The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of the UNEP’s Industry and Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. Resolution V/8 adopted at ICCM 5 on “Implementation arrangements” for the “Global Framework for Chemicals – For a Planet Free of Harm from Chemicals and Waste” makes specific reference to the value and various dimensions of integrated chemicals and waste management. Through thought leadership provided by UNEP, the concept was introduced by the IOMC during the inter-sessional negotiations through SAICM/ICCM.5/INF/18. It includes the following three dimensions: (1) Development of national chemicals and waste management systems; (2) Industry action in the economic and industrial sectors along value chains, and (3) Integration of chemicals and waste management in the implementation of the Sustainable Development. Identifying and addressing chemicals of concerns was identified as a topic relevant to all three dimensions. Resolution V/8 also invites the IOMC, stakeholders, as well as other international organizations to collaborate on, and develop proposals for implementation programmes, for further consideration at the next session of the Conference. The proposals should address respective mandates, terms of reference, workplans, and other relevant mechanisms. Topics mentioned in the Resolution include the above three dimensions of integrated chemicals and waste management, as well as “addressing issues of concern, as appropriate”. Resolution V/8 further states that the possible adoption of implementation programmes at the first international conference under the new Framework should not delay immediate stakeholder action to implement the strategic objectives and targets of the Global Framework on Chemicals. At the Open-Ended Working Group held in Uruguay in June 2026, comments were collected from stakeholders on the development of the implementation programmes and a Stakeholder Day was organised to reflect the initial sectoral work including crucial cross-thematic themes to enable the implementation of the Framework in these sectors. The ultimate results of the service will include the delivery of a comprehensive strategic framework outlining the innovative approaches required for the effective implementation of Implementation Programme 1; the provision of structured strategic input to support and shape the development of Implementation Programme 2; the preparation of a document clearly linking the structure and objectives of the OEWG Stakeholder Day with the newly proposed way forward to ensure strategic coherence; and the development of an integrated, results-oriented implementation strategy defining key actions and enabling the achievement of the 2030 targets.

Duties and Responsibilities
Under the overall supervision of the Chief of Chemicals and Health Branch, Industry and Economy Division, and the direct supervision of the Head of GEF Chemicals and Green Chemistry Unit, Chemicals and Health Branch, the consultant will support with the following tasks: • Draft a concept note on the legislative dimension of enabling industry action along value chains, with a focus on the 6 thematic workstreams identified under Implementation Programme 2. • Provide technical input to the development of UNEP legislation guidance on innovative approaches to manage chemicals, led by the Law Division. • Develop a draft GFC Industry Self-Assessment Tool featuring building blocks and self-assessment questions for industry stakeholders to assess where they stand in GFC implementation. • Linked to the above, develop with UNEP staff practical indicators and benchmarks to help measure industry implementation of the GFC along value chains, and link this work to GFC work on indicators. • Prepare a guidance note for, and coordinate with UNEP/IOMC focal points to support the narrative between the 6 cross-cutting themes and the industrial sectors work into a coherent approach for IC1. • Support UNEPs regular engagement in the IOMC IP Working Group (IPWG) and help ensure that UNEPs IP contributions are reflected in IOMC coordinated workplans and activities (webinars, IOMC fundraising, etc.). • Support UNEPs contribution to the development of IOMC coordinated IP workplans and TOR s for GFC Implementation Programme 1 on legislation and institutional capacities, and Implementation Programme 2 on industry engagement and action along value chains. • Participate in regular calls with the UNEP GFC team and individual UNEP staff including industry sector leads, the Chemicals and Health Branch relevant Unit heads, the GFC Secretariat Head, and the Division Deputy Director on various aspects of GFC IPs. • Support the development of events at IC1 and provide guidance for the implementation. • Review and support development of proposals for IC1 events on Implementation Programmes to ensure that they are coherent and aligned with the strategic objectives of Implementation Programmes. • Work with UNEP staff in identifying front-runners’ stakeholders to showcase good practices and front-runner action along value chains. • Provide technical support to the development of awareness-raising materials, needs assessment and guidance to engage private sector investors in GFC implementation. • Develop strategic recommendations on how to scale up momentum generated on Implementation Programme generated at the first International Conference and engage additional industry stakeholders along value chains.
Qualifications/special skills
Education: Advanced university degree (Master’s degree or equivalent) in chemicals and waste management, environmental studies, environmental governance, international sustainable development, or other relevant discipline. Experience: Minimum 20 years of previous international experience in the field of waste management. Minimum 20 years of previous international experience in the field of international chemicals and waste management. Working with global and technical and policy publication(s) is required. Demonstrated professional competence and knowledge of topics relating to the Global Framework on Chemicals is required. Working experience with UNEP publications is an asset. Working experience with UN system is an advantage. Excellent written and communication and report writing skills in English, with analytical capacity and ability to synthesize. Special skills/knowledge: Knowledge of chemicals and waste management. Developing high level policy report(s) utilizing formal UN terms and language.
Languages
