NRC Sudan has a high ambition for promoting programming that use digital tech-enabled approaches that will allow for improved and scalable access to information, two-way communications, and accountability to millions of affected people. To successfully integrate digital programming into all core competencies, the Sudan Country Office will invest in creating a digital culture via building staff capacity and expertise in digital tools and technology, specifically on data analysis, visualisation, and data protection. NRC Sudan will also apply digital technology-enabled implementation modalities.
The Digital Programme Development Manager will continue to lead an innovative and evolving unit for NRC Sudan that increases communications, connectivity, and e-cash for conflict- and displacement-affected people in Sudan. Specifically, the PDM will closely support Core Competency and Area Office teams to progress on their various initiatives on and around digital technology-enabled assistance, including enhanced information management; work with the M&E team on accountability for affected population and complaints and feedback mechanism; work with Global Digital on emergency programming pilots supported by digital transformation.
The position holder will work closely with programme management team to ensure that assistance complements and enhances the use of digital technology. The role will also involve coordination with the wider community and with the private sector on the delivery mechanisms. The Digital PDM will report to the Head of Programme Support and work closely with all relevant CC Specialists, Programme Development Managers (PDM), Cash and Voucher Assistance Adviser, and Area Managers.
The following is a brief description of the role:
Generic responsibilities:
Ensure compliance and adherence to NRC regional and country strategies, Head Office strategic priorities, policies, core competencies tools, handbooks and guidelines, including Safe and Inclusive Programming;
Support the institutionalisation of digital technology-enabled programming in NRC Sudan and uphold the implementation of quality information management, where seen as feasible. This will include the development of the Digital programme strategy, guidelines, technical SOPs, training materials, and results frameworks, ensuring relevance and applicability to all CCs and integrated programming;
Lead in designing and refining the digital technology delivery approach most appropriate to the Sudan context.
Actively design and draft programme concepts, proposals, and budgets. Coordinate the timely preparation of quality digital tech-based programming reports for both stand-alone and integrated activities.
Coordinate and manage Digital project implementation (activities, budget and project documentation) in line with proposals, strategies, and donor requirements.
Work closely with the M&E team in the implementation and improvement of the DCH and its contribution to remote data collection, complaints and feedback mechanism, monitoring and evaluation plan, and development and use of adapted tools and processes.
Line management and capacity building of Digital programme staff and ensure transfer of skills.
Promote the rights of IDPs, refugees, and returnees in line with the advocacy strategy.
Specific responsibilities:
Strategy and Programme Development
Strengthen strategic frameworks that demonstrate and promote the integration of digital tech-enabled approaches with other sectors.
With Core Competency Specialists, identify opportunities for creative, innovative, and integrated digital programming.
Develop and implement improved connectivity/ access to data programme, including in rapid responses.
Explore new digitalisation initiatives or support digital operations in other NRC Sudan programmes – including use of Geographic Information Systems (GIS) in programmes - or advocacy and media.
Provide strategic planning, policy development, and oversight of ICT integration into the Sudan Mission project proposals and programmes.
Programme Management and Technical Support, Oversight, Supervision, and Capacity Building
Overall budget management for the digital portfolio implemented and ensure appropriate burn-rates are maintained and that solutions to over/under expenditure are applied.
Oversee roll-out, operations, and advanced application of the NRC ‘CORE’ programme beneficiary database and/or alternative case management platforms.
Provide support to pilot mobile money, digitalising ICLA and Camp Management case management, and digital cash registration and e-vouchers across Cash Assistance, Emergency Response, WASH, and Education (EdTech);
Develop partnerships, including with mobile network operators and specialist digital service providers (including other NGOs).
Support coordination and advocacy efforts to improve digitalisation of broader humanitarian response in Sudan.
Contribute to data protection and responsibility initiatives and processes. Support programme and area office teams to have Data Sharing Agreements in place with partners.
Deliver guidance and training on the Digital Development Principles and appropriate Data Management, Privacy and Security standards.
Monitoring and Evaluation
Work closely with the M&E team in the implementation and improvement of the DCH and its contribution to remote data collection, complaints and feedback mechanism, and use of adapted tools and processes.
Work closely with the M&E team to develop relevant theory of change and macro log frames;
Document good practice and lessons learned in Sudan for learning purposes and for sharing with donors and the wider humanitarian community.
Monitor the scale and scope of digital-based programming across all Core Competencies via GORS, Agresso, and other NRC systems to measure achievement of country ambitions.
Coordination and Representation
Represent NRC Sudan in relevant working groups and support advisory and advocacy efforts for the broader humanitarian sector in Sudan to adopt digital tech in strategies and plans.
Liaise and coordinate with UN and I/NGO partners, local authorities, and beneficiaries in planning and overseeing digital programming and contextual understanding of areas of operations.
Identify and build strategic relations with partners for implementation, research, and resource mobilisation in Sudan.
What you will bring:
Generic professional competencies for this position:
At least six years in a humanitarian mobile money, information management, data science programming, including three years’ experience in a project management position.
Bachelor’s degree in Information Technology, Information Management, or Computer Science
Previous working experience in implementing digital and technology-enabled programming in emergency programme cycle (e.g. with mobile money ecosystems);
Experience working with the private sector, government or non-profit programs in designing and delivering innovative ICT/digital/technological solutions for development and humanitarian programmes.
Familiarity with Design approaches and methods, including Service Design, Design Thinking, Human-Centred Design.
Documented results related to the position’s responsibilities and knowledge about own leadership skills/profile.
Fluency in English, both written and verbal.
Context/Specific skills, knowledge and experience:
Familiarity with the political and humanitarian context in Africa
Experience in or working with mobile network operators or AI chatbots, preferable.
Experience working with and understanding software such as Red Rose, LMMS, MasterCard Aid Network, ODK or other form builders and familiarity with Digital Communication Cloud Based tools such as Twilio, and Telerivet.
Knowledge of CRMs, communication API, etc.
Proficiency in facilitating participatory discussions, learning workshops, and capacity-building activities.
Duty station: Remotely (hosted by any of NRC’s offices).
Salary/benefits: grade 9 national contract
Duration of Contract: Fixed-terms, subject to renewal depending on funding and performance
Travel: 10-15% (for Country Office Strategic and Consultative Meetings
