Consultancy to Co-design and Facilitate a Multi-Stakeholder Workshop for the WFP Business Case for the Collection, Analysis, and Use of Intrahousehold Level Data
Background
Many development organizations recognize the importance of gender equality, yet most assessment and monitoring systems still rely on household‑level data. This approach obscures important differences among individuals within the same household – differences that shape how people participate in, and benefit from development programs. Without intrahousehold information, organizations risk designing interventions that fall short of their gender‑responsiveness and equity goals.
At the same time, agencies face uncertainty about whether the additional investment required to collect intrahousehold data is warranted. The costs, benefits, and operational tradeoffs of different data collection approaches remain insufficiently documented.
To address this evidence gap, the World Food Programme (WFP) has commissioned the International Food Policy Research Institute (IFPRI) to conduct an analysis of the information gains and economic and financial costs associated with intrahousehold and household‑level data collection approaches. The study will generate practical guidance on when and how different approaches can be used to improve gender‑responsive assessment, analysis, monitoring, and evaluation.
As part of this work, IFPRI will convene three virtual validation workshops in March–April 2026. The purpose of these workshops is to (1) share preliminary findings and recommendations with internal and external stakeholders, and (2) gather feedback on how the emerging insights can inform future extensions of the study and support WFP staff as they refine their own internal guidance and operational practices. All workshops will be conducted in English.
