Organizational Setting and Reporting Relationship

The position of Senior Private Sector Development Specialist is assigned to the Office of the Director General (SAOD) within the South Asia Department (SARD). You will be based at our Headquarters in Manila, Philippines, and may be assigned to one of SARD's resident missions, and relocation is required. All reasonable relocation expenses will be covered.

You will report to the Regional Head, Private Sector Development of the South Asia Department and will oversee junior team members.

Your Role

The Senior Private Sector Development (PSD) Specialist will lead SARD's efforts to accelerate private sector development and public-private partnerships (PPP) through ADB's sovereign financing, non-sovereign financing, and advisory operations. Key responsibilities include: (i) shaping country partnership strategies and project pipelines with PSD components; (ii) identifying and screening opportunities for private sector-led growth and PPPs; (iii) supporting PSD operations such as capacity building, enabling environments, project preparation, transaction advisory, and non-sovereign financing; (iv) driving upstream work to create long-term value, bankable projects, and policy reform feedback; (v) Contributing to ADB's knowledge services on investment climate, private sector development, and public private partnership, and (vi) managing relationships with public and private sector clients.

You will:

a. Strategy and Planning

  • Help develop PSD-related strategies in South Asia, working with relevant partners.
  • Lead PSD-related inputs to Country Partnership Strategy (CPS), including the development of private sector assessment and PSD roadmap, and annual regional work programs.
  • Help produce ADB's strategies and policies to support private sector development, coordinating with other departments.

b. Business Development

  • Support the identification and monitoring of PSD needs and help facilitate ADB's financing operations.
  • Conduct policy dialogue with governments, development partners, and private sector partners to promote PSD and PPP initiatives.
  • Lead or contribute to capacity-building plans and policy, regulatory, or institutional reforms to enhance PSD and PPP activities.
  • Lead project preparation support and transaction advisory services. Support marketing, negotiation and due diligence of market development and PPP-related efforts.
  • Facilitate and coordinate the sourcing of new investment opportunities, using networks to build a high-quality investment pipeline.
  • Contribute to the development of new approach for private sector financing or programmatic approach to promote private sector financing.
  • Lead the identification of opportunities for collaboration between public and private sectors, between ADB, development partners, or private sector investors, and between ADB's sovereign, non-sovereign, and transaction advisory service operations.

c. Investment and Operation

  • Review and evaluate proposals for sovereign, non-sovereign and advisory operations identifying and strengthening PSD components in sovereign operations and promoting integrated approach and ensuring consistency across different modalities.
  • Assist Sectors Group, Private Sector Operations Department (PSOD), Office of Markets Development and Public-Private Partnership (OMDP), and other relevant departments or offices in project processing and implementation.
  • Co-lead, guide or contribute in ADB's PSD operations including capacity building, creating enabling environment, project preparation and transaction advisory services, and sovereign and non-sovereign financing.
  • Lead processing and administration of technical assistance to support PSD activities.
  • Lead coordination with SG, PSOD and OMDP, with a focus on PSD including non-sovereign and advisory operations, and the development of systems and tools for overall pipeline and portfolio management.

d. External Relations and Coordination

  • Build and manage relationships with relevant government agencies, development partners, civil society, and other important partners in the public sector.
  • Network and work with entrepreneurs, investors, corporates, and other important partners in the private sector, and build relationships with major commercial lenders, institutional investors, insurers, and multilateral and bilateral agencies.

e. Knowledge Services

  • Lead or assist ADB's knowledge services related to private sector development and public-private partnership. These services also cover investment climate, reforms to foster private sector led growth, market trends, and other relevant topics. The goal is to accommodate challenges related to private sector investment and PPP with solutions.
  • Maintain and share knowledge of emerging best practices in the market including the regional and global markets.
  • Prepare, review, and provide comments on policy, knowledge, and/or project papers related to private sector development, PPP and other ADB operations.
  • Organize and contribute to relevant knowledge-sharing events.

f. Staff Supervision and Team Building

  • Support the establishment of a task team on private sector development and take the role of task team leader.
  • Develop and implement a capacity development program.
  • Supervise the performance of reporting staff, provide clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff.

Qualifications

You will need:

  • Master's degree or equivalent in economics, business administration, finance, accounting, public policy, or other related areas or University degree and at least 5 years of specialized experience relevant to the position can be considered.
  • At least 10 years work experience in private sector and public private partnership project/program development, infrastructure transaction advisory, or commercial finance, working with governments, investors, banks, and international organizations.
  • Diversified international experience working in the development institutions or private sector operating in developing countries (e.g., development finance institutions, development agencies, commercial banks, investment funds, advisory firms, and/or corporate) in several countries.
  • Experience managing new teams, including setting-up and capacity development processes.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
