Job Summary
The People & Culture Manager oversees FHI 360 Senegal P&C operations, ensuring full compliance with local laws and FHI 360 policies. This role manages recruitment, employee relations, performance management, learning and development, payroll, and benefits administration. The P&C Manager is the primary HR advisor to the country leadership team and ensures alignment of people practices with organizational priorities.
Accountabilities
- Oversees all country-level P&C functions and processes.
- Provides strategic advice on workforce planning and talent management and guidance on HR issues including application of HR policies and processes, training, people management, career development and handling complex employee issues.
- Collaborates with country office leadership and project management staff, as well as headquarters People and Culture team, on HR strategies and practices that will help achieve the strategic and programmatic goals of the country portfolio.
- Manages employee relations, including investigations and resolution. Work closely with staff representatives and ensure that regular meetings with senior management country team are conducted and proposed solutions are implemented.
- Oversees recruitment, onboarding, and retention strategies.
- Manages P&C staff to ensure a high level of customer service and confidentiality is provided throughout the office.
- Supervises, coaches and mentors the country office P&C team, to include assessing and identifying development opportunities.
- Ensures compliance with labor laws, organizational policies, and donor requirements.
- Coordinates and/or conducts training workshops of country office staff on FHI 360 policies and other P&C-related topics.
- Studies and analyzes market and data trends and uses this information to evaluate, document, and/or implement processes, systems or programs.
- Oversees monthly payroll and ensures it is completed correctly and on time.
- Ensures strict management of the health insurance policy, including the monitoring of additions, removals, reimbursements, and the regular analysis of consumption reports.
- Ensures the follow‑up and implementation of audit recommendations.
- Ensures compliance with deadlines for submitting monthly and annual declarations in accordance with local laws.
- Supervises and ensures the accurate, rigorous, and up‑to‑date maintenance of personnel files, both in physical and electronic formats, while guaranteeing data confidentiality and security.
- Supervises the proper management and periodic updating of the recruitment process, including a detailed follow‑up schedule from the initial steps through onboarding and staff orientation.
- Performs other duties as may be assigned.

- Familiarity with donor funding requirements, particularly those related to U.S. Government.

Supervision Given/Received
- Could report to local Senior P&C Manager or regional level People & Culture Partner (depending on size and complexity of country office portfolio).
- Supervises country office P&C team members.
Education & Experience
- Bachelor’s degree required; Master’s or HR certification preferred.
- 7–9 years of progressive HR experience, including management.
- Experience in human resources within an international organization is an advantage.
- Must be able to read and write in fluent French and English.
Travel Requirements
- Up to 15% travel domestically.
