Introduction

Cash-Based Interventions (CBI) are not new to IOM, this modality has been used for many years across IOM’s programme portfolio. Organizational Context and Scope

Under the overall supervision of the Director, Department of Humanitarian Response and Recovery (DHRR), and direct supervision of the Deputy Director, DHRR, the Senior CBIL Officer will act as IOM’s global focal point for Cash Based Interventions (CBI) and localization.

  1. In coordination with the Department of Financial Administrative Management (DFAM), Legal, relevant colleagues within the DHRR and other Departments, contribute to strengthening institutional systems (policies, SOPs, templates, risk controls) to enable safe, compliant, scalable CBI.
  2. In coordination with IOM Regional and Country Offices, maintain an IOM CBI community of practice, develop training material, facilitate trainings, workshops and webinars, and roll-out operational tools and guidance on the planning, design, implementation of CBI.
  3. Support Regional Offices (RO) in the project proposal revision and endorsement process as pertain to the CBI Portfolio and enhance institutionalization of CASH and markets programming within IOM,  contributing to a coherent and consistent institutional and rights-based approach to CBI.
  4. Draft and/or assist in the preparation of reports and papers on CBI initiatives, strategic approaches, and institutional priorities for distribution to donors, government, partners and other counterparts.
  5. In coordination with ROs, participate in assessments to identify  and prioritize countries with potential to develop CBI programming and work with the prioritized missions in strengthening the level of preparedness and capacity to successfully implement CBIs.
  6. Contribute actively and substantially to the development, review and implementation of the IOM CBI strategy and its roll-out in coordination with ROs.
  7. Enhance institutional risk management for CBI operations with corrective action plans and after‑action reviews and mainstream cross‑cutting standards (AAP, Protection/GBV risk mitigation, Gender & Diversity, Disability Inclusion, Climate/Environment) through CBI guidance.
  8. As delegated, represent IOM at the Global Cash Advisory group and other relevant external and interagency CBI fora and contribute to shared positions on quality, accountability and data responsibilities.
  9. In coordination with the Surge Capacity unit and ROs,  coordinate the timely provision of surge support to country level IOM CBI operations as required, either in person or through support and guidance in the identification of personnel.
  10. Promote and disseminate research and new innovative approaches to enhance processes and delivery of CBI programmes.
  11. In close coordination with the Senior Humanitarian Policy Advisor and other relevant DHRR staff, contribute to advancing localization agenda through IOM’s humanitarian response efforts in line with its institutional Grand Bargain commitments and IOM Strategic Plan 2024-2028.  
  12. Roll out of IOM’s Localization Framework and Guidance Note for Humanitarian Response in coordination with relevant HQ departments, divisions and localization focal points from regional and country offices.
  13. Support the identification and implementation of equitable partnership models and funding flows to LNAs across sectors (e.g., CCCM, Shelter, WASH, Protection, Peace and Recovery, Solutions), including risk sharing approaches, enabling costs, and adaptable sub award tools.
  14. Support ROs and COs to develop and implement country level localization strategies and workplans that cut across sectors, with measurable outcomes/indicators and regular progress reviews.
  15. Contribute to the integration of localization into corporate instruments (Project Handbook, Emergency Manual, guidance updates) and ensure that proposals, reports, Flash Appeals and country/response plans reflect localization objectives and budgets.
  16. Coordinate/consolidate IOM inputs to Grand Bargain reporting on localization, triangulating evidence from CBI and non CBI programmes, and respond to internal/external information needs.
  17. Capture lessons learned and develop case studies on locally led approaches across sectors; share results internally/externally to influence policy and practice.
  18. Perform such other duties as may be assigned.
     

Required Qualifications and Experience

Education

  • Master’s degree in Humanitarian Operations, Economics, Development, Social Sciences, or a related field  from an accredited academic institution with seven years of relevant professional experience; or,
  • University degree in the above fields with nine years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Extensive working experience in CBI programming across a range of sectors and types of response;
  • Extensive experience in coordinating and/or implementing multi-sectoral humanitarian response activities  (including Shelter and settlements; distribution of NFIs; WASH; CCCM, etc.);
  • Understanding of interagency CBI policy and interagency humanitarian coordination systems;
  • Practical understanding of IOM administrative, emergency and scale-ups protocols and procedures is preferred;
  • Good extensive knowledge of current humanitarian issues with experience working in humanitarian response in several field operations, both disasters and post-conflict situations;
  • Practical Knowledge in market analysis, CBI programme design and implementation;
  • Practical knowledge of The Grand Bargain, humanitarian reform and operational coordination and cluster information management;
  • Sound knowledge of foundational concepts in relation to localization, capacity development (institutional and technical), humanitarian response and recovery;
  • Experience working with civil society organizations, UN, INGOs, local and national NGOs at the international, regional and field levels; and,
  • Experience in humanitarian or post-crisis programming.   
     

Skills

  • Demonstrated expertise in the thematic area relevant to project development; and,
  • Knowledge of monitoring and evaluation. 

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish). 

For this position, fluency in English is required (oral and written).

Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
