Job Description

Background

The United Nations Development Programme (UNDP) is the UN’s global development network, working in more than 170 countries and territories. In Bosnia and Herzegovina, UNDP is committed to helping the country through strengthened national and local capacities to carry out political, economic, and social reforms and promote development. In the programmatic period 2021-2025, UNDP BiH supports the following programme priorities: (a) access to justice and increased human security; (b) reduction of regional, economic, and social disparities; (c) sustainable management of environmental and energy resources, and green jobs creation; and (d) access to services and employment opportunities for the most vulnerable. In all areas, there will be an emphasis on conflict-sensitive, integrated, and innovative programme design complementing country priorities and tailored to the post-disaster recovery needs.

The main objective of the project Scaling up climate resilient flood risk management in Bosnia and Herzegovina (hereinafter referred to as the project) is to address increasing vulnerability of BiH communities and livelihoods to intensified climate-induced flood-related disasters. The project will establish an integrated and innovative gender-responsive climate-resilient flood risk management (FRM) approach, strengthen institutional, technical and financial capacity to implement long-term FRM strategies, including a combination of structural and non-structural measures and ecosystem-based approaches. The project will strengthen the use of climate information, flood forecasting, early warning and emergency response systems to enhance adaptive capacity and resilience of at-risk communities. The project is aligned with the new UN multi-partner initiative “Early Warnings for All (EW4All)” announced by the UN Secretary-General in March 2022 with the aim to promote universal coverage of the early warning, and will contribute to the implementation of EWS4All Executive Action Plan developed in March 2023. 

The project has two Outcomes, and three Outputs as follows: 

Outcome 1: Climate informed gender-responsive impact-based FFEWS and increased generation and use of climate data reduce vulnerability to flood related disasters

  • Output 1: Fully integrated impact-based Flood Forecasting and EWS facilitates timely preparation and response 

Outcome 2: Vulnerable communities in B&H including women, children, disabled and elderly are better protected from and less exposed to climate induced flood risks through a combination of structural and non-structural flood risk reduction solutions

  • Output 2: Non-structural flood risk reduction measures and nature-based solutions mainstreamed in sectoral policies and plans and effectively contribute to protection of people and livelihoods from climate-induced flood risk
  • Output 3:  Climate-proof flood protection measures scaled-up through new and improved national and local investment frameworks increasing resilience of the most vulnerable groups to climate induced flooding

The Project is financed by the Green Climate Fund and is directly implemented by UNDP Bosnia and Herzegovina Country Office.

Duties and Responsibilities

Under the direct supervison of the Project Manager, the DRR Institutional Analyst will be responsible for the following functions: 

Contribute to the coordination of  project activities:

  • Promote overall integration of the project into the country's activities, policies, and plans;
  • Prepare annual work plans with indicative scheduling of identified main outputs and activities as guidance documents for the formulation and review of annual work plans;
  • Provide guidance and reviews of technical specifications of project outputs and activities;
  • Supervise personnel and subcontractors engaged in delivering aspects of the project's work plans;
  • Organize and coordinate project activities such as workshops, studies and publications, subcontracts, equipment, and administrative support;
  • Encourage shared learning with national partners;
  • Provide secretariat service to the Project Board (PB), ensuring that all PB representatives receive relevant information ahead of meetings; taking notes during as well as circulating notes after the PB meetings;
  • Ensure close coordination between other relevant projects and programmes; both in-country and those led by the partners and other organizations;
  • Facilitate coordination and other support from consultants engaged for the Project, and for any relevant missions directly related to the Project;
  • Ensure that the GCF FRM produces the outcomes at the required standards and within the specified cost and time limits.

Provide technical advice and support to the implementation of the Project activities:

  • In consultation with the partners prepare terms of references (TORs) for consultants and provides inputs on the quality of their reports;
  • Contribute to the development and implementation of an impact-based Flood Forecasting and Early Warning System (FFEWS) at national and community levels, including hydrological/hydraulic models, and last-mile communication protocols;
  • Ensure community-based EWS (CBEWS) deployment for high-priority areas, covering technical specifications, equipment installation, communication tools, and capacity building for local stakeholders;
  • Develop and implement a capacity development plan to embed flood hazard and risk modelling approaches and FFEWS into relevant institutions, ensuring inter-agency coordination, governance frameworks, and integration into national and local DRR strategies;
  • Establish sustainability measures, including O&M protocols, financing models, and monitoring indicators to guarantee long-term functionality and resilience of DRR systems;
  • Lead the implementation of catchment management measures aimed at reducing soil erosion and sedimentation, ensuring alignment with integrated flood risk management and climate resilience objectives;
  • Coordinate technical guidance for nature-based solutions and land-use practices that enhance watershed stability and reduce downstream flood risks;
  • Support the formulation of multi-year climate-resilient municipal investment plans and gender-responsive community preparedness plans across selected municipalities and one canton in the Vrbas, Una-Sana, Bosna, Drina, Neretva, and Trebišnjica basins; 
  • Ensure these plans incorporate DRR principles, financing models for sustainability, and participatory approaches that strengthen local resilience and preparedness capacities;
  • Co-develop relevant policy briefs, lessons learned documents, communication materials, website updates, and other relevant publications.

Monitoring, evaluation and reporting of the overall Project deliverables:

  • Carry out regular follow-up and monitoring of implementation activities;
  • Carry out regular monitoring and reporting on risk and mitigation measures;
  • Ensure timely preparation and submission of required reports, including technical and financial reports to relevant parties as well as bi-annual progress and expenditure reports, as per the requirements of the donors;
  • Provide regular updates on the Project’s progress to key stakeholders according to the communication plan.

Knowledge management and gender equality:

  • Coordinate wide dissemination and visibility of project achievements;
  • Coordinate dissemination of information and knowledge management within the team for effective project implementation;
  • Coordinate the transfer of projects deliverables, documents, files, equipment, and materials to national beneficiaries;
  • Ensure gender is effectively mainstreamed throughout the project activities, work plans, budgets, reports, research, analyses and, where specifically relevant, analyzed in detail;
  • Ensure knowledge on gender equality is incorporated in Project knowledge management activities and products.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The incumbent will work under direct supervision of the GCF CRFM Project Manager and in close cooperation with other Project Analysts within the Project.

Required Skills and Experience

Education:

  • Advanced university degree (Master’s degree or equivalent) in Civil engineering, Environmental, Technical related studies or other related disciplines is required OR;
  • A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with additional two years of experience will be given due consideration in lieu of advanced university degree.

Experience:

  • Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. 
  • Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in project implementation at the national or international level.

Desirable Criteria:

  • Demonstrated experience in support to managing complex projects or in managing projects component;
  • Experience in co-operating with all local stakeholders including government officials, health care institutions, NGOs, and private sector;
  • Experience in monitoring project activities and tracking deliverables;
  • Good understanding of/experience in post-war and post-socialist transition context, poverty, and local development support strategies;
  • Experience with BiH regulations and requirements on procurement, tendering and contracting; 
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, advance knowledge of automated procurement systems, experience in handling of web-based management systems;
  • Experience and strong understanding of institutional and regulatory frameworks for disaster risk reduction (DRR) in Bosnia and Herzegovina, including national strategies, laws, and policies related to DRR.
  • Experience in planning and/or implementing DRR strategies, including integration of DRR into sectoral budgets and investment plans.
  • Experience in coordinating with relevant institutions for DRR initiatives.
  • Experience in providing technical advice and support in the process of introducing new tools and solutions in climate adaptation and disaster risk reduction 
  • Experience in preparing donor reports, including technical and financial reports, in line with funding requirements.
  • Experience and ability to identify discrimination, address it, and maintain an enabling working environment based on fairness, respect and freedom from any forms of harassment and abuse;
  • Experience with the language associated with gender, equity, inclusion, and diversity and strategically and effectively communicate results from the gender lens
  • Previous experience working with UN or other international organizations.

Required Languages:

  • Fluency in English and any of the languages of people of BiH (Bosnian, Croatian or Serbian) is required.
