Job Description

Background

UN field personnel are exposed to various health and security hazards that may result in disease, psychological trauma, and life-threatening injuries. Dedicated, effective primary health, occupational health, and emergency medical services may mitigate negative outcomes of trauma, injuries, and health complications, providing better chances for saving lives as well as for faster and better recovery. 

The Health Manager is part of the UN common services of the UN country team in (duty station) and administered by UNDP. The Health Manager will attend the UN Clinic on a full-time basis and provide medical services to staff members and their dependents. In addition, s/he will facilitate medical evacuations and cooperate with headquarters offices on all related matters. 

The Health Manager is responsible for the day-to-day running of the UN Clinic, ands/he manages the UN Clinic staff and physical assets (equipment and inventory) and ensures consistent delivery of high-quality medical services to the UNCT. The Health Manager will also be responsible for medical examinations of staff, a responsibility s/he will share with other designated UN Physicians. 

Under the overall supervision of the UN Resident Coordinator with regard to all administrative matters and the general supervision of the UN Medical Director with regard to technical matters, the Health Manager will provide clinical services, including medical consultations and emergency care, and supervise the work of the staff nurse. The incumbent will promote proactive occupational health policies and best practices and procedures in the medical services in conjunction with Administration. This will include outreach to staff and dependents in the areas of preventative health. The Clinic doctor is expected to take part in the HIV work in the UN workplace as outlined in UN Cares and UN Plus. S/he is part of the emergency response team and will, as such, work closely with DSS in implementing CaseVac and mass casualty response. S/he is expected to be located in Juba, South Sudan, but travel in-country and out-of-country for medical assessments might it be required.

Duties and Responsibilities:

1. Clinical Duties:

  • Ensure a continuous presence and be available for the medical needs of the United Nations Clinic;
  • Manage acute emergencies, such as severe trauma and heart problems, following international pre-hospital case management protocols;
  • Triage patients and provide primary stabilization in case of emergency;
  • Ensure patient care, conduct regular medical check-ups, and administer vaccinations;
  • Provide advice on hygiene and health to prevent diseases;
  • Participate in health management in relation to the work environment and occupational risks;
  • Conduct medical examinations for international and local staff of UNDP and other UN Agencies, including their dependents;
  • Conduct medical consultations for any staff member, make diagnoses and recommend treatments;
  • Be available to handle emergencies outside of working hours, including for telephone follow-ups;
  • Be responsible for the arrival and periodic medical examinations of UN staff members and their dependents who use the clinic.

2. Medical Administrative Duties:

2.1. Coordination and cooperation

  • Cooperate with other clinics, host country health facilities and those abroad to coordinate medical evacuations;
  • Recommend a medical evacuation to the UNDP Resident Representative or his/her delegate, and facilitate the execution of the evacuation in collaboration with the UN Medical Director;
  • Ensure a good relationship with hospitals, private health facilities, blood banks, and local doctors, including UNEP.

2.2. Compliance and Follow-up of Procedures

  • Follow UN policies and procedures related to medical checks, sick leave and medical evacuations;
  • Observe the UNDP POPP Terms of Reference regarding the operation of the United Nations Clinic;
  • Ensure compliance with UN regulations and procedures in administrative tasks and drafting reports regarding medical evacuations and cost recoveries of the clinic.

2.3. Medical Records Management and Confidentiality

  • Ensure that medical records are accurate, properly kept, and maintained confidentially;
  • Maintain the medical records of all UN Agency staff.

2.4. Management of medical products and equipment

  • Dispose and maintain products and ensure the proper operation of emergency sanitation equipment for emergency situations;
  • Restock pharmacy boxes and other essential medical supplies at various workstations in the interior of the country;
  • Recommend the purchase of vaccines, medical products, and equipment, and ensure their inventory and availability.

2.5. Medical advice and recommendations

  • Advise on precautionary measures to be taken at the workplace;
  • Advise new staff on precautionary measures to follow, including vaccinations and necessary medical products;
  • Ensure appropriate follow-up of all medical cases.

2.6. Collaboration with doctors and medical availability

Maintain permanent contact with United Nations Accredited Medical Examiners to facilitate their availability when needed.

Requirements

Education:

  • Master’s degree in a medical or public health–related discipline is required; the applicant must have a legal authorization to practice in South Sudan or another national authority;
  • University degree in Medicine (MBChB/MD or equivalent) from an accredited university;
  • Certification in formal training in occupational health, HIV care, and/or emergency preparedness or VCCT is desirable;
  • Certification in Advanced Trauma Life support, Advanced cardiac Life support OR Prehospital trauma life support is required.

Experience:

  • At least two (02) years (combined with the Master's degree) or Four (04) years (combined with a Bachelor's degree of progressive, practical experience in General Medicine in developing countries or countries in conflict): of these two (2) years, at least one (1) year must be in the fields of Trauma and Emergency Care and one (1) year in Internal Medicine;
  • Experience supporting workplace wellness and health promotion programmes, including planning, implementation, and monitoring and evaluation of staff health awareness initiatives, in line with UN Cares and UN Plus frameworks, is required;
  • Experience in Surgical, ICU, aeromedical or anesthetic experience is an advantage;
  • Experience in tropical medicine relevant to Sub-Saharan Africa or similar contexts is required; 
  • Experience in the use of computers and office software packages (MS Word, Excel, and related applications), including Electronic Medical Record (EMR) systems is desirable;
  • Previous medical experience in the UN medical system or international NGOs at the national or international level is desirable.

Language Requirements:

  • Proficiency in English is required;
  • Knowledge of Arabic language highly desirable.
