Qualifications

PURPOSE OF THE POSITION:

In the context of the WHO Health Emergencies Programme, the incumbent will support the emergency team in the end-to-end development, modification, implementation, and management of information systems necessary for the collation, tracking and analysis of relevant intelligence and information related to health emergencies for enhanced health security and emergency risk management in the health sector.

Objective of the Programme:

The objective of the WHO Nepal Country Office is to implement the Country Cooperation Strategy by supporting the Ministry of Health and Population (MoHP), Government of Nepal (GoN) in the formulation, implementation and evaluation of national health policies, strategies and plans and developing and managing WHO's technical cooperation programmes at the country level. The Country Office collaborates with the Government of Nepal and relevant stakeholders in support of their efforts of achieving national health goals; of ensuring the attainment of universal health coverage and of contributing to global and regional public health action by providing need-based technical assistance in national level policy formulation, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity, to play a greater leadership role in different national level policy technical forums. WHO provides guidance and technical support in organizing the humanitarian health response following multi-hazard emergencies and in revitalizing the capacity of the health sector to recover and rebuild from emergencies in appropriate and sustainable ways. In the inter-emergency period the objectives are to increase the capacity and resilience of the Nepal Health System to reduce risk, prevent and prepare for disasters, to mitigate adverse health consequences, through supporting the Emergency Risk Management interventions prioritized in the national plan for the implementation of the Sendai Framework for Disaster Risk Reduction (2015-2030); and the health security interventions for enhancement of core capacities required to comply with the International Health Regulations (IHR) 2005 as prioritized in the National Action Plan on Health Security (NAPHS), and National Pandemic Preparedness and Response Plan (NPPRP).WHO strives to integrate and harmonize the actions undertaken for enhanced ERM and Health Security with the interventions implemented to achieve the health-related Sustainable Development Goals (SDGs) and health systems strengthening through appropriate capacity building and co-ordination mechanisms and partnerships. The WHO Health Emergencies Programme (WHE) supports the MoHP, GoN to direct and coordinate the rapid provision of life-saving emergency health interventions at scale in the aftermath of multi-hazard emergencies and disasters and subsequently assists in the rapid recovery of the health system in collaboration with national and international partners. Thereupon it provides technical support to the MoHP and partners to enhance health sector emergency risk management through prevention risk reduction or mitigation; preparedness and response readiness to build a health system that is resilient to multi-hazard disasters including public health emergencies.

Summary of assigned duties:

Under the overall guidance of the Team Leader – WHO Health Emergency Programme (WHE) and WHO Representative to Nepal with the direct supervision of the relevant National Professional Officer (NPO) of the WHO Country Office for Nepal; and in close collaboration with the relevant health authorities at the duty station GIS & Information Management Associate incumbent will perform the following tasks.
 

1.     Strengthen Early Detection and Surveillance

1.1. Support early detection, verification, and reporting of potential public health events through media monitoring and other event-based, indicator-based surveillance systems and mechanisms in Nepal.

1.2. Support in strengthening and capacity-building of Indicator-based and event-based surveillance systems (EWARS, SORMAS) at the national and sub-national level.

1.3. Coordinate with WHE field-based personnel to collect and verify information on:
1.3.1.    Potential or ongoing public health consequences/emergencies (PHE) detected due to any hazard and their follow-up until satisfactory closure in the Event Management System (EMS).
1.3.2.    Preparation of situation reports on PHE.
1.3.3.    Health stakeholders involved in Emergency Risk Management (ERM), health security, Health Cluster, and update it regularly using tools such as the 3W/4W (who does what, where, and when) matrix.

 

2.     Data Management and Information Products
2.1. Produce quality data visualizations through infographics, summaries, and detailed informational/statistical/epidemiological content for periodic reports/bulletins/ dashboards for dissemination to relevant stakeholders as authorized.

2.2. Prepare and update GIS maps of health facility/surveillance site locations, affected or displaced population locations, routes of access, and dedicated and accessible free space for emergency operations, and regularly update the same.

2.3. Support data collection, management, and analysis of health information products during disasters and public health emergencies.

2.4. Maintain organized datasets, metadata, and version control documentation for WHE information products.

2.5. Generate tables, graphs, and other visual information products for reporting and decision-making.

  

3.     Coordination and Stakeholder Engagement

3.1. Coordinate with Health Emergency Operation Centres (HEOC) and relevant Ministries for multi-hazard preparedness and response.

3.2. Support inter-cluster and inter-sectoral coordination for collective preparedness and response actions.

3.3. Maintain liaison with EDCD, HEOC, NPHL network, surveillance networks, ERRTs, EMDTs, and NGO networks to ensure timely information flow.

3.4. Assist in capacity building, coordination, and performance enabling of health emergency information management at national and subnational levels.

3.5.  Facilitate development and implementation of training and capacity-building tools for health security and emergency risk management.
 

4.     Reporting and Documentation

4.1. Maintain digital repositories and documentation for WHE Programme activities and information.

4.2. Support the preparation of reports periodically (Monthly, Quarterly, Half-yearly, and Annual) for the WHE Programme.

4.3. Prepare infographics and summary statistical bulletins for dissemination to stakeholders.
 

5.     Technical Operations and Support

5.1. Support in onsite assessment of the IT infrastructure, Implementation and remote user support during digital health initiatives (EMR, HSI , Health Information Desk, SORMAS, DHIS-2, etc.) and ensure effective implementation of the initiatives.

5.2. Support development, maintenance, and implementation of websites, platforms, and ICT tools for health security and emergency risk management.

5.3. Manage document and information repositories; assist in developing information content, including infographics, thematic maps, charts, and multimedia materials.

5.4. Perform other relevant duties as assigned by the Team Lead-WHE, TO, NPOs, and the WHO Representative. This includes traveling to provinces on duty, travel, or duty-station reassignment at any time as per the programme requirements.

Functional Skills and Knowledge:

·       Very good analytical skills, including the ability to collect and analyze technical data and information and to draw and present conclusions in written and spoken form.

Other Skills:

·       Proficiency in Microsoft Office (Word, Excel, and PowerPoint).

·       Good computer skills, including in all office productivity applications.

·       Ease of use of Internet and email systems is essential.

·    Operational competencies in data analysis and visualization using appropriate data management, epidemiological, and statistical applications.

·   Good working knowledge of installation, testing and maintenance of ICT, data storage, and power back-up hardware and office productivity equipment and amenities.

·     Good working knowledge of the use of GIS, database, and webpage design and management of online and mobile phone-based survey applications and other relevant software. (Power BI, ODK, Kobo-tool)

·       Expertise in software programming and application development would be an asset.

Education Qualifications:
Essential:  
University degree in Computer Science, Information or Data Management, Information Technology, public health, statistics, or related degree.
Desirable:  
Advanced university degree in any of the above-mentioned fields. Specific training on humanitarian response, health emergencies, and information management will be an advantage.

Experience:

Essential:
 Minimum 5 years of experience in information management or related area.
 

Desirable:
Minimum 3 years of relevant working experience with WHO and UN agencies is an asset.
 

Use of language Skills: Excellent knowledge of written and spoken English and Nepali
 

REMUNERATION:

Monthly Salary: (Net of tax) NPR Rs 142,427.00 (Level VII) at a single rate (taxable as per Nepal Government laws and appointment will be through Special Services Agreement, SSA).

Duty Station: Anywhere in Nepal
