Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), UN Volunteers with at least twelve (12) months of continuous service in IOM, and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Organizational Context and Scope

Under the overall supervision of the Chief of Mission and direct supervision of the Head of Programs, and in close collaboration with the relevant units at the Regional Office and Headquarters (HQ), the Project Support and Communications Assistant will be responsible and accountable for supporting the implementation of IOM projects and for the development and implementation of IOM’s communication strategy.

1.    Provide general/clerical assistance in the implementation of project activities.  

2.    Retrieve, compile, summarize, and present information/data on specific project topics.

3.    Assist in monitoring budget and updating budget related information.    

4.    Support administrative coordination for project implementation, involving liaison with diverse organizational units or external parties to initiate requests, obtain necessary clearances, process, and follow-up on administrative actions.  

5.    Draft status reports, correspondence, briefing notes, graphics, statistical tables, presentations, and other forms of documentation.

6.    Support the organization of meetings, workshops and training sessions.

7.    Participate in activities in Luanda and in Provinces; facilitate the coordination with provincial governments.

8.    Respond to general information requests and inquiries; set up and maintain files/records.  

9.    Develop IOM Angola’s communication plan; including social media, interaction with traditional media.

10.    Prepare communications materials for IOM social media platforms. More specifically, create content, e.g., short videos, stories, articles, social media posts, based on the office’s programmes.  

11.    Draft press briefing notes summarizing IOM activity outcomes.

12.    Perform other related duties as assigned.

Required Qualifications and Experience

Education

•     Bachelor’s degree (or higher) in political science, communications; social science, migration studies or a related field from an accredited academic institution with two (2) years of relevant professional experience;
OR
•     Completed High School degree with a minimum of four (4) years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

•     University degree in International Relations, Business Administration, Communications; Political or Social Sciences, Law, Development Studies, Migration Studies, Human Rights, International Affairs or any related discipline; 
•     Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations; 
•     Experience in communications 
•     Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.  
•     Computer literacy, especially Microsoft Word, PowerPoint and Excel; 
•     Strong organizational skills; 
•     Ability to timely understand the Organization’s structure and portfolios; 
•     Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds; 
•     Proven ability to produce quality work accurately and concisely according to set deadlines; 
•     Practical experience of how to multi-task, prioritize and work independently. 
 

Skills

•     Good communication, writing and organizational skills; ability to prepare clear and concise reports; 
•     Basic knowledge of monitoring and evaluation concepts, approaches and methodologies;
•     Strong analytical and planning skills; capacity to establish working relationships with governmental authorities, national and international institutions and Non-Governmental Organizations;
•     Ability to work with accuracy under constraints and pressure; high sense of confidentiality, initiative and good judgment;
•     Personal commitment, efficiency, flexibility, drive for results, creative thinking; and,
•     Good level of computer literacy, including database applications.
 

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in Portuguese and English are required (oral and written).

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
