Organizational Setting
The Division of Information Technology provides support to the IAEA in the field of information and communication technology (ICT), including information systems for technical programmes and management. It is responsible for planning, developing and implementing an ICT strategy, for setting and enforcing common ICT standards throughout the Secretariat and for managing central ICT services. The IAEA's ICT infrastructure comprises hardware and software platforms, and cloud and externally-hosted services. The Division has implemented an IT service management model based on ITIL (IT Infrastructure Library) and Prince2 (Projects in a Controlled Environment) best practices.The Infrastructure Services Section (ISS) is responsible for implementing, maintaining, and administering the ICT systems and services for high availability; designing, implementing, and operating IT security services; and managing the data centre. The platforms include Microsoft Windows servers, Linux servers, Oracle EBS infrastructure, data storage, and transmission networks, serving more than 2500 staff, as well as over 10000 external users around the world. The Section includes three Units: Network and Telecommunications, Enterprise Systems, and Security Systems.
Main Purpose
The purpose of this position is to support / oversee / coordinate the development and implementation of standardized, scalable processes for the design, deployment, and maintenance of IT infrastructure—including network, storage, and server systems.
Role
The IT Systems Engineer is a:
• Technical specialist contributing to the design and development of procedures, standards, and best practices across all aspects of IT infrastructure, including server, storage, and network systems
• Client oriented service manager and systems administrator ensuring the effective coordination of services design and delivery
• IT project manager coordinating and collaborating with other specialists in defining, planning and executing IT infrastructure related projects and integrating with broader IT initiatives.
Functions / Key Results Expected
Design, implement, and manage hybrid hosted infrastructure including converged and hyperconverged servers, storage and virtualization.
Manage data centre operations including racking, cabling, and hardware lifecycle activities. Provide technical expertise and operational support for hardware maintenance as needs.
Establish and maintain Standard Operational Procedures (SOP) to define repeatable, comprehensive and secure processes. Review and update IT Infrastructure related policies that ensures the proper IT governance and compliance.
Collaborate with others to identify and implement automation to gain operational efficiency and effectiveness leveraging infrastructure as code and CI/CD principles
Support the design, implementation, and management of cloud-based infrastructure, as for example Azure cloud and Kubernetes containers.
Implement and support robust disaster recovery solutions for IT infrastructure, planning and execution of scheduled disaster recovery tests, documenting outcomes and implementing improvements to ensure effective and efficient restoration of ICT servers.
Control the infrastructure assets during their lifecycle. Handle support contracts with vendors deciding the proper service level agreement (SLA), and which assets needs to be maintained or decommissioned. Regular health check of assets and address any possible issue. Be able to investigate and resolve complex issues presented, following ITIL processes.
Design, implement and maintain highly secure network infrastructures, not only physical but also software defined networks. Understand the TCP/IP stack and define firewall rules that can operate at different levels of this stack.

Qualifications, Experience and Language skills
Bachelor's Degree - University degree in Computer Science, Information Technology or a related field.
Minimum of five years of relevant working experience in designing, implementing, and maintaining IT infrastructure including the following:
Extensive hands-on experience in the IT Infrastructure area, such as server hardware, server virtualization, storage and backup solutions, cloud environments such as Microsoft Azure, network design and security, data centre operations.
The following skills are highly desirable: management of hyperconverged and hypervisor environments, usage of scripting for automation and automation platforms such as Ansible and Terraform, container solutions as Kubernetes, load balancers, network, and firewall technologies.
Internationally recognized certification in Cloud, Virtualisation, backup and storage technologies is desirable.
Internationally recognized Project Management Certification such as PMP or Prince2.
Internationally recognized Information or IT Security Certification such CISSP, CISM, CISA or GIAC is desirable.
Experience working in project management using best practices methodologies such as PRINCE2 or PMP is an asset.
Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $71335 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 37879*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance.
