ORGANIZATIONAL CONTEXT

To ensure proper monitoring of WFP’s Country Strategic Plan (CSP), the Country Office (CO) in Mozambique has invested in bolstering its monitoring and evaluation (M&E) capacity. These efforts have included, among others, the establishment of a dedicated M&E team; the regular updating of the Monitoring, Review and Evaluation Plan and its related budgeting tool; the development of an M&E Strategy; and the formulation of tailored Minimum Monitoring Requirements.

Under the supervision and overall guidance of the M&E Officer (Team Lead), the incumbent will be responsible for supporting field office teams in planning, coordinating, implementing and reporting process monitoring for all activities and programmes implemented by WFP and its partners in Mozambique. The position requires a high degree of independence and sound judgment in addressing unforeseen operational challenges on a daily basis.

THE ROLE: To provide effective specialized support and technical analyses to policy and program activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):

1. Ensure compliance with minimum monitoring requirements in terms of frequency and geographic/programmatic process monitoring coverage, applying a multi-layered, risk‑based monitoring prioritization approach to optimize resources and focus on higher‑risk areas.

2. Prepare annual and quarterly monitoring plans in close coordination with field office teams, ensuring alignment with risk analysis, operational priorities and available resources.

3. Jointly prepare and review quarterly risk analyses with field office teams to inform monitoring priorities, coverage decisions and mitigation measures.

4. Support the planning, implementation and follow‑up of price monitoring activities in close collaboration with the VAM team.

5. Develop and deliver Training of Trainers (ToT) and standardized tools to enable field office teams to conduct high‑quality enumerator training for process monitoring exercises.

6. Provide technical guidance and standardized tools to field office teams for conducting first‑level data quality assurance and independently conduct second‑level data quality assurance in accordance with internal standards and protocols.

7. Track monitoring coverage on a monthly basis by updating the designated monitoring coverage tool using reports received through WFP’s Mobile Operational Data Acquisition (MODA), Partner Connect and/or other agreed reporting tools.

8. Ensure full compliance with internal Standard Operating Procedures (SOPs) in the planning, implementation and reporting of Retailer Performance Monitoring and Evaluation (RPME) as per internal minimum monitoring requirements.

9. Prepare quarterly monitoring coverage reports, clearly documenting achievements, gaps and limitations in meeting minimum monitoring requirements, including risk‑related constraints.

10. Support field office teams in timely reporting process monitoring findings, ensuring clarity, accuracy and adherence to internal reporting standards.

11. Escalate, track and follow up issues and/or incidents reported through SugarCRM, in coordination with relevant technical units and programme teams.

12. Support field office teams in drafting actionable recommendations based on monitoring findings and follow up on the implementation of agreed corrective actions.

13. Triangulate process monitoring results with Complaints and Feedback Mechanism (CFM) data to strengthen interpretation and use of findings, as required.

14. Provide technical support to outcome and output monitoring activities, as well as evaluations, as required, including planning, data collection, analysis and reporting.

OTHER POST REQUIREMENTS:

15. Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider program policies and guidelines.
16. Provide specialized project management support to specific and/or defined programs to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
17. Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, program status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
18. Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance program, food security and vulnerability assessments) and consistency of information presented to stakeholders.
19. Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
20. Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
21. Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area.
22. Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.
23. Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
24. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

25. Perform other relevant duties as required.

QUALIFICATIONS AND EXPERIENCE:

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable. A university degree is a plus.


Experience: Six or more years of progressively responsible work experience in the relative business stream.

Knowledge and Skills:


• Has worked with technical teams (i.e. VAM, M&E, etc.).

• Has contributed to implementation and/or monitoring of programmes (i.e. nutrition, emergency preparedness and response, disaster risk financing, shock responsive social protection, climate resilience, livelihoods and asset creation, school-based programmes, etc).

• Has provided input to policy discussions.


Language: Fluency in both oral and written communication in Portuguese and English. Knowledge of Mozambican local languages is desirable.

MORE ABOUT YOU:
• Has experience collecting programme process, output and/or outcome data, conducting quantitative and qualitative analyses, and reporting findings to key internal and external stakeholders.

• Has experience using monitoring and evaluation systems and meeting standards.

• Has experience building and maintaining relations with external stakeholder, such as local NGOs, Government authorities, Third-Party Monitors, and other implementation partners.

• Has experience in building field staff capacity.

• Has knowledge of Microsoft Office package (Word, Excel, Power Point).

• Has knowledge of data processing tools, such as SPSS, STATA, R, or others.

• Has experience working with data collection software (ODK, KoBo).

• Has good analytical and problem-solving skills.

ADDITIONAL:

• Has ability to communicate ideas clearly, both orally and in writing.

• Has ability to adapt to changing programme requirements and operational challenges, maintaining high standards of monitoring and evaluation.

• Has ability to work in multifunctional teams and establish effective working relations with persons of different national and cultural backgrounds.
