Background:
Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between all genders as partners and beneficiaries of development, human rights, humanitarian action, and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates the efforts of the United Nations System to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of national priorities and efforts, building effective partnerships with government, civil society, and other relevant actors. In Nepal, UN Women, with an overarching five-year Strategic Note (SN) 2023 – 2027, aims to support the national stakeholders in advancing gender equality and the empowerment of women in line with internationally agreed normative standards that contribute to four outcome areas of the UNSDCF 2023 – 2027.
Under the framework of the current UN Women Nepal Country Office (NCO) Strategic Note 2023-2027, UN Women in Nepal continues its work to strengthen women’s leadership and participation in national and local level decision-making processes, empower women economically by supporting women, especially those from the most vulnerable and excluded groups1, promote environmental sustainability, climate and disaster resilience and transform gender discriminatory social norms and end harmful practices for inclusive and transformative human development.
Under its Strategic Note 2023–2027, UN Women Nepal is advancing Climate Resilient Women’s Economic Empowerment (CR-WEE) to address the structural barriers that limit women’s access to resources, markets, finance, and decision-making—barriers that are further intensified by climate change and economic shocks. Recognizing that women’s entrepreneurship is both a driver of inclusive growth and a pathway to resilience, the programme seeks to strengthen women-led MSMEs, promote green and climate-smart enterprises, and enhance women’s participation across value chains. This includes addressing systemic constraints such as limited access to capital, technology, markets, and business development services, while fostering enabling policy and institutional environments that integrate gender-responsive and climate-responsive approaches.
Building on its engagement with the private sector through the Women’s Empowerment Principles (WEPs) framework, UN Women Nepal aims to deepen partnerships with financial institutions, corporates, business membership organizations, and impact investors to move from commitment to measurable action. Advancing women’s entrepreneurship requires not only enterprise-level support, but also ecosystem-level transformation, unlocking gender-smart capital, promoting supplier diversity, strengthening gender-responsive procurement, and incentivizing private sector leadership on inclusive and climate-resilient growth. By strategically integrating WEPs implementation with targeted support to women-led MSMEs, UN Women seeks to catalyze scalable models that align profitability with social impact, positioning women entrepreneurs as key agents of climate resilience and economic transformation in Nepal. In Nepal, the Country Office recognizes the transformative change that can be established through private sector partnership, and therefore from 2024 on, started exploring the possibilities of expanding its engagement in a strategic manner through country level Private Sector Engagement Strategy. This will be implemented through ongoing women’s economic empowerment programme supported under SN 2023-27, including Joint Programme titled Empowered Women, Prosperous Nepal.
