Background of consultancy:

The 2gether 4 SRHR is a joint United Nations Regional Programme that  brings together the combined efforts of UNAIDS, UNFPA, UNICEF, and WHO to improve the sexual and reproductive health and rights (SRHR) of all people in Eastern and Southern Africa.

One of the objectives of the programme is to provide timely and quality-assured technical assistance (TA) to continental and regional economic communities, parliamentary fora, participating in United Nations agencies, and countries.

To achieve this, the Programme developed a regional SRHR Technical Assistance Hub, which is a roster of pre-determined quality-assured technical experts, professional organizations, institutions, and partners working on SRHR in the region.

This call is for technical experts to apply for consideration to be added to the  Technical Assistance Hub. Applicants will be assessed based on each call, relevant qualifications, previous experience and examples of previous work. Once included in the roster you will have preferential access to consulting opportunities to improve the sexual and reproductive health and rights of all people in East and Southern Africa.

Selected candidates will be contracted by one of the four participating UN agencies of 2gether 4 SRHR (UNAIDS, UNFPA, UNICEF and WHO) or other partners using their internal policies and procedures. Inclusion in the TA Hub does not constitute a contractual obligation by any participating party.

Purpose of consultancy:

This call seeks to identify technical experts to support countries to effectively implement and institutionalize humanitarian-development-peace (HDP) Nexus approaches in their programming, planning, and partnerships. 

In a world of increasing fragility and protracted crises, there is a critical need to fully integrate HDP continuum approaches into national efforts and programming. This approach ensures that life-saving humanitarian action, long-term development initiatives, and peacebuilding interventions are mutually reinforcing, contributing to lasting stability and resilience for the populations served, particularly women, adolescents, and youth. 

To this end, 2gether 4 SRHR seeks qualified and experienced technical experts to be added to the TA Hub who can be deployed to provide technical guidance and strategic support to countries to operationalize HDP Nexus approaches.

The technical experts will support countries to ensure that the HDP approach is incorporated into relevant policies and strategies, to develop guidance for countries to operationalise the HDP, support the design of HDP interventions that contribute to collective outcomes that reduce humanitarian needs, address root causes, and build sustainable peace.

Scope of work: (Description of services, activities, or outputs)

Selected technical experts will be invited to register for the TA Hub to provide technical assistance to regional institutions and countries in one or more of the following areas: 
●    Researchers with experience in undertaking operational and programmatic research relating to the HDP and SRHR to generate evidence to inform country responses, identify entry points, gaps and opportunities to strengthen SRHR within HDP programming.

●    Policy Specialists with experience in working on the SRHR and HDP to provide support to countries to develop national HDP Nexus, to review and incorporate HDP into existing policy frameworks.

●    Programme Specialists with experience in designing SRHR and HDP interventions that can support countries to develop national interventions that incorporate SRHR into HDP Programming.

●    Experts with experience in designing capacity building programmes, including the development of course materials for national policy makers and implementers to incorporate the SRHR into the HDP Nexus.

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

Regular check-in meetings.

Supervisory arrangements:

Technical experts will be contracted by the relevant UN agency and/or partner using their identified procurement processes. 

Expected travel:

Travel will be based on the nature of the assignment that the technical expert may be contracted for

Required expertise, qualifications and competencies, including language requirements:

Education

  • An advanced university degree (master’s or equivalent) in a relevant field such as Development Studies, International Relations, Political Science, Humanitarian Action, or a related discipline.

Knowledge and Experience: 

  • A minimum of 7-10 years of professional experience in research, policy and programme implementation relating to humanitarian, development, and/or peace-building contexts.
  • Experience in Sexual and Reproductive Health and Rights - HDP Nexus.
  • Demonstrable technical expertise in supporting countries to generate evidence, develop or update relevant policies, design, implement, monitor and evaluate HDP-SRHR interventions. 
  • Proven experience in the design of curriculum, training interventions, tools and resources to HDP-SRHR for national and policy makers. 
  • Previous experience working with the United Nations, Regional Economic Communities, and countries. 
  • 3 examples of previous work that demonstrates relevant expertise
  • Strong analytical, strategic thinking, and report-writing skills.
     

Languages

  • Fluency in English is required; proficiency in French or Portuguese is desirable.
