NORCAP’s partnership with Mercy Corps strengthens shared ambitions to expand renewable energy access, support green recovery, and reinforce local climate resilience efforts across Ukraine. Mercy Corps’ work spans urgent humanitarian assistance and longterm recovery efforts, particularly in decentralised energy and marketdriven climate solutions.

 

To support this work, we are seeking an Innovative Climate Finance Expert based in Kyiv, Ukraine from July to December 2026, (with possibility of extension), with up to 20% travel in-country.

 

The Innovative Climate Finance Expert will report to the Mercy Corps Ukraine Director of Programmes.

 

The Innovative Climate Finance Expert will help drive Ukraine’s green recovery by designing and advancing innovative climate finance solutions, while building partnerships with donors, Development Finance Institutions, and private sector actors. The role also strengthens programme quality, strategic positioning, and coordination across wider climate and energy initiatives.

As the Innovative Climate Finance Expert, you will take on the following responsibilities:

  • Develop and advise on innovative climate and energy finance solutions, including blended finance, concessional instruments, guarantees and carbon‑related mechanisms. 

  • Support the design of climate mitigation and adaptation programmes and contribute to strong proposals and investment cases for climate funds, DFIs and private‑sector investors. 

  • Build and maintain strategic partnerships with government actors, finance institutions, humanitarian and development partners, and the private sector. 

  • Represent Mercy Corps externally, track donor priorities and contribute to influencing strategies on green recovery and climate finance. 

  • Contribute to NORCAP learning activities, technical workshops and required reporting. 

  • Ensure compliance with security procedures and participate in organisational learning initiatives.

To excel in this role, candidates should possess the following qualifications and skills:

 

- Advanced degree in finance, economics, climate studies or a related field.

- 5-7 years’ experience in climate finance, including blended finance and concessional finance instruments.

- Demonstrated experience securing funding from Development Finance Institutions (DFIs), global climate funds and private investors.

- Strong partnershipbuilding, representation and networking skills.

- Excellent analytical and writing skills, with ability to tailor technical content.

- Fluency in English and strong digital literacy.

The successful Expert will be a proactive relationship builder with strong climate finance expertise and the ability to turn technical knowledge into practical partnerships and funding opportunities. They will thrive in a fast-changing environment, manage multiple workstreams effectively, and communicate clearly with diverse stakeholders. A collaborative mindset, cultural sensitivity, and readiness to work in crisis affected settings are essential.

We also encourage candidates located in countries where NRC has an office such as Norway, the UK, Moldova, and Switzerland as this may facilitate smoother taxation and administrative processes, including potential contract continuation into 2027.
