Result of Service
To support and facilitate the TNA process, a national contractor is being recruited for the execution of activities in relation to climate change mitigation in the Energy Generation sector and Building and Housing sectorsthe direct supervision of the TNA Coordinator. The contractor shall provide technical services, on a part time basis, for the assessment of technology needs for climate change mitigation activities in Mongolia and shall provide the following outputs: ● A portfolio of technologies for the sector ● A Technology Needs Assessment (TNA) report describing the prioritised technologies for mitigation in the Energy Generation sector and Building and Housing sectors including the process followed and the rationale for the latter. UNEP Copenhagen Climate Centre will provide a template for the TNA report. ● A Barrier Analysis and Enabling Framework (BA&EF) report on existing barriers for the prioritised mitigation technologies and enabling framework to facilitate the deployment and diffusion of technology priorities. UNEP Copenhagen Climate Centre will provide a template for the BA&EF report. ● A Technology Action Plan (TAP) report for mitigation, including 2-4 project ideas for the implementation of the TAP, and one policy brief per technology taken to the TAP in the format agreed for the project with UNEP Copenhagen Climate Centre. UNEP Copenhagen Climate Centre will provide a template for the TAP report and policy briefs. Field trips and trips to attend training and capacity-building workshops will occur. Monitoring and Progress Controls In close collaboration with the rest of the national TNA team and the TNA Coordinator and Regional Centre, the contractor will be responsible for, inter-alia: a. Organising consultative stakeholder meetings and workshops (TNA validation, BAEF validate and TAP validation). b. Identification and prioritization of technologies for the Energy Generation sector and Building and Housing sectors through a participatory process with a broad involvement of relevant stakeholders, including; i. identification and link-up with relevant stakeholders and facilitation of the sectorial working groups to be set-up, ii. identification of institutions for data and other support, and iii. collecting, analysing and synthesizing information and data to prepare technology fact sheets for the two sectors. c. Leading the process of analysing with the stakeholder groups how the prioritised technologies can be implemented in the country and how implementation circumstances could be improved by addressing the barriers and developing an enabling framework based, inter-alia, on undertaking of local market and other assessments, as may be required; d. Prepare and finalize the TNA, BA&EF and TAP reports, with project ideas and policy briefs, and with inputs of stakeholders included. i. Prepare working papers and other TNA-related documents as may be required to ease the consultative process and harnessing inputs from stakeholders during meetings and workshops, amongst others. e. Provision of any other inputs, as may be required, relevant to related part of the TNA process and output targeted as may be requested by the TNA Coordinator, the UNEP Copenhagen Climate Centre, Regional Centres and the National TNA Committee. The contractor will be required to use best practices, guidelines, methodologies and technical guidance available through the UNEP Copenhagen Climate Centre and other approved sources. UNOPS is the operational arm of the UNEP Copenhagen Climate Centre (UNEP-CCC). UNEP-CCC is a leading international advisory institution on energy, climate and sustainable development. Its work focuses on assisting developing countries and emerging economies transition towards more low carbon development paths, and supports integration of climate-resilience in national development. UNEP-CCC is actively engaged in implementing UN Environment’s Climate Change Strategy and Energy Programme. prioritization and diffusion of environmentally sound technologies for mitigation and adaptation to climate change. The TNA project is implemented by the United Nations Environment Programme and the UNEP Copenhagen Climate Centre, supported by UNOPS, on behalf of the Global Environment Facility. The current Global TNA project, deriving from window (i) of the Strategic Program on Technology Transfer, is designed to support countries to carry out improved Technology Needs Assessments within the framework of the UNFCCC. The project supports countries that wish to update an earlier TNA as well as those embarking on a TNA for the first time. The purpose of the TNA project is to assist participant developing country Parties identify and analyse priority technology needs, which can form the basis for a portfolio of environmentally sound technology (EST) projects and programmes to facilitate the transfer of, and access to, the ESTs and know-how in the implementation of Article 4.5 of the UNFCCC Convention. Hence TNAs are central to the work of Parties to the Convention on technology transfer and present an opportunity to track an evolving need for new equipment, techniques, practical knowledge and skills, which are necessary to mitigate GHG emissions and/or reduce the vulnerability of sectors and livelihoods to the adverse impacts of climate change. The main objectives of the project are: ● To identify and prioritise through country-driven participatory processes, technologies that can contribute to mitigation and adaptation goals of the participant countries, while meeting their national sustainable development goals and priorities; ● To identify barriers hindering the acquisition, deployment, and diffusion of the prioritised technologies; ● To develop Technology Action Plans specifying activities and enabling frameworks to overcome the barriers and facilitate the transfer, adoption and diffusion of selected technologies in the participant countries and policy briefs summarizing the policy relevant actions within the Technology Action Plans in a short and user-friendly way; ● To develop concept notes for attracting funding to implement selected technologies in priority areas of national relevance. Task 1. Identify Priority Technologies for Mitigation Key Activities (Scope) Review national documents including the NDC, sectoral policies, National Communications and previous TNAs. Identify areas requiring revision and new technologies aligned with updated national conditions and NDC targets. Collaborate closely with the TNA Coordinator and other consultants. Facilitate sectoral working groups composed of technical experts and practitioners. Conduct a participatory process to identify relevant mitigation technologies. Apply a multi-criteria analysis (MCA) to prioritize technologies and select 8–12 priority mitigation technologies per sector. Deliverable(s) Portfolio of 8–12 prioritized mitigation technologies per sector aligned with NDC and MRV frameworks. Deadline (Tentative) 30 April 2026 Notes / Inputs Detailed methodological guidelines will be provided at a regional capacity-building workshop.
Task 2. Prepare Report on Priority Technologies (TNA Report) Key Activities (Scope) Document the prioritization methodology and stakeholder engagement process. Present the results of the multi-criteria analysis and technology ranking. Draft the TNA report following the outline provided by the UNEP Copenhagen Climate Centre (UCCC). Facilitate validation workshops with the TNA team and Steering Committee and revise the report accordingly. Ensure the report does not exceed thirty pages per sector. Deliverable(s) TNA Report, maximum thirty pages per sector. Deadline (Tentative) 31 May 2026 Notes / Inputs Detailed methodological guidelines and report outline will be provided by UCCC.
Task 3. Conduct Barrier Analysis and Enabling Framework (BA&EF Report) Key Activities (Scope) Analyze market conditions for each of the 8–12 prioritized technologies per sector. Identify financial, regulatory, technical, institutional and market barriers affecting development, deployment and diffusion. Propose measures to overcome identified barriers and develop enabling framework recommendations including policies, regulations, incentives and institutional arrangements. Draft and validate the BA&EF report, ensuring it does not exceed thirty pages per sector. Deliverable(s) BA&EF Report, maximum thirty pages per sector. Deadline (Tentative) 31 October 2026 Notes / Inputs Detailed methodological guidelines and report outline will be provided at a regional capacity-building workshop by UCCC.
Task 4. Prepare Technology Action Plan (TAP) Key Activities (Scope) Develop Technology Action Plans for the deployment and diffusion of prioritized technologies in collaboration with the TNA Coordinator, TNA team and stakeholders. Define specific actions, responsible institutions, timelines and funding sources. Develop project and programme concept notes based on the prioritized technologies. Facilitate stakeholder consultations and finalize the TAP report, ensuring it does not exceed thirty pages per sector. Deliverable(s) TAP Report, maximum thirty pages per sector. Deadline (Tentative) 31 January 2027 Notes / Inputs Detailed methodological guidelines and report outline will be provided by UCCC.
Task 5. Prepare Policy Briefs and Co-Organise Dissemination Event Key Activities (Scope) Prepare one policy brief for each technology included in the TAP, ensuring each brief does not exceed four pages. Summarize key policy actions, investment needs and implementation pathways. Support dissemination of the briefs and present findings at the national TNA dissemination and donor engagement event organized by the National TNA Coordinator. Deliverable(s) One policy brief per technology included in the TAP, maximum four pages each, and support to the dissemination event. Deadline (Tentative) 28 February 2027 Notes / Inputs Policy brief outline will be provided by UCCC. Dissemination event will be organized by the National TNA Coordinator. 1st deliverable – 30 April 2026 – Submission of Portfolio of 8-12 technologies per sector for mitigation 2nd deliverable - 31 May 2026 – Submission of TNA report 3rd deliverable – 31 October 2026 – Submission of BA&EF report 4th deliverable – 31 January 2027 – Submission of TAP report 5th deliverable – 28 Feb 2027 - 1 Policy brief per technology taken to the TAP International travel might be required for this consultancy.
Qualifications/special skills
The contractor should possess at least a postgraduate degree in environmental management or other climate-related fields. The contractor should possess expertise in the climate change mitigation analysis. Minimum of 7 years of relevant experience with Bachelors degree or minimum of 5 years of relevant work experience required with masters degree. The expert should possess at least 5 years of work experience in the climate change mitigation sector or related fields, preferably in Mongolia. At least 5 years practical experience in relevant fields, including research analysis and project management. Experience in an international agency or organization is desirable, preferably in Mongolia.
