Duties and Responsibilities
Scope and objectives Under its technical assistance project with the Ministry of Economy and Planning in Saudi Arabia, ESCWA is hiring a consultant to support the development and strengthening of interconnected trade analysis tools by contributing to extending ESCWA’s trade negotiation and simulation tools. The tasks cover data preparation and management, analytical framework development, user-oriented interface improvements, and preparation of user guides and training materials. The objective of this consultancy is to support the development and strengthening of interconnected trade analysis tools. Activities, Methodology and Timelines The following activities will be implemented by the consultant: Contribute to the development of an up to date new version of the tariffs monitoring tool. The toolkit will be based on updated bilateral tariffs (MFN and applied) at product level using alternative global, regional, and national tariff databases. A special focus will be made on key partner countries for the Saudi Arabia. Extend the bilateral trade monitoring toolkit to new partners (EU and China in addition to USA) and to include additional indicators to identify top exporting products, volume, prices…. Refine and improve the generation of automatic briefs from running the new GETSI Saudi Arabia under preparation by ESCWA. Prepares methodological notes, user guides, and training content to support national teams in effectively using the new trade simulation interfaces.
Qualifications/special skills
A first-level university degree in Economics or Finance is required. A master's in Economics or Finance is desirable. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. At least two (2) years of professional experience in economic research and policy analysis, with a focus on international trade, is required. Experience in drafting technical documentation, methodological notes, and policy-oriented analytical outputs is required. Experience in the application of artificial intelligence tools for economic or trade-related analysis is required. Knowledge of programming languages (Python) is required. Experience working with international trade databases and programmatic data access tools (including APIs) is desirable.
Languages
English and French are the working languages of the United Nations secretariat and Arabic is a working language of ESCWA. For this position, fluency in Arabic is required, as most documents to be provided by the Ministry are in Arabic. Fluency in English is required. Knowledge of French and Arabic is desirable. Notes: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “knowledge of” equals a rating of ‘confident’ in two of the four areas.
