The purpose of this consultancy is to strengthen monitoring and analytical learning for the National Disability Allowance and broader Social Policy portfolio to generate credible evidence on results, support Government and donor financing dialogue, and contribute to the implementation of the National Social Protection Strategy and the new Country Programme. The assignment aims to ensure that investments targeting vulnerable children and persons with disabilities are effectively measured, demonstrated, and translated into policy and programme improvement in line with UNICEF’s equity and child rights mandate.

UNICEF Lebanon’s Social Policy programme supports national efforts to strengthen inclusive, and rights based social protection systems, with a particular focus on children and persons with disabilities. Within this framework, the National Disability Allowance constitutes a flagship social assistance programme led by the Ministry of Social Affairs and supported by UNICEF and the ILO through sustained technical assistance, financing facilitation, systems strengthening, and operational delivery support.

UNICEF’s engagement includes support to programme design, onboarding, payment systems, monitoring and learning, and institutional capacity building to enable Government ownership and long-term sustainability. Given the scale of investment and policy significance of the National Disability Allowance, strengthened monitoring, learning, and analytical evidence are required to demonstrate results, inform adequacy and expansion decisions, and contribute to broader National Social Protection Strategy implementation.

Objectives and Scope of Work:

  • Develop and operationalize a comprehensive monitoring and learning framework for the National Disability Allowance, integrating administrative performance data with outcome measurement and evaluation evidence.
  • Design, support implementation, and analyse post distribution and outcome monitoring to generate timely evidence on wellbeing, inclusion, and access to services among persons with disabilities.
  • As part of the ongoing institutionalization efforts of the NDA, strengthen institutional capacity within the Ministry of Social Affairs through development of standard operating procedures, training, and knowledge transfer for sustainable monitoring of the programme.
  • Synthesize cumulative evidence into policy relevant analytical products to support programme improvement, financing dialogue, and social protection reform.
  • Establish monitoring and learning approaches for broader Social Policy interventions and CPD results.
  • Provide targeted technical support to National Social Protection Strategy monitoring, evaluation, and learning processes.

Block A: Strengthening Evidence and Learning on the National Disability Allowance

  1. Monitoring and Learning Framework for the National Disability Allowance
  • Develop an integrated monitoring and learning framework for the NDA, combining operational performance indicators with outcome level indicators on income security, access to services, resilience, and social inclusion of persons with disabilities.
  • Establish the theory of change, indicator matrix, learning questions, and practical reporting templates required for evidence-based programme improvement and policy decision making.
  • Define the outcome measurement methodology, including survey instruments, pulse survey tools, sampling strategy, analytical approach, and alignment with findings from the ongoing NDA evaluation.

Deliverable 1 Notes for the Consultant:

  • NDA administrative and monitoring data systems are operational and accessible for analytical review.
  • Ongoing evaluation processes allow limited technical engagement for methodological alignment.
  • Stakeholder validation is conducted through focused technical consultations rather than extended workshops (where applicable).
  • The task focuses on analytical design and consolidation, not primary data collection.
  1. Synthesis Policy Brief on Existing Post-Distribution and Outcome Monitoring
  • Compile and review existing post distribution and outcome monitoring datasets, reports, and analytical outputs related to the National Disability Allowance.
  • Synthesize key findings, trends, and evidence gaps relevant to programme design, adequacy, access to services, resilience, and social inclusion of persons with disabilities.
  • Translate technical monitoring results into clear policy messages and recommendations for programme improvement and scale up.
  • Produce a concise policy brief suitable for Government dialogue, partner engagement, and financing discussions.

Deliverable 2 Notes for Consultant:

  • Existing PDM and outcome datasets, reports, and analytical outputs are complete and accessible.
  • The assignment involves synthesis and translation into policy messaging rather than new statistical analysis.
  1. Design and support the Implementation and analysis of Post Distribution and Outcome Monitoring
  • Design the methodological framework for  post distribution and outcome monitoring rounds, including survey instruments, sampling strategy, data collection tools, and analytical approach.
  • Coordinate and oversee implementation of four post-distribution or pulse survey rounds and two outcome monitoring rounds, with field data collection managed externally.
  • Analyse monitoring data to generate evidence on payment use, beneficiary experience, short term wellbeing, and longer term changes in income security, access to services, resilience, and social inclusion of persons with disabilities.
  • Produce concise analytical briefs after each monitoring round to inform programme management and operational decision making.
  • All monitoring rounds under this deliverable shall be scheduled to ensure that final cleaned datasets, analytical outputs, and synthesis findings are available no later than August 2027.

Deliverable 3 Notes for Consultant:

  • Design phase and tool development: 16 working days (estimates/tbc)
  • Implementation and analysis of four PDM or pulse survey rounds: 40 working days (estimates/tbc)
  • Implementation and analysis of two outcome monitoring rounds: 28 working days (estimates/tbc)
  • Final synthesis reporting and dissemination, including enhanced analytical depth and policy translation: 18 working days (estimates / tbc)
  • Field data collection is outsourced and not directly managed by the consultant.
  • Survey instruments are reused across rounds with minor contextual adaptation.
  1. Standard Operating Procedure for Institutionalization of NDA Monitoring within MOSA
  • Develop a concise Standard Operating Procedure enabling the Ministry of Social Affairs to sustainably manage routine monitoring of the National Disability Allowance.
  • Define institutional roles and responsibilities, data flows, indicator tracking mechanisms, quality assurance processes, and reporting timelines for NDA monitoring.
  • Establish clear guidance on the use of monitoring findings for programme management, policy dialogue, and decision making.
  • Translate monitoring tools and analytical processes into practical step by step national operational guidance.
  • Deliver targeted capacity building for MOSA technical staff through up to four structured training days and limited follow up technical support. The capacity building sessions focus on operational use rather than institutional reform.

Deliverable 4 Notes for Consultant:

  • Monitoring framework and analytical tools (under deliverables 1 and 2) are finalized prior to SOP development.
  • MOSA technical staff are available to participate in structured training sessions.
  1. Strategic Synthesis Note / Policy Brief on NDA Results
  • Consolidate cumulative evidence from NDA monitoring, and at least one outcome measurement, and evaluation processes into a coherent analytical narrative.
  • Distill key results, trends, and remaining gaps relevant to programme scale-up, institutionalization, and National Social Protection Strategy reform.
  • Translate technical findings into clear policy and financing messages tailored for Government and partner decision making.
  • Produce a concise strategic synthesis note for high level dialogue once sufficient outcome evidence is available in the final phase of the consultancy.

  • The note targets high-level decision makers rather than technical audiences.
  • Design-related information can be synthesized from existing reports / desk review.

Block B: Monitoring and Learning Plan for Social Policy and System Strengthening

  1. Monitoring and Learning Plan for Policy Work and System Strengthening
  • Map Social Policy Section interventions beyond the National Disability Allowance, including policy reform, system strengthening, and multi-year programme engagements.
  • Define coherent outcome pathways, indicators, learning questions, and data sources to track progress in policy and institutional change.
  • Establish practical monitoring, synthesis, and reporting arrangements to support strategic management, donor engagement, and Government dialogue.
  • Produce a consolidated monitoring and learning plan aligned with National Social Protection Strategy implementation.

Deliverable 6 Notes for Consultant:

  • Programme documents, grant frameworks, and policy commitments are current and accessible.
  • This deliverable emphasizes analytical consolidation rather than operational monitoring design.

Block C: Monitoring and Learning Support for Social Policy under new CPD and NSPS Processes

  1. Theory of Change and Result Framework for CPD Social Policy Results and other Corporate Requirements
  • Support the development of a clear theory of change for Social Policy outcomes under the new Country Programme Document.
  • Contribute to the formulation of the results framework, including outcome pathways, indicators, and measurement approach.
  • Prepare strategic narrative notes articulating the rationale, expected results, and contribution of Social Policy interventions within the CPD and other corporate requirements.

Deliverable 7 Notes for Consultant:

  • Social Policy CPD results / and existing frameworks / architectures and indicators are made available to the consultant.
  1. Technical Support to National Social Protection Strategy (NSPS) Monitoring, Evaluation, and Learning Processes
  • Review monitoring, evaluation, and learning outputs related to the National Social Protection Strategy for methodological coherence and analytical quality.
  • Provide targeted technical feedback and revisions to strengthen evidence use, clarity of findings, and alignment with established monitoring frameworks.

  • Engagement is advisory and limited to key review moments.
  • No primary analytical production or framework redesign is expected.

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Education:  Advanced university degree in social sciences or related fields.
  • Work Experience:  Minimum of 10 years of progressively responsible professional experience in monitoring and learning, evaluation, or related applied social science and research fields, including work on large scale national or multiyear programmes.
  • Skills:
    • Demonstrated expertise is required in monitoring and evaluation systems, outcome measurement, and evidence synthesis for social protection, social assistance, disability inclusion, social policy, or government system strengthening programmes, with strong qualitative and quantitative analytical capacity, sound methodological rigor, and proven ability to translate evidence into policy and programme improvement.
    • Proven experience in quantitative and qualitative data analysis is an asset.
    • Experience combining monitoring, evaluation, learning, and programme or portfolio management is considered a strong asset.
    • Demonstrated excellent drafting, analytical writing, and reporting skills, including preparation of policy briefs, technical reports, monitoring frameworks, and strategic synthesis documents for decision-making audiences.
    • Exposure to international experience and application of global good practices in monitoring, evaluation, and learning is considered an asset.
  • Language Requirements: Fluency in oral and written English and Arabic is required. Knowledge of French or any other UN language is an asset.

Desirables:

  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
