Project Context and Scope
The International Organization for Migration (IOM) in Algeria implements programmes aimed at supporting the sustainable reintegration of returnees and strengthening migration management through evidence-based and community-oriented approaches.
Within this framework, IOM Algeria seeks to engage a Category A Consultant under COMPASS MPF II (PX. 0700) to provide technical and advisory support in the design and analytical grounding of community-based reintegration initiatives. The consultancy will support analytical processes to better understand returnees’ profiles, skills, and interests, as well as contextual labour market dynamics in selected pilot countries, in order to inform programme design and strategic decision-making.
The Consultant will work under the overall supervision of IOM Algeria and in close coordination with relevant internal teams and IOM offices.

a) Provide advisory support to IOM Algeria in the design and implementation of individualized needs assessment and skills profiling approaches for returnees.
b) Support the analysis of returnees’ profiles to identify potential candidates and pathways for engagement in community-based initiatives.
c) Provide methodological guidance on focus group discussions and survey-based tools to assess interests and skills gaps.
d) Advise on individual surveys and consultations ensuring ethical and inclusive engagement.
e) Provide advisory input to support coordination with IOM offices in selected countries of Origine to assess labour market needs.
f) Contribute to internal technical discussions as required.
Quality and relevance of advisory inputs; timeliness; contribution to decision-making; compliance with IOM standards.
Required Qualifications and Experience
Education, Experience and/or skills required
University Degree in Migration Studies, Development Studies, Social Sciences, Labour Economics, International Relations, or a related field with at least 5 years of professional experience
Languages
DESIRABLE Fluency in Arabic
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
