Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the
FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood sys tems, for better production, better nutrition, a better environment, and a better life, leaving no one behind.

FAO's office for Lebanon is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing
countrywide food, agriculture and rural development priorities under Lebanon. It develops and maintains relations with the relevant
Ministries at country level. This position is based in FAO Representation in Beirut, Lebanon. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

Under the overall operational supervision of the FAOR Lebanon, with the general technical guidance of the LTO and the administrative and technical supervision of FAO Lebanon, the Statistician shall provide technical services for the implementation of the project in liaison with the International Consultant Statistician and in close coordination with the Project Coordinator, the project’s core team and the national consultant on data processing. 
The incumbent will work in close collaboration with the International Consultant Statistician and will provide technical support for selected assignments. For specific tasks, responsibilities will be shared and the incumbent will not be solely accountable for the overall delivery of outputs.

Technical Focus

The Statistician will provide technical expertise for the design and implementation of the Census of Agriculture in line with WCA 2030 standards, including methodology development, questionnaire design, and field-testing. The incumbent will strengthen national capacities through training, legislative support, and knowledge transfer to ensure successful and sustainable census implementation.

Tasks and responsibilities

•     Contribute to the assessment of the capacities of the core census staff and preparation of the syllabus and materials for the different training programmes anticipated under the project. 
•     Collaborate closely with the International Statistician and the core Census team in developing technical inputs for legislative and regulatory texts related to the Agricultural Census, ensuring consistency with FAO standards and national statistical frameworks.
•     Contribute to the development of a cost-effective census methodology and census instruments (questionnaire, training materials and field manuals), in line with the WCA 2030 and support the delivery of related training to core census staff.
•     Provide technical support to the preparation and delivery of Training of Trainers (ToT) and hands-on capacity-building activities on the WCA 2030 methodology, questionnaire development, enumeration procedures and field operations for core census staff.  
•     Contribute to the technical preparation of a users–producers consultation workshop by developing background materials, analytical notes and draft presentations related to the census questionnaire, content and methodology, ensuring alignment with WCA 2030 recommendations.
•     Participate in the field-testing of the census questionnaire.  
•     Undertake the compilation of an initial listing frame based on available administrative and statistical data sources.
•     Ensure effective transfer of knowledge, skills, and tools developed under the project to national staff, with a view to sustaining project achievements.
•     Prepare End of Mission reports in line with the FAO format for the clearance of the LTO.
•     Contribute to the preparation and finalization of the main Census of Agriculture project document.
•     Provide technical expertise to the census office in any other necessary related activities for the success of the project.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements    

•     University degree in statistics with specialization in agricultural statistics, agricultural economics, agriculture or any other related field.
•     At least 7 years’ professional experience specifically in agricultural censuses and surveys and their organization and implementation.
•     Working knowledge of English and Arabic. 
•     National of Lebanon or resident of the country with a valid work permit.

Selection Criteria

•     Excellent management capability, ability to work in a team and to make professional quality reports are needed.
•     Practical experience in conducting similar work.
•     Good organization skills.
•     Proficiency in French is desirable.
•     Experience with a UN Agency or International NGO is desirable.
•     Familiarity with computers and Microsoft Suite.
•     Strong analytical and problem-solving skills with the ability to work in complex, multi-stakeholder environments. 
•     Proven experience in partnership development, capacity building, and knowledge management. 
•     Understanding of agricultural production systems, value chains, and rural development dynamics. 
•     Familiarity with international development practices and donor procedures is an asset.
•     Excellent communication and interpersonal skills with demonstrated ability to work effectively in multicultural teams and communicate complex financial concepts to diverse audiences. 
•     Knowledge of other relevant languages is an advantage
•     Proven skills of report writing and communication
