The position of Security and Emergency Services Analyst is assigned to the Organizational Resilience and Security Division (CSRS) within the Corporate Services Department (CSD). You will be based at our Headquarters in Manila, Philippines.
You will report to designated International Staff and Officer.Your Role
As a Security and Emergency Services Analyst, you will provide structured coordination support across program, project, and budget to enable the effective planning, delivery, and continuous improvement of ADB Security Operations Center (SOC) programs. You will maintain comprehensive documentation, ensure disciplined tracking of actions and resources, and coordinate with stakeholders to support efficient execution and strengthen operational readiness across SOC programs and institutional projects. You will also support budget management, procurement, and contracting processes, promote governance and stakeholder engagement through training, capacity building, and internal awareness and coordination activities.You will:
Program and Project Coordination
- Provide operational, planning, and coordination support for ADB's SOC programs and projects by tracking actions, deadlines, and deliverables in line with approved workplans.
- Develop, structure, and improve project documentation, records, and tracking tools to strengthen program and project implementation.
- Provide project coordination support for institutional projects, including monitoring and progress reporting.
Budget, Procurement, and Governance Support
- Provide budgetary and financial coordination support, including preparing budget inputs, tracking expenditures, monitoring variances, and supporting activity-based costing and reporting processes.
- Support procurement and contracting processes by coordinating timelines, preparing administrative documentation, tracking approvals, and monitoring vendor deliverables against agreed milestones.
- Coordinate document review and quality control processes by managing inputs, consolidating feedback, tracking revisions, and ensuring finalization of reports, plans, and project documentation within the timeline.
- Coordinate meetings, briefings, and governance processes by preparing agendas, briefing notes, minutes, and action trackers, and following up on agreed actions.
Stakeholder, Capability, and Engagement Support
- Communicate with internal and external stakeholders to resolve administrative, logistical, and project-related issues affecting program delivery.
- Support training, onboarding, and capacity-building projects by coordinating logistics, maintaining records, and tracking completion against plans.
- Support internal engagement and communication activities by coordinating logistics for briefings, workshops, and awareness activities.
- Perform other duties as may be assigned and reflected in your work plan.
Qualifications
You will need:
- Bachelor's degree in business administration, public administration, finance, project management, international relations, or related discipline.
- At least 5 years of experience in project coordination, program support, budget or financial administration, or operational support responsibilities. Holding a nationally or internationally recognized professional certification or license in project management, accounting, finance, procurement, data analysis, or law is advantageous.
- Demonstrated experience supporting multi-stakeholder projects, including tracking deliverables, managing documentation, and coordinating timelines and approvals.
- Experience providing administrative and operational support to complex programs or institutional initiatives in an international or matrixed organizational environment.
- Experience organizing multiple tasks and producing professional-quality outputs within the deadline.
- Demonstrated proactiveness and willingness to improve by identifying gaps, improving processes, and enhancing documentation and tracking systems.
- Experience supporting budget preparation, expenditure tracking, procurement coordination, or vendor management processes is desirable.
- Excellent command of written and verbal communication skills in English.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
