Result of Service
The Solomon Islands Government will undertake this Mid-term Review (MTR) of the Doha Programme of Action as part of its commitment to the implementation of the National Development Strategy (NDS2016-2035). The review will assess progress made, identify best practices, highlight gaps and challenges faced in the first few years of implementation, and establish renewed commitments for the remainder of the decade. The national review reports to be prepared by LDCs, which are based on national reviews, will provide a country-led assessment of progress made towards the 35 priority targets across the six priority areas of the Doha Programme of Action. The national reports should highlight achievements, best practices, innovations, and lessons learned, as well as identify constraints, capacity gaps, and make concrete recommendations to accelerate implementation. Importantly, these inputs will contribute to a global synthesis report, which will guide strategic discussions and decision-making by LDCs and their development partners. The objectives of the national reports are to: 1. Assess implementation across six DPoA priority areas, 2. Document achievements, challenges and innovations, 3. Analyse progress towards LDC graduation, and 4. Inform future partnerships and policy adjustments. The performance of the consultant will be evaluated according to the following indicators: 1. Timely submission of the deliverables and outputs spelt out in the present ToR with minimal revisions, 2. Comprehensiveness and quality of analysis, and 3. Receptiveness to feedback from stakeholders.

Duties and Responsibilities
Under the overall guidance of the UN Resident Coordinator’s Office (UNRCO) in Fiji, Solomon Islands, Tonga, Tuvalu and Vanuatu, and the Permanent Secretary of the Ministry of National Planning and Development Coordination (MNPDC), and in close coordination with national focal point agency, and the designated National Focal Point for the implementation of the DPoA, the consultant will undertake the following two key tasks: 1. Support the National Focal Point for DPoA towards preparation of the National Review Report, by undertaking the following tasks: i) Conduct a review of national development strategies, sectoral plans, SDG reports, and relevant policy documents to map DPoA-aligned actions. ii) Assess progress under each DPoA priority area using data and indicators from the DPoA Monitoring and Evaluation Framework and national systems, and the Revised NDS 2016-2035 Performance Framework iii) Analyse progress towards LDC graduation, including trends in GNI per capita, HAI, and EVI, and outline smooth transition strategies. iv) Identify challenges and capacity constraints that hinder effective implementation. v) Document best practices and case studies illustrating innovative policies or partnerships. vi) Formulate evidence-based policy recommendations for accelerating implementation. vii) Ensure data disaggregation (by sex, age, location, income, etc.) for inclusive analysis. viii) Ensure coherence with national development frameworks and the 2030 Agenda. 2. Assist and contribute to the National Consultation Workshop through: i) Conduct consultations (in-person or virtual) with line ministries, national statistical offices, the private sector, civil society, academia, and development partners. ii) Collaborate closely with the RCO and relevant UN agencies in the LDC to validate data and key findings. iii) Present preliminary findings in a national validation workshop and incorporate stakeholder feedback into the final report.
Qualifications/special skills
Masters in Economics, Statistics, International Relations, Public Policy or related fields is required. Successfully engaged with multiple government departments and ministries Organizing national stakeholder workshop Progressively responsible experience in development policy analysis, monitoring & evaluation (M&E), or SDG reporting at the national level.
Languages
English is the working language for this assignment. All communications, consultations, presentations, and deliverables must be prepared in English, and the Final National Review Report—including the executive summary, main text, annexes, and data tables—must be submitted in English. Proficiency in Solomon Islands Pijin is considered a strong asset to support effective stakeholder engagement and outreach during national consultations and validation workshops.
