The International Organization for Migration (IOM) is implementing the project “Enhance migration governance through evidence-based programming and strengthening capacities of authorities in Kosovo[1]” funded by The Swiss Confederation/State Secretariat for Migration (SEM). The overall objective of this project is to contribute to enhancing migration governance through an evidence-based and holistic approach and maximize migration potential to achieve sustainable development outcomes in Kosovo. In particular, the project will strengthen the capacities of authorities in Kosovoto enhance migration governance by supporting government efforts at enhancing migration administrative service delivery, including through reduction of administrative burden and digitalization efforts.
The overall objective of this assignment is to support Kosovo authorities in strengthening public service delivery and advancing Administrative Burden Reduction (ABR) reforms by systematically identifying, mapping, and analysing all Civil Registry services that require apostille certification and by developing a comprehensive, evidence-based inventory to inform procedural simplification, digitalization, and regulatory streamlining measures.
As part of the project "Enhancing Migration Governance through Evidence-Based Programming and Strengthened Institutional Capacities in Kosovo," IOM seeks to engage a highly qualified consultant to provide strategic expert advisory services to Kosovo’s key institutional mechanisms, particularly the Office of Strategic Planning in the Office of the Prime Minister and the Civil Registration Agency. The assignment aims to provide a clear and exhaustive overview of Civil Registry documents subject to apostille requirements, Identify all Civil Registry services and documents issued in Kosovo that require an apostille stamp for international use, develop a comprehensive inventory of such services, assess the administrative burden associated with obtaining apostille certification, and provide recommendations for reducing administrative burden in line with national ABR strategies.
In addition, in line with planned mapping and inventory of internal migration related services design and delivery aiming simplification and digitalisation, the Consultant will also include an analysis of how and where administrative burdens in internal migration procedures push users toward informal solutions. This involves examining specific points in the service chain where complicated procedures, unclear requirements, lengthy processing times, or limited digital alternatives create incentives for users to rely on intermediaries, brokers, or off-record channels. A narrative synthesis will be developed, capturing real user frustrations and expectations gathered through public consultations. This narrative will reflect authentic user experiences with administrative steps, required documents, digital platforms and in-person procedures. It will explain how users perceive the complexity and hassle cost involved in completing internal migration–related services, and how these frustrations influence their decisions and behaviour.
