We are currently seeking a qualified candidate for the Team Lead position for an upcoming TB diagnostic network strengthening opportunity in Bangladesh. This position is contingent upon award and will be based in Dhaka, Bangladesh.

Project Description:

The proposed Strengthening Locally led TB Diagnostic Network in Bangladesh to Prevent Global Transmission project will contribute to a sustainable, resilient, and locally-led tuberculosis laboratory network that addresses critical diagnostic access gaps, quality assurance challenges, workforce capacity constraints, supply chain disruptions, and reporting gaps; improving specimen referral, enhancing digital interoperability, improving equipment uptime, and enhancing the capacity for advanced DST testing to enhance the country's ability to swiftly detect and control tuberculosis, reduce the risk of disease transmission, and bolsters global health security.

About the Project

JSI/TIFA Bangladesh, funded under the Global Fund and U.S. Government–supported global health security efforts, aims to strengthen a locally led tuberculosis (TB) diagnostic network to prevent global transmission. The project focuses on improving TB diagnostic capacity, laboratory systems strengthening, surveillance linkages, and sustainable local ownership to enhance national and global TB control efforts.

Position Description:

The Team Lead will provide strategic, managerial, technical leadership and management oversight to the project. S/he will oversee all aspects of project planning and implementation, including program quality, personnel, budgeting and financial management. S/he will ensure close coordination with TIFA-Bangladesh of JSI, U.S. Embassy Dhaka, the Mycobacterial Disease Control (MBDC) division of the DGHS and other stakeholders, ensuring that all project interventions are of high quality and lead to measurable impact. S/he will be responsible for timely and adequate implementation of project activities, deliverables, execution, monitoring and reporting of the project.

Key Responsibilities:

  • Provides leadership to the project team, technical and operational aspects of the project, including planning and cost-effective, timely and targeted implementation of the project; ensuring clarity over plans and priorities, and encourages effective teamwork.
  • Provide technical and managerial leadership, including capacity building to the project and supervision of staff
  • Coordinate within the FHI 360 team, including people and culture, monitoring and evaluation and management/shared services staff
  • Oversee the development and implementation of program work plans and strategies aligned with the MBDC and government; ensuring results based interventions
  • Collaborate with stakeholders (both public and private), TIFA-Bangladesh of JSI, U.S. Embassy Dhaka, and other USG-funded projects to achieve the project’s objectives.
  • Coordinate and is responsible for the preparation of the annual work plans, budgets, and annual progress reports in a timely fashion for submission to TIFA-Bangladesh of JSI.
  • Ensures high technical standards are used to guide the technical and programmatic aspects of work plans and activities.
  • Oversee implementation of M&E frameworks and ensure data quality, analysis, and use for decision-making.
  • Track program performance against indicators and targets; lead corrective actions when needed.
  • Plans, directs, and coordinates activities to ensure that goals and objectives are accomplished within prescribed time frame and funding parameters.
  • Establishes annual work plans, project teams, and SOPs to meet project goals and ensure compliance with policies.
  • Responsible for induction of project staff, ensuring their familiarity with mandate values, quality standards, policies and program objectives and their individual responsibilities in upholding these standards and policies.

Minimum Requirements:

  • Master’s degree or its international equivalent in public health, or a related field (PhD or medical degree preferred).
  • At least 12 years of professional experience in public health, particularly leading and designing health programs (tuberculosis) in country or in the region; experience in working with key stakeholders in Bangladesh strongly desired.
  • Demonstrated leadership and management skills to implement complex international health projects effectively and efficiently.
  • At least 8 years of professional experience in project management and leadership, including experience in managing USG projects and staff.
  • Proven experience working with government officials, particularly the Ministry of Health and Family Welfare, DGHS, and MBDC is highly desirable, to support strategy development, implementation plans and decision making.
  • Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of projects.
  • Proven experience with USG regulations in financial and accounting management per USG guidelines, ensure that the project maintains the highest administrative, financial, and operational standards for compliance and audits.
  • Fluency in local language and knowledge of culture context is mandatory
  • Excellent oral and written communication skills in English.
