Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
On 24 February 2022, the Russian Federation launched an illegal full-scale invasion of Ukraine, causing widespread death, destruction, displacement and suffering. The war in Ukraine is impacting women and men, girls and boys, in their diversities, in different ways and threatening progress made in recent years towards greater gender equality, disability inclusion and reinforced human rights. To respond to the emerging needs in Ukraine. UN Women is implementing a large and ambitious country programme addressing gender mainstreaming in governance, women’s political participation, Conflict-Related Sexual Violence, the Women Peace and Security agenda, women’s economic empowerment, and gender mainstreaming in the humanitarian response, as well as playing a strong role in UN system coordination by leading the UN Gender Theme Group and co-leading the Gender in Humanitarian Action (GiHA) group.
UN Women globally identified gender equality and women’s leadership as one of the key thematic impact areas for its Strategic Plan 2026-2029. Expected results include: greater parity in decision-making, particularly at local levels, enabled through legal reforms, special measures and institutional safeguards that prevent and respond to violence against women in public life; strengthened institutional capacity, across legislatures, public institutions, statistical offices and national women’s machineries, to track and deliver on commitments to women’s leadership; increased capacity and influence of diverse women’s rights organizations and networks, particularly those led by young women and those facing multiple and intersecting forms of discrimination, to hold duty bearers accountable and drive change through transformative leadership and social norms change; enhanced power and visibility of women leaders and their networks, including in public and private domains where women are underrepresented.
UN triple mandate enables Ukraine CO to advance norms and standards for gender equality and women’s empowerment, while addressing the needs of war-affected women and girls. There is scope to further strengthen links between normative, coordination, and operational roles to support the Government of Ukraine, civil society and the private sector more efficiently. To achieve this, the CO will leverage its UN System coordination role to support gender mainstreaming with improved capacities and increased focus on generating evidence-based data and tracking results.
UN Women supports the development of knowledge and research products to strengthen the evidence base on best practices to support gender equality and women's empowerment.
