Job Description

Organizational Setting 

The Governing Bodies Servicing Division (CSG) houses the Secretariat of the Conference and the Council and supports all other Governing and Statutory Bodies of FAO. It provides corporate Language goods and services, as well as Protocol and Meetings services to the Organization.

The position is located in the office of the Director (CSGD), at FAO headquarters in Rome, Italy.

Reporting Lines 
The Programme Officer (Governing Bodies Servicing) reports to the Director of the Governing Bodies Servicing Division (CSG).

Technical Focus 
Financial planning, monitoring and divisional budget management; guidance and support to CSG units in the implementation of divisional strategies.

Key Results 
Financial planning and monitoring of the divisional budget for the Divisional Direction in coordination with the three Service Branches.

Key Functions

·         Plans and develops annual work plans to achieve divisional targets;

·         Collaborates in strategic thinking and related plans to further monitor and facilitate financial and budget plan implementation;

·         Ensures support to the Director CSG in the mobilization of divisional resources, in line with defined corporate priorities;

·         Organizes and finalizes written outputs, e.g. draft background papers, analyses, sections of reports and studies, inputs to publications;

·         Monitors and analyses the status of financial work plans under his/her responsibility; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions;

·         Provides substantive backstopping to consultative meetings with internal and external stakeholders regarding Governing Bodies and Statutory meetings;

·         Facilitates the payments, consolidates records and pool chargeback lists based on oracle activities for Interpretation Services.

Specific Functions

·         Coordinates the review and data collection of the Preparation of Budgetary Report with all branches of the Division;

·         Prepares business plan for language services;

·         Prepares and analyses periodic financial reports for senior management related to the division and language pools;

·         Provides comparative analysis on cost recovery;

·         Monitors financial performance indicators of the division and carries out necessary adjustments to the budget and expenditures;

·         Ensures support is provided to headquarters and Regional Offices in the processing of invoices and refunds from third parties;

·         Acts as a Focal point for the division on all Budgetary and Financial matters;

·         Prepares other required statistical data by desks for senior management;

·         Performs other duties as required.

 


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

·         Advanced University degree (Master’s degree or equivalent) in public/business administration, political or social sciences or related fields.

·         Seven years of relevant experience in coordination, decentralization, reform and programme matters.

·         Working knowledge (proficiency – level C) of English and intermediate knowledge (intermediate proficiency– level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills

·         Work experience in more than one location or area of work, particularly in field positions, is desirable.

·         Relevance and extent of experience related to coordination, decentralization, reform and programme matters in large national/international organization(s).

·         Knowledge and understanding of rules, regulations, statutory and legal instruments of FAO, in particular, those pertaining to the establishment, functioning and procedures of Governing Body meetings, is considered an asset.

·         Extent of understanding of the functioning of the United Nations system, and in particular of FAO’s structure, policies, and procedures related to decentralized activities, is desirable. Experience with UN agencies and the UN system is considered a strong asset.
