Project Context and Scope: The consultancy is embedded within IOM Ukraine’s Early Recovery and Development portfolio, which aims to support Ukraine’s recovery through assistance to SMEs and business clusters, promotion of economic reintegration and return-related initiatives, engagement of the Ukrainian diaspora, and facilitation of access to housing solutions.
The operating context in Ukraine remains complex and dynamic, requiring flexible and specialized technical support to ensure compliance with donor requirements, institutional procedures, and evolving regulatory frameworks. The consultancy will support multiple interlinked workstreams, including grant management and reporting, cluster selection and documentation, coordination of multi-stakeholder platforms such as the Diaspora Alliance, engagement with private sector actors on return-related issues, development of resource mobilization inputs, and monitoring of the initial financial implementation of a housing loan programme.

Grant Management and Financial Oversight
Provide technical support to the administration and processing of grant agreements for SMEs and business clusters, including preparation, review, and finalization of grant documentation in line with programme rules, donor requirements, and IOM procedures.
Coordinate with grant beneficiaries to ensure compliance with documentation, eligibility checks, signatures, and disbursement prerequisites, and provide follow-up support to address gaps or clarifications.
Review and assess financial and narrative reports submitted by beneficiaries for accuracy, eligibility, and compliance with grant conditions, and support follow-up on revisions, as required.
Business Cluster Selection, Coaching and Grant Cycle Support
Support the facilitation of business cluster selection processes, including eligibility screening, organization and facilitation of business plan presentation sessions, and documentation of evaluation processes.
Prepare and finalize selection-related records and grant documentation, including evaluation summaries, selection minutes, and supporting documentation, in coordination with programme teams.
Support consistency and procedural compliance across grant cycles by contributing to standardized documentation and record-keeping.
Diaspora Alliance Operationalization
Support the rollout and operationalization of the Diaspora Alliance, including contributions to the finalization and refinement of governance documents, such as the Alliance Terms of Reference and thematic working group TORs.
Organize, facilitate, and document Diaspora Alliance meetings, including preparation of agendas, minutes, follow-up action points, and coordination with Alliance members and thematic working groups.
Support outreach, engagement, and membership management for the Diaspora Alliance, including screening of membership applications and preparation of recommendations for review by the Diaspora Alliance Secretariat.
Returnees and Private Sector Engagement
Support the planning, organization, and facilitation of a follow-up engagement with private sector stakeholders to contribute to the development of practical recommendations related to the return and economic reintegration of Ukrainians.
Document outcomes, recommendations, and follow-up actions arising from the engagement to inform programme implementation; draft information briefs and other knowledge products.
Resource Mobilization and Reporting
Contribute to resource mobilization efforts, including drafting a concept note and indicative budget for donor outreach and fundraising related to the MSDL thematic area.
Provide inputs to internal progress updates and reporting, ensuring alignment with donor and institutional reporting requirements.
Housing
Provide support in monitoring the initial stages of the financial implementation of the housing Loan programme, with a focus on ensuring full transparency, accountability, and compliance with applicable regulations, including Resolution of the Cabinet of Ministers of Ukraine No. 451
Provide support in maintaining regular coordination with IOM’s implementing partner, the State Fund for Youth Housing (SFYH) and loan consultancy firm Internationale Projekt Consult GmbH (IPC) to monitor the commencement of implementation of the Loan component in Housing Project and provide IOM with timely advice on financial risks, fund utilization, and institutional accountability.
Perform such other duties as may be assigned.
Performance indicators for the evaluation of results
Timely and compliant delivery of grant-related outputs, including grant documentation and reviews of financial and narrative reports, in line with IOM procedures and donor requirements.
Effective support to business cluster selection processes, demonstrated through accurate eligibility screening and complete, well-documented selection and evaluation records.
Progress in operationalizing the Diaspora Alliance, evidenced by finalized governance documents, well-documented meetings, and support to outreach and membership management.
Completion of return-related private sector engagement activities, including organization and documentation of at least one follow-up engagement with actionable recommendations.
Delivery of resource mobilization and reporting inputs, including at least one concept note with an indicative budget and timely inputs to internal reporting, as required.
Effective technical support to the housing loan programme, demonstrated through coordination with partners and timely identification and communication of financial or compliance risks.
Education, Experience and/or skills required
Bachelor’s or Master’s degree in economics, Political Science, Data Analytics, or a related field.
Minimum five years of relevant professional experience in economic or labour market analysis, labour migration, or labour policy affairs.
Experience in research projects.
Practical experience and engagement with the Ukrainian private sector including engagement with Chambers of Commerce, business clusters, or cooperatives.
Practical experience and engagement with the Ukrainian diaspora organizations and multi-stakeholder groups.
Experience in working with government bodies, civil society organizations, and international partners.
Strong analytical, research, and drafting skills.
Proficient in using statistical tools, private sector data, and public data sources.
Excellent interpersonal and communication skills.
Organizational and time management abilities with high attention to detail.
Excellent writing and communications skills.
Proficiency in Ukrainian and English required.
Travel required
Travel on duty is possible under this consultancy and will be determined based on operational need. If required, travel on duty will comply with IOM’s travel policy.
