SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.

La mission

Solidarités International has been operating in the Gaza Strip since February 2024, establishing a strong presence in the WASH sector with a particular focus on hard-to-reach areas underserved by other partners. Activities aim to improve access to safe drinking water through the rehabilitation and installation of reverse osmosis units, water trucking and water-point distribution, and the deployment of mobile pumping systems connected to existing wells. SI also conducts water-quality monitoring, distributes shelter, winterization and hygiene kits, promotes good hygiene and water-management practices, and since 2025 has been developing FSL activities such as home-gardening initiatives.

Following the 10 October 2025 ceasefire and the evolution of the operational environment, SI is scaling up its response to remain operationally relevant and expand both its reach and impact.
The mission relies on strong partnerships with local Palestinian organizations such as UFA. Institutional and financial partners include, among others, CDCS, Choose Love, ECHO, Althémis and OCHA.

Job description

General objective:

1.1 Provide technical support for WASH program development in Palestine

  • Support SI teams to improve the quality, efficiency, and relevance of the WASH response, in line with SI strategy and in coordination with the WASH PM and Field Coordinators.
  • Support Field Coordinators and the Deputy Head of Programs in developing WASH programming and fundraising, including technical inputs and engagement with external stakeholders.

1.2 Coordinate and represent SI in the WASH sector

  • Ensure strong coordination with the WASH Forum at national and field levels.
  • Actively participate in WASH clusters, technical working groups, and other relevant coordination platforms.
  • Support the establishment of task forces or technical working groups to strengthen the overall WASH response in support of the Gaza WASH Cluster.

1.3 Strengthen and provide technical guidance to SI and partner WASH teams

  • Provide technical support on designs, BOQs, and implementation strategies when needed.
  • Deliver technical WASH training for SI and partners to improve response quality.
  • Monitor interventions, conduct field visits, and provide recommendations to strengthen program quality.
  • Support field teams and the Deputy Head of Mission for Programs in developing and reviewing technical sections of proposals and reports.

The main challenges:

The situation in the Gaza Strip is unstable, with many access limits, supply problems, and movement restrictions. These make it difficult for SI teams to assess needs, follow activities, and keep good technical quality. Coordination with the WASH Cluster and partners is also challenging because priorities change quickly and operations are restricted.

Priorities for the 2/3 first months:

1.1- Reinforce SI presence and technical support to Wash cluster in GazaStrip in priority and in Palesitne
1.2- Support and technically advice SI and its partners wash teams to align Wash activities implemented with needs, context changes and quality requested
1.3- Strenghen links between SI and Wash stakeholders in Palestine
1.4- Identify potential training needs and support the team to enhance technical skills.

Security constraints:

Security constraints in Gaza remain severe, with a context marked by high-intensity military activity, including airstrikes, land and naval bombardments, and risks related to medium and light infantry weapons. Social tensions are also high, driven by harsh living conditions, and the collapse of economic activity, which have contributed to looting, inter-family disputes. Since the ceasefire brokered on 10 October 2025, the security situation has improved and military activities (airstrikes, shelling) have decreased. However, the situation remains volatile, and a deterioration cannot be ruled out.

DIPLOMAS AND EXPERIENCE

University Master’s degree in Water Sanitation and Hygiene related sector, Engineering, Environment and/or Geology.

Experience in the humanitarian sector : + 5 years

Experience on a similar position : + 5 years

SI will offer you

A salaried position:
According to experience, starting from EUR 2860 gross per month (2600 EUR base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.

SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

The position is based in Deir-el-Balah, where Solidarités International maintains its office and guesthouse, as do most INGOs. Since the ceasefire brokered on 10 October, living conditions have improved, and markets are gradually becoming more functional. At the time the position opened, most basic food items, including fruits and vegetables, were available in Gaza markets, although at high prices. Electricity at the SI office and guesthouse is entirely solar-powered, which, particularly in winter, may occasionally lead to temporary shortages.

Despite improvements in security and economic conditions, the working environment remains stressful, with limited opportunities for relaxation.
