Job Description

The Position:

The RHCS Analyst reports directly to the Deputy Representative of UNFPA PNG. In this role, you will respond to country needs and contribute to strengthening the broader Sexual and Reproductive Health (SRH) system.  The position functions primarily at an operational and analytical level, supporting the effective management and performance monitoring of UNFPA-supported reproductive health (RH) commodities across development and humanitarian contexts. Under the guidance of the direct supervisor, the incumbent works closely with government counterparts particularly the Ministry of Health (MOH) and Central Medical Stores (CMS) as well as implementing partners, UNFPA programme and operations teams, and other stakeholders to ensure that RH commodities are properly planned, managed, tracked, and reported throughout the supply chain.

You will assist with the management of  RHCS programmes, including the end-to-end supply chain management system, ensuring effective delivery down to the last mile. You will support the coordination of RH supplies quantification, planning, distribution, and commodity reporting, in alignment with donor and stakeholder requirements. Your role is critical in contributing towards the building of national capacity and advancing Reproductive Health Commodity Security (RHCS) in the country.

Job Purpose:

The SCM Analyst provides operational, technical, and analytical support to strengthen RH commodity supply chains at all levels and ensure uninterrupted availability of quality-assured RH/FP commodities at service delivery points. The role supports forecasting and supply planning, inventory and distribution oversight, logistics data management, supervision, and implementation of Last Mile Assurance (LMA) activities. By contributing to the strengthening of data quality, operational performance, and partner compliance, the position contributes to preventing stock-outs, overstocking, expiries, losses, and misuse of UNFPA-donated supplies. 

You will support normative and programmatic guidance of the UNFPA’s SCMU Strategy and its implementation. Working within a complex Country Office (CO) environment, including interventions related to Humanitarian Response, you will support the coordination of the effective management of the UNFPA programme in the areas of RHCS. You will assist  and contribute to the oversight role of UNFPA for the management of the UNFPA Supplies Partnership, for the effective and efficient implementation of the programme and for the delivery of its objectives: availability and choice, strengthened supply chains and Last Mile Assurance (LMA), increased government commitment, and operational effectiveness and efficiency. Through substantive analysis and assessment of political, social and economic trends, you will contribute to project formulation and evaluation, joint programming initiatives and national development frameworks. You will monitor results achieved during implementation, and provide input into the  appropriate application of systems and procedures, and suggesting enhancements as required.

You would be responsible for:

1. Assist in the Supply Planning, Forecasting and Stock Monitoring 

● Support the MOH and the partners to enhance national capacity for quantification of RH commodities 

● Assist in the development of quantification guidelines

● Support MOH, CMS, and relevant stakeholders to conduct multi-year forecasting exercises, supply plans for RH/FP commodities, in line with national quantification guidelines and UNFPA policies. 

● Assist the designated national committee to review the supply plans on a regular basis and submit reports to the relevant office. 

● Monitor national and sub-national stock levels to identify risks of stock-outs, overstocking, and expiries, and recommend timely corrective actions. 

● Track commodity flows from receipt through storage, distribution, and use, including follow-up on delayed shipments and distribution bottlenecks. 

2. Inventory Management and Warehousing Oversight 

● Support CMS, warehouses, and implementing partners to apply good inventory management and storage practices, including FEFO/FIFO principles, batch tracking, and stock documentation. 

● Support the provision of  oversight for the conduct of regular physical stock counts, reconciliation exercises, and verification of inventory records in collaboration with government counterparts and partners. 

● Monitor shelf life, expiry dates, and storage conditions of RH commodities and support mitigation measures to reduce wastage, losses, and damage. 

● Contribute to assessments of storage facilities and development of practical recommendations for improving warehousing systems and practices. 

3. Distribution, Supervision and Last-Mile Support 

● Support the development and implementation of national and sub-national distribution plans to ensure timely delivery of RH commodities to service delivery points. 

● Conduct routine supportive supervision visits and joint field missions with MOH and implementing partners to assess supply chain performance at CMS, warehouses, and service delivery points. 

● Provide on-the-job technical support to facility and partner staff on stock management, reporting tools, and logistics procedures. 

● As appropriate, participate in joint field assessments or undertake UNFPA-specific field visits to identify supply gaps, operational challenges, and last-mile delivery constraints. 

4. Implementing Partner Support and Last Mile Assurance (LMA) 

● Assist with technical support to the implementing partners to comply with UNFPA requirements on inventory management, reporting, certification, and safeguarding of programme supplies. 

● Assist in timely implementation of the Last Mile Assurance (LMA) processes, including SCM Overview, quarterly stock review, and in-country assessment (ICA). 

● Review partner inventory and LMA reports to ensure accuracy, completeness, and timeliness. 

● Support relevant IPs to develop and implement systems strengthening action plans 

● Identify risks, discrepancies, and red flags related to supply management and escalate issues to the SCM Specialist for corrective action. 

5. Data Management, LMIS and Supply Chain Analytics 

● Engage with the IPs to advocate for introduction/scale up of eLMIS 

● Support MOH, CMS, and partners to collect, clean, validate, and analyze logistics data, including stock on hand, consumption, issues, losses, and adjustments.

● Provide assistance in the rollout, functionality, and routine use of LMIS/eLMIS platforms to improve data quality and real-time visibility. 

● Prepare routine operational reports, dashboards, and analytical summaries on stock status, supply plan performance, and distribution for management, programme teams, and partners. 

● Support timely submission of supply chain data for programme reporting, donor reports, and humanitarian situation reports. 

6. Capacity Development and Systems Strengthening 

● Support implementation of training activities, SOP roll-out, and mentoring initiatives. 

● Provide day-to-day coaching and contribute to the technical guidance that UNFPA provides to MOH, CMS, and implementing partner staff on forecasting, inventory management, LMIS reporting, and data use.

● Assist with the identification of operational capacity gaps in supply chain and data management and provide inputs to structured capacity development and risk-mitigation plans. 

● Facilitate knowledge sharing on supply chain data management, reporting standards, and performance monitoring. 

● Support supply chain coordination and partnerships by participating in key SCM-related coordination mechanisms, including Technical Working Groups (TWGs), and by contributing operational data and follow-up on agreed actions. 

7. Other Duties 

● Perform any other duties as may be required by the SCM Specialist or UNFPA management in support of program objectives. 

 

Qualifications and Experience: 

 

Education:  

● Master’s degree in supply chain management, logistics, pharmacy, public health, business administration, or a related field is required. 

● Relevant professional certification in logistics, supply chain management, LMIS/eLMIS, or data analysis is an asset. 

 

Knowledge and Experience: 

  • Minimum of 2 years of relevant professional experience in health supply chain management, logistics, or supply chain data analysis, preferably within government systems, UN agencies, NGOs, or humanitarian contexts. 
  • Demonstrated hands-on experience in forecasting, quantification, inventory management, warehousing, distribution, and use of LMIS/eLMIS. 
  • Experience working with ministries of health, Central Medical Stores, donor organizations and implementing partners is a strong asset. 
  • Experience in data analysis, reporting, and presentation of supply chain performance findings is desirable. 
  • Have good knowledge of global and regional FP/RHCS initiatives and commitments.
  • Possess good technical skills in drafting, report/proposal writing, and presentation and interpersonal communication skills.
  • Have a strong capability to communicate clearly and concisely in both oral and written English.
  • Have the ability to work under pressure.
  • Have proficiency in Microsoft office, Excel and Google Workplace tools/ software/ applications.

Languages: 

Fluency in English. Knowledge of the local language would be an asset.
