    Introduction

    Description of the Assignment:


    SHIELD Program is a multi-year partnership covering ten provinces, Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), and National Capital Region that are among the most vulnerable to disasters and climate change impacts. With Support from Australian government, SHIELD is implemented by the UNDP Philippines with consortium partners and government partners: Consortium of Bangsamoro Civil Society (CBCS), National Resilience Council (NRC), Philippine Business for Social Progress (PBSP), United Nations Human Settlements Programme (UN-Habitat), Department of the Interior and Local Government (DILG), Office of Civil Defense (OCD) and Department of Science and Technology (DOST).

    SHIELD aims to support the Government of the Philippines (GPH) in building institutional and community resilience to climate change and natural hazards, while taking into account the systemic nature of risks. The goal of the SHIELD Program is to make all people in target communities safer and more resilient to the impacts of natural hazard events and climate change. This will be realized by achieving three inter-dependent outcomes/components:

    · Component 1: Local resilience implementation. Government, private sector, and civil society stakeholders in targeted local government units (LGUs) are collaborating to unlock funding and implementing informed and inclusive resilience actions.

    · Component 2: Policy engagement. Relevant national government agencies (NGAs) are prioritizing action on local climate and disaster resilience.

    · Component 3: Science-to-Practice. Philippine scientific agencies are producing tailored and accessible information for local resilience action.

    The second component acknowledges that extreme weather events and disasters exacerbate people’s vulnerabilities and grievances in conflict-affected areas and put additional burden on stretched governance systems. Considering the autonomous nature of BARMM, SHIELD intends to support the BARMM government at the policy and programming level, specifically in the formulation and implementation of locally applicable climate change adaptation and disaster risk reduction (CCA-DRR) interventions aimed toward resilient development.

    As part of its resilience initiatives in BARMM, SHIELD will adopt an ecosystem-based approach geared towards long-term, resilient development. The Iranun Corridor, encompassing the towns of Sultan Mastura, Parang, Barira, Buldon, and Matanog in Maguindanao del Norte, was chosen as the pilot site due to its regional and economic importance, serving as the planned location for the relocated BARMM regional government center and economic zone. SHIELD aims to equip LGUs within the Iranun Corridor with a comprehensive understanding of the interrelationship between risks and development priorities in the area, ensuring that LGUs are guided in making development decisions that maximize economic potential while avoiding the creation of new risks and maladaptation.

    To support this, UNDP, in partnership with the Ministry of the Interior and Local Government (MILG), facilitated the co-development of a Strategic Plan with the Iranun Study Team, composed of local planners and DRRM officers from the municipalities within the Iranun Corridor in Maguindanao del Norte. This plan provides a situational analysis and identifies areas at risk from disasters and climate change, serving as an input to the Provincial Development and Physical Framework Plan (PDPFP) and guiding LGUs in aligning their Comprehensive Land Use Plans (CLUPs), Comprehensive Development Plans (CDPs), and other local spatial and development plans.

    Building on this strong foundation, there is an opportunity to further strengthen the Strategic Plan by deepening its resilience lens and integrating ecosystem-based strategies, policies, and measures. While the current draft effectively maps hazards and vulnerabilities, the next step is to translate this analysis into actionable resilience strategies, nature-based solutions, and project concepts that address both current and future risks. Enhancing these elements will ensure the plan becomes a robust roadmap for sustainable development and risk-informed decision-making.



    Period of assignment/services: 45 person days spread over four months


    Qualifications:


    The successful contractor should meet the following minimum qualifications:

    Education:

    · A bachelor’s degree in urban and regional planning, environmental planning, land use planning, rural development planning, public administration, geography, or any related field relevant to spatial and development planning

    · Post-graduate education in a related field is an advantage.

    Experience:

    · At least eight (8) years of combined experience in projects related to urban and regional/environmental/land use/human settlements planning, urban development and design, climate change adaptation and mitigation, and disaster risk reduction and management

    · At least ten (10) workshops and trainings related to plan formulation conducted for national government agencies (NGAs), local government units (LGUs), civil society organizations (CSOs), academe, and other relevant stakeholders

    · At least three (3) national, subnational, and local spatial and development plans formulated and/or provided with substantial inputs, including but not limited to the following: Comprehensive Land Use Plan (CLUP), Comprehensive Development Plan (CDP), Provincial Development and Physical Framework Plan (PDPFP), and Regional Spatial Development Framework (RSDF)

    Language

    · Proficiency in English and Filipino
