Job Description

Background:

The project is tasked with implementing the Centre's extrabudgetary multi-donor flagship border project activities by establishing contacts and liaising with relevant border and law-enforcement agencies of Turkmenistan as well as representatives of Central Asian countries and developing, implementing and monitoring activities and projects related to border security and management, and other OSCE commitments including the provisions of the OSCE Border Security and Management Concept (MC.DOC/2/05). Programme Associate provides substantial contribution to delivery of the ExB project’s objectives, by maintaining communication with the government institutions, experts and beneficiaries regarding ExB project proposals and activities, in line with the approved budget as well as securing participation of the host country representatives and experts in OSCE events in Turkmenistan and abroad by providing guidance and advice.


Tasks and Responsibilities:

Under the overall supervision of the Programme Co-ordinator, the successful candidate will be tasked with the following duties:

1. Arranges travel, accommodation, official travel authorizations and travel claims for OSCE and non-OSCE officials related to the project
2. Provides support to conducting the project’s meetings/trainings/workshops for border agencies by making necessary logistical and organizational arrangements in collaboration with the Fund Administration Unit (FAU);
3. Collects relevant data and contributes substantially to drafting ExB project proposals and budgets, and supports the National Project Officer in preparing monthly activity reports, quarterly progress reports to donors and other project-related reports based on the compiled data for project monitoring and evaluation, and the actual versus planned project activities implementation plan.
4. Assists to monitor the project implementation, with an emphasis on overseeing Suppliers and Special Service Agreements (SSA) by ensuring the strict compliance with quality assurance criteria.
5. Facilitates the participation of government officials in the ExB project events by providing administrative and logistical support within the established timeframes and reviewing the evaluation feedback received from the participants for follow-up and improvement on project design, implementation and reporting.
6. Prepares the standard and routine correspondence including Diplomatic Notes and letters, taking appropriate follow-up actions, maintains contacts with the project beneficiaries, international development agencies backstopping the National Project Officer, when required, and drafts and updates work plans, project tracking sheets ensuring that project outcomes are in line with the project documents.

Necessary Qualifications:

  • At least 6 years of relevant work experience in the fields of office administration and project management, preferably in international organizations or companies; a university degree in a relevant field may be considered as a substitute for up to two years of working experience only to determine eligibility;

  • Professional fluency in English, Turkmen and Russian with excellent communication (both oral and written) skills;

  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;

  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;

  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Monthly remuneration, subject to social security deduction, is EUR 1,159 (per month). OSCE salaries are exempt from taxation in Turkmenistan. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

Please note that for this position the OSCE does not reimburse expenses such as travel in connection with interviews, tests, visas and relocation.

Please be aware that OSCE appointments are subject to medical clearance.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
