The position is located at FAO’s Liaison Office with the Russian Federation (LOR) in Moscow.

Reporting Lines

The incumbent works under the overall supervision of Director, LOR, and reports directly to the Liaison Officer. The incumbent works in close cooperation with all other LOR employees.

Technical Focus

The incumbent will support the work of the FAO Liaison Office with the Russian Federation (LOR) and relevant FAO technical units by contributing to technical, coordination, and outreach activities in the areas of animal health, livestock, and the One Health approach.

Tasks and responsibilities

Technical Support and Implementation

•     Contribute to the planning, organization, and delivery of technical activities related to animal health, including capacity development events, workshops, trainings (in‑person or online via FAO’s Virtual Learning Centre), field missions, and technical assessments.
•     Provide technical inputs on topics related to prevention, detection, and management of priority zoonotic diseases, biosecurity, AMR/AMU, and the operationalization of One Health.
•     Support preparation of technical briefs, concept notes, presentations, and other materials related to animal health, livestock systems, and One Health.

Coordination and Partnership Engagement

•     Liaise and collaborate with UN agencies, international and regional organizations, research institutions, and NGOs engaged in animal health, public health, environmental health, and wider One Health initiatives.
•     Support FAO’s participation in inter‑agency and multi‑stakeholder mechanisms, including One Health Moscow Cell, technical working groups, and events relevant to One Health, transboundary animal diseases (TADs), and AMR.
•     Assist in maintaining regular communication with partners, facilitating information exchange, and ensuring alignment with FAO priorities and global frameworks.

Event Organization and Representation

•     Support organization of external events, expert meetings, forums, and technical discussions related to animal health, livestock, and One Health.
•     Represent FAO at meetings, conferences, and consultations, as required, ensuring accurate communication of FAO’s positions and technical messages.
•     Draft meeting notes, reports, summaries of discussions, and follow‑up actions.

Project, Reporting, and Administrative Support

•     Assist with planning, monitoring, and reporting of activities implemented within relevant FAO projects and initiatives.
•     Contribute to preparation of progress updates, background notes, mission reports, and inputs for internal and external reporting requirements.

Knowledge Management and Communication

•     Support development and dissemination of knowledge products, outreach materials, and communication content to promote FAO’s work on animal health and One Health.
•     Contribute to documenting lessons learned, good practices, and success stories from FAO activities in the region.
•     Perform other related tasks as required to support FAO’s work in animal health, livestock, and One Health.

•     Liaison with OCC will be maintained, either directly or through an agreed focal point/coordinator, to ensure compliance with OCC standards, aligned messaging, and appropriate review and clearance processes.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

•     Advanced university degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in veterinary medicine and/or advanced university degree in one of the following fields: epidemiology, One Health, public health; Consultants with a bachelor's degree need two additional years of relevant professional experience.
•     1 year of relevant experience in animal health and/or One Health
•     Full proficiency/Working knowledge of English and Russian

Technical/Functional Skills

•     Good knowledge and experience in One Health, animal disease control, and/or veterinary training (both in person and online)

•     Work experience in collecting and analyzing technical information and data.
