• Output 1: Displacement Inclusion Strategy & Workplan A practical strategy outlining how IDPs, returnees, and returning migrants will be systematically integrated into ER4 activities (due by mid-April 2026) • Output 2: Toolbox for Displacement Engagement Suite of tailored tools, templates, and SOPs for use by IPs and partners (e.g., outreach scripts, profiling forms, legal awareness content, onboarding checklists) (due by end of April 2026) • Output 3: Capacity Strengthening Plan & Delivery Summary Design and delivery of at least 2 training workshops for implementing partners on displacement-sensitive programming, data management, and legal awareness (by May 2026) • Output 4: Digital & Legal Campaign Guidance Note Advisory brief with messaging strategy, content outline, platform selection, and rollout calendar for legal awareness campaigns targeting displaced populations (by May 2026) • Output 5: M&E Advisory Note + Displacement Data Profile Template Disaggregated database template and guidelines for tracking gender, age, displacement status, and progress across ER4 activities (by June 2026) • Output 6: Final Advisory Report Consolidated report summarizing challenges, recommendations, and proposed adjustments to further enhance ER4 impact among displaced populations (by end of June 2026)

Duties and Responsibilities
The International Trade Centre (ITC) is a joint agency of the United Nations and the World Trade Organization, focusing in particular on developing the export capabilities of small and medium-sized businesses in developing and transition economies. ITC is 100% "Aid for Trade", supporting trade that delivers inclusive and sustainable development results. ITC’s mandate covers all developing countries and transition economies with special emphasis on the Least Developed Countries (LDCs), Landlocked Developing Countries (LLDCs), Small Island Developing States (SIDs) Fragile States and Sub-Saharan Africa. ITC Headquarters is located in Geneva, Switzerland. ITC projects and programmes contribute to the global efforts to achieve UN Global Goals for Sustainable Development and the Aid for Trade agenda. ITC works at three levels: • Strengthening the integration of the business sector of developing countries and economies in transition into the global economy, • Improving the performance of trade and investment support institutions for the benefit of small and medium-sized enterprise (SMEs), and enhancing the abilities of trade support institutions to better support them, • Improving the international competitiveness of SMEs. To tackle the skills gap faced by youth and contribute to improving their employability, technical and vocational skills programmes have to be strengthened to better match the needs of the private sector while supporting social development goals and environmental sustainability. In translating the newly gained skill into direct employment opportunities, linkages with companies are necessary to provide apprenticeship and on-the-job learning to vocational training graduates. Partnerships between industry and training institutions help to keep up with changing market needs. ITC is currently implementing the JOBS project (Jobs and entrepreneurship Opportunities to Build Sustainable inclusive Development) to contribute to sustainable development by addressing key issues such as unemployment, limited economic diversification and weak governance and the BEIT project (Building Equitable and Inclusive Transformation) to foster decent work and affordable housing). About JOBS JOBS stand for “(Jobs and entrepreneurship Opportunities to Build Sustainable inclusive Development”: The Jobs and Entrepreneurship Opportunities to Build Sustainable Inclusive Development (JOBS) project, the second phase of the European Union (EU) funded “Strengthening the Agriculture and Agri-Food Value Chain and Improving Trade Policy (SAAVI)” project, aims to contribute to sustainable development by addressing key issues such as unemployment, limited economic diversification and weak governance. It seeks to enhance economic inclusion and access to decent employment by strengthening MSMEs in priority sectors, supporting youth, women, displaced persons, and other vulnerable groups. Building on SAAVI’s achievements, including WTO accession support, JOBS emphasizes sustainable, inclusive growth through MSME capacity building, market linkages, domestic reforms, and digital trade solutions. About Refugees & Trade ITC’s Refugees and Trade programme delivers ITC’s trade-related technical assistance for refugees and other people affected by displacement and migration, including IDPs and returning migrants. The team is housed in the Women, Youth, and Vulnerable Communities (WYVC) section within the Division of Sustainable and Inclusive Trade (DSIT). In the contexts of displacement and migration, ITC increases business and employment opportunities, creates better access and connection to markets and improved livelihoods and resilience. These objectives are delivered through five areas of work; (1) provide firm-level support, (2) strengthening the ecosystems for inclusive refugee economic participation, (3) policy advocacy, (4) research and knowledge sharing, and (5) strategic partnerships. Location: Iraq (travel to target governorates may be required) DESCRIPTION OF DUTIES/RESPONSIBILITIES: Under the direct supervision of Youth Economic Empowerment Expert, Youth & Trade, and in close coordination with Economic Inclusion Consultant, Youth & Trade Team, and the Associate Programme Officer, Refugees & Trade Team, The consultant will lead the design and rollout of a targeted strategy to enhance the inclusive engagement of displaced populations especially internally displaced persons (IDPs), returnees, and returning migrants across all components of the JOBS project (entrepreneurship, skills development, access to finance, legal awareness, and BDS). The Consultant will also provide strategic guidance, develop tailored tools and approaches, and support capacity-building of partners and stakeholders. provide displacement-related support to ITC implementing partners to ensure inclusive and effective participation of displaced people, especially IDPs, returnees, and returning migrants, in the project; and will undertake the following tasks: 1. Strategic Framework & Stakeholder Engagement • Lead the development of a Displacement Inclusion Strategy for the JOBS project, aligning with ER4 priorities and contextual realities. • Map and engage key stakeholders (e.g., government actors, local NGOs, community representatives) to ensure coordination and buy-in. • Support the adaptation of existing tools (beneficiary selection, referral mechanisms, coaching, legal services) to the needs of displaced populations. 2. Tool & Methodology Development • Design beneficiary profiling tools, tailored outreach methodologies, and inclusion-sensitive screening mechanisms. • Co-develop standard operating procedures (SOPs) for mobilizing and onboarding displaced beneficiaries into the JOBS programme. • Advise on the design and delivery of legal awareness campaigns, including digital content, channels, and strategic messaging. 3. Digital & Legal Awareness Campaigns • Review existing materials and digital outreach platforms used under ER4 and identify opportunities to tailor content for IDPs, returnees, and migrants. • Provide technical oversight on the development and deployment of new digital legal awareness campaigns. 4. Capacity Strengthening & Support to IPs • Conduct tailored capacity-building sessions with JOBS implementing partners and other stakeholders on inclusive design, displacement-sensitive programming, and data management. • Provide hands-on advisory support to partners delivering ER4 activities in areas with large displaced populations. 5. Monitoring, Data Strategy, and Reporting • Develop or refine monitoring tools to ensure displacement-related data is captured, disaggregated, and analysed. • Support the integration of displacement indicators and reporting tools into the broader JOBS M&E framework. • Provide technical input into periodic progress reports, ensuring robust inclusion of displacement focused results and challenges. Qualifications/special skills
Postgraduate degree (MA/MSc/MBA, PHD or other). Advanced degree in social science or similar. Extensive relevant experience may be accepted in lieu of the university degree. • Required experience: o At least 5 years of fieldwork experience in displacement contexts in Iraq o Demonstrated senior-level experience designing and leading inclusion strategies for IDPs, returnees, refugees, or other displacement-affected populations. o Proven experience in economic inclusion and livelihood programming for vulnerable groups. o Strong track record in advising or supporting implementing partners (INGOs, NGOs, UN agencies) on displacement-sensitive programme design and delivery. o Experience developing tools, guidelines, SOPs, or frameworks for beneficiary engagement, outreach, or inclusion. • Desirable: o Knowledge and experience in delivering trade, market systems, or private sector led development programmes, particularly those linking livelihoods to MSME growth or value chains. o Knowledge of EU-funded programmes and compliance requirements (logical frameworks, indicators, reporting, visibility). o Experience designing or supporting legal awareness campaigns, including digital dissemination of rights- and regulation-related information. o Exposure to innovation-driven approaches (digital platforms, e-learning, blended delivery models, ecosystem partnerships). • Skills Required: o Strong strategic thinking and analytical skills, with the ability to translate context analysis into practical, implementable tools. o Excellent stakeholder coordination and advisory skills, including working with government counterparts, NGOs, private sector actors, and community representatives. o Proven ability to lead multi-stakeholder processes, facilitate consultations, and guide partners toward coherent approaches. o Strong written and verbal communication skills, with experience producing strategy notes, guidance documents, and advisory reports. o Ability to work independently at senior advisory level, while collaborating effectively within multidisciplinary teams. o High level of cultural sensitivity adaptability, and conflict sensitivity, with a demonstrated commitment to inclusion, do-no-harm, and ethical engagement.
