BACKGROUND
IUCN, represented by its Bangladesh Country Office, is implementing projects with support from various donors. To ensure the smooth operation of these projects, IUCN requires a Senior Programme Officer (Forest Environment and Climate Change)
JOB DESCRIPTION
• MAJOR RESPONSIBILITIES
Under the direct supervision of the Country Representative and functional supervision of the Programme Manager: Species and Habitats of IUCN Bangladesh, the Senior Programme Officer (Forest Environment and Climate Change) will be responsible for and lead the Outcomes 1 and 3 of the project. S/he will be responsible for the implementation of the activities as per the work plan. The position will also be responsible for managing funds, maintaining donor and stakeholders liaison and project development, especially in the light of the Partnership Agreement between donor, AFD and IUCN.

• SPECIFIC DUTIES
Under the direct supervision of the Country Representative, and functional supervision of Programme Manager: Species and Habitats, the Senior Programme Officer (Forest Environment and Climate Change) will undertake following specific responsibilities:

1.PROJECT MANAGEMENT
-Provide overall technical leadership and coordination for project activities, and managing budget, related to forest restoration, ecosystem management, and climate change adaptation.
-Lead the design, implementation, and monitoring of restoration and conservation interventions ensuring alignment with national policies and IUCN global frameworks.
-Lead the component: Risk-informed conservation and restoration plans developed for the Sundarbans Region
-Lead the Component: Enhanced ecological resilience through restoration and sustainable management of Sundarbans Impact Zone
-Review and ensure quality assurance of technical studies, reports, and knowledge products related to forest ecology, carbon sequestration, and nature-based solutions in line with MEL and donor standards.
-Guide the development of ecosystem-based adaptation (EbA) and mitigation strategies to strengthen climate resilience in forest and wetland ecosystems.
-Support the development of sustainable forest management models integrating biodiversity conservation, community participation, and livelihood improvement.
-Coordinate with government agencies (e.g., BFD, DoE, MoEFCC), research institutions, and local partners to ensure effective implementation of thematic activities.
-Represent the project in technical meetings, national and regional workshops, and policy dialogues related to forest and climate change.
-Facilitate collaboration among thematic experts, field teams, and cross-cutting components (communication, knowledge management, M&E).
-Support donor reporting and knowledge sharing through thematic briefings, progress summaries, and success stories.
-Lead capacity-building initiatives for project staff, partners, and community groups on forest ecosystem restoration, monitoring, and climate adaptation practices.
-Document lessons learned, best practices, and policy-relevant insights to inform national planning and future programming.
-Contribute to scientific publications, policy briefs, and outreach materials based on project outcomes.
-Oversee the implementation and monitoring of thematic indicators within the project’s M&E framework and ensure timely data delivery.
-Supervise and oversee the Monitoring and Evaluation (M&E) functions of the project, including the development of the M&E framework, indicator tracking, data collection and analysis, quality assurance, and timely reporting.
-Contribute to the preparation of quarterly and annual progress reports, technical notes, communication materials, and donor reports.
-Ensure technical quality and coherence of deliverables across project components related to forest, environment, and climate change.

2.PROJECT/PROGRAMME DEVELOPMENT
-Actively contribute to IUCN’s growth by designing and implementing projects focused on biodiversity conservation and natural resource governance, in line with the IUCN Programme;
-Assist the Programme Manager in the development of new projects and initiatives;
-Prepare and submit funding proposals to relevant agencies to support initiatives aligned with IUCN’s mandate;
-Provide technical support to IUCN Bangladesh’s integrated programme planning and thematic areas through contributions to project design, implementation, monitoring, workshops, publications, and research papers; and
-Facilitate cross-programme learning by integrating environment, disaster management, food security, climate change, and sustainable livelihood approaches, with a strong emphasis on gender mainstreaming.
-Undertake any other tasks that may be assigned by the Country Representative and the Programme Manager of IUCN Bangladesh, from time to time.
REQUIREMENTS
• Education
-8 to 10 years' professional experience, of which 5 years are in the managerial position and relevant to the terms of reference.
-Master’s degree in environmental science, Forestry, Natural Resource Management, Climate Change, Ecology, Wildlife Biology, Environmental Studies, or other closely related disciplines from reputed university
-Bachelor’s degree in a relevant discipline may be considered in lieu of a Master’s degree, provided it is supplemented by at least two (02) additional years of relevant professional experience at progressively responsible levels.
-Strong academic track record with demonstrated ability to apply scientific and technical knowledge to programme design, implementation, and policy-oriented work.

• Training and Experience
-Minimum 8–10 years of progressive professional experience in forest management, biodiversity conservation, ecosystem restoration, climate change adaptation/mitigation, or related environmental fields, with at least 5 years in a managerial, coordination, or senior technical role.
-Demonstrated experience in project and programme management, including planning, implementation, monitoring, reporting, and budget oversight, preferably within international NGOs, UN agencies, or donor-funded projects.
-Proven technical expertise in one or more of the following areas including forest and ecosystem restoration, climate change adaptation and ecosystem-based approaches (EbA), biodiversity conservation and sustainable natural resource management, Nature-based solutions and climate resilience programming.
-Strong experience working with government counterparts, donors, development partners, research institutions, and community stakeholders.
-Demonstrated ability to provide technical leadership, guide multidisciplinary teams, and ensure quality assurance of technical outputs, studies, and knowledge products.
-Experience in donor engagement, proposal development, and results-based reporting, preferably with bilateral or multilateral donors.
-Sound understanding of monitoring, evaluation, and learning (MEL) frameworks and use of indicators for adaptive management.
-Excellent analytical, problem-solving, and decision-making skills, with the ability to manage complex and evolving programmatic contexts.
-Experience in producing timely reports, manage budgets and assist in communication related activities.
-High standards of professional integrity, accountability, and commitment to IUCN’s values, including gender equality and inclusive approaches.
-Proficiency in standard office software (MS Word, Excel, PowerPoint) and familiarity with project management and reporting tools is required.

• Other Competencies
-Strong leadership and team management skills, with the ability to motivate, mentor, and guide multidisciplinary teams in both field and office settings.
-Excellent interpersonal, facilitation, and negotiation skills, with the capacity to build and maintain effective working relationships with government counterparts, partners, donors, and communities.
-Advanced oral and written communication skills in English, with the ability to present complex technical information clearly to diverse audiences; knowledge of local language(s) is an asset.
-High level of analytical thinking, problem-solving, and sound judgment, particularly in complex or rapidly changing operational contexts.
-Demonstrated ability to work independently and proactively, manage competing priorities, and meet deadlines with minimal supervision.
-Strong organizational and time-management skills, with attention to detail and a results-oriented approach.
-Commitment to professional integrity, accountability, inclusiveness, and teamwork, aligned with IUCN’s values and principles.
-Ability to adapt to change, manage uncertainty, and support innovation and learning within programme teams.

• Language skills
-Excellent presentation, writing and spoken communication skills in English are essential.

• International experience will be an added advantage.
