Background:
The Programme Office in Dushanbe (POiD) is pleased to announce an open call for applications to join its official Roster of Evaluators. POiD is seeking qualified and experienced national professionals to support its evaluation processes across various projects and initiatives.
Objective of Assignment:
The objective of this roster call is to invite qualified evaluators to join the OSCE POiD roster of evaluation consultants for future evaluation consultancy assignments commissioned by POiD in the context of decentralized evaluations.
Interested candidates are invited to apply and indicate how their professional experience is relevant to decentralized evaluations. Applications should describe the types of evaluations previously conducted (projects, programme, thematic and/or strategic), with particular attention to the evaluation methodologies applied. Candidates are requested to outline their specific areas of expertise, including methodological, geographical and/or thematic specializations, as well as the roles held within evaluation teams (e.g. evaluation team lead, quantitative or qualitative analyst, survey research specialist). Applicants should demonstrate proven experience in evaluation methods, strong analytical skills, and a clear commitment to impartiality and integrity.
Applicants will be shortlisted based on their qualifications and experience. Shortlisted candidates may be invited to participate in an interview and/or written test. Candidates admitted to the roster will be considered for future evaluation consultancy assignments commissioned by POiD in the context of decentralized evaluations.
Duration of Assignment:
The duration of the assignment will depend on the tasks and deliverables assigned.

Necessary Qualifications:
Second-level university degree in social sciences or a related field (social science, international relations, economics, evaluation, etc.);
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
