Job Description

This position is open to candidates who have the legal right to work in Ukraine. Please note that we are unable to provide work permits or visa sponsorships for this position.

1. Role and responsibilities

The purpose of the officer position is to provide support for the implementation of logistics/procurement functions in Southern Ukraine.

Generic responsibilities: 
1. Ensure adherence with NRC policies, tools, handbooks, and guidelines 
2. Implement delegated support function portfolio according to the plan of action 
3. Prepare and develop status reports as required by management 
4. Ensure proper filing of documents 
5. Promote and share ideas for improvement of the support function

Specific responsibilities:

Procurement
• Ensure procurement activities are carried out in a transparent and accountable manner at the area office that includes procurements requested from other parts of Southern Ukraine and follow NRC Procurement Policy and all other NRC and Donor Regulations. 
• Undertake supply and service providers' pre-qualification, conduct market research, identify and recommend legitimate local suppliers or contractors through systematic evaluation and maintaining a database of potential and active suppliers/contractors.
• Ensure implementation of the internal control system which ensures that PRs are accurately prepared, Purchase Orders/contract are duly prepared, dispatched, scheduled and delivery are well organized and documented.
• Ensure procurement records are kept and filed appropriately from authorized request to end users
· Advise other departmental staff in the preparation of certain documents that are related to payment procedures. 
· Confirm all paperwork processes are correct before submission to finance.
· Assist in local market assessments if required to do so. 
· Assist in the preparation of documentation for bids committee meetings. 
· Assist in tenders and preparation of and ensure it is complaint with NRC and donor regulations. 
· Ensure management of Agresso, through procurement tracking processes and workflows and communicate on any issues that my occur. 
· Assist in any duties in relation to procurement processes, as defined by logistics regulations.

Other Duties 
· To carry out other logistics duties as assigned in other departments as temporary relief, if required to do so.

2. Competencies 
Competencies are important in order for the employee and the organization to deliver desired results. They are relevant for all staff and are divided into the following two categories:

1-Professional competencies
These are skills, knowledge, and experience that are important for effective performance. 

Generic professional competencies: 
• Minimum of 3 years of experience from working as a Logistician or Procurement. 
• Previous experience from working in complex and volatile contexts 
• Documented results related to the position's responsibilities 
• Ability to speak the local language (Ukrainian) with a good command of English language 
• Ability to use computer packages - Word, Excel and Power point, email and Internet and to be able to type at a fast and accurate speed. Knowledge of use of databases.
• Good organizational skills, including, ability to work to deadlines, priorities, pay attention to detail and good numeracy skills.
• Ability to work in a team, adaptable and flexible.

Context/Specific skills, knowledge, and experience: 
• BA Degree in Supply Chain Management, Logistics or equivalent.
• Experience in the humanitarian sector will be an advantage. 
• Basic experience in asset and fleet management.
