, including data validation, quality assurance, cleaning, monitoring, and implementation of corrective actions across multiple sites or countries.
•     Experience analysing and reporting on programme indicators, including production of technical reports, dashboards, data visualizations, and actionable recommendations to inform implementation and scale-up.
•     Demonstrated experience working with multiple stakeholders at global, regional, and country levels, including Ministries of Health, academic institutions, professional societies, and international organizations.
•     Experience coordinating capacity-building initiatives, including development of trainer, mentor, or facility champion networks, would be an asset.
Desirable:
•     Experience at WHO or another UN organization is desirable.
•     Experience working in international or multi-regional contexts is desirable.

Skills/Knowledge 
Essential:

•     Proven skills in multi-country programme coordination and health systems implementation, with strong organizational ability and attention to detail.
•     Strong analytical and problem-solving skills, with the ability to interpret data and translate findings into practical implementation recommendations.
•     Demonstrated knowledge of adult learning principles and experience supporting design and delivery of in-person and online training programmes in health settings.
•     Familiarity with implementation frameworks, quality improvement approaches, and delivery models for large-scale health initiatives.
•     Ability to work strategically, prioritize tasks, and manage competing demands in complex, multi-stakeholder environments.
•     Excellent written and oral communication skills in English, including preparation of technical reports and presentations for senior stakeholders.
•     Proficiency in standard office software (Word, Excel, PowerPoint) and collaborative platforms (e.g., Microsoft Teams, shared data systems).
Desirable:

•     Knowledge of WHO policies, procedures, and programme frameworks is an advantage.
