Nature of the consultancy:
Data Consultant for technical support to the Kingdom of Saudi Arabia, on the International Classification of Trafficking in Persons data (IC-TIP data) – consultancy B
Project Context and Scope:
The International Organization for Migration (IOM) within the framework of the project “Strengthening Mechanisms to Combating Human Trafficking in the Kingdom of Saudi Arabia” implemented in partnership with the National Committee to Combat Trafficking in Persons (NCCT) represented by the Human Rights Commission (HRC) is seeking a qualified and experienced Data Officer that will be responsible for implementing activities related to data management, assessment, and compliance with ICS-TiP standards under the project. The selected candidate will assess and improve NCCT’s data collection methods, evaluate the e-NRM system for compliance with ICS-TiP standards, and develop Standard Operating Procedures (SOPs) for data management. Additionally, they will lead training initiatives, including a Training of Trainers (ToT) for the NRM unit, develop a rollout training plan, and oversee its implementation with referral mechanism partners.
Organizational Department / Unit to which the Consultant is contributing:
Under the overall supervision of the Head of Office in the Kingdom of Saudi Arabia and direct supervision of the Project Manager of the Project “Enhancing Mechanisms for Combating Human Trafficking in the Kingdom of Saudi Arabia- Phase3”, and in close coordination with the Regional Thematic Specialist at the Regional Office (RO) and relevant units at Headquarters, the Capacity Building Consultant will be responsible for carrying the tasks mentioned in this contract.

Education, Experience and/or skills required
Bachelor's degree (or higher) in Social Sciences, International Relations, Public Administration, Human Rights, Migration Studies or a related field.
Minimum 5–7 years of experience in capacity building, training, or Training of Trainers (ToT) programs within an international organization, government, or NGO.
Experience in developing and delivering training programs related to data management, monitoring & evaluation, and compliance with international labor and human rights standards.
Familiarity with National Referral Mechanisms (NRMs) and anti-trafficking frameworks, particularly ICS-TiP standards, is highly desirable.
Strong background in multi-stakeholder coordination, particularly in working with government entities, civil society, and international organizations.
Experience in drafting and implementing Standard Operating Procedures (SOPs) for training and knowledge management.
Prior experience conducting similar capacity-building initiatives for the International Organization for Migration or other UN agencies is an advantage.

Languages:
The consultant is expected to be fluent in English and Arabic.
Travel required
Willingness and ability to travel to Saudi Arabia whenever required.
