GGGI supports the establishment of a China–Japan–Korea (CJK) pro-climate coalition to strengthen regional cooperation on carbon markets and high-integrity climate action, while supporting the decarbonization agenda across Asia.
The collaboration will include policy dialogues, technical exchanges, knowledge products, and stakeholder consultations. In addition to carbon market design, the project will expand its focus toward industrial decarbonization and energy transition, recognizing the critical role of industry and power systems in enabling economy-wide emissions reductions.
The Consultant will provide research, analytical, drafting, and coordination support to advance the delivery of key project outputs related to (i) carbon markets cooperation and policy alignment across China, Japan and South Korea (CJK), with relevance for developing Asia; (ii) industrial decarbonization, including hard-to-abate sectors and competitiveness considerations; and (iii) enabling conditions for the energy transition, including policy, investment, and market mechanisms. In doing so, the Consultant will support the preparation of knowledge products and technical documentation, undertake policy analysis and synthesis, contribute to the preparation of events and presentations, and provide timely support for project reporting and stakeholder coordination across internal and external counterparts.
A. Research and Technical Analysis (Core)
The Consultant will:
Conduct desk research and structured analysis on:
Carbon pricing instruments (ETS, crediting, hybrid approaches)
Market integrity (MRV, transparency, registry systems, safeguards)
Cross-border cooperation models and interoperability pathways
Support comparative analysis across China, Japan, and South Korea, including applicability to developing Asia
Summarize key insights into short technical briefs and actionable recommendations for the Project Manager
B. Industrial Decarbonization Focus
The Consultant will support analysis and documentation related to decarbonization of industry, including:
Identification of priority industrial sectors relevant to CJK and developing Asia (e.g., steel, cement, chemicals, aluminum, refining, manufacturing)
Policy and technology pathways for industrial decarbonization
Assessment of industrial competitiveness and transition risks
Support development of recommendations on how carbon markets can contribute to industrial transition (e.g., innovation incentives, compliance flexibility, revenue recycling)
C. Energy Transition Focus
The Consultant will provide analytical support related to energy transition enabling policies and mechanisms, including:
Review of energy transition strategies and policy instruments in CJK, with relevance for developing Asia
Analysis of linkages between carbon markets and energy transition outcomes
Support drafting of technical content related to enabling factors
D. Knowledge Product Development Support
The Consultant will:
Support drafting, editing, and quality assurance of knowledge products including:
Country briefs / white papers (CJK)
Technical notes on carbon market integrity and cooperation models
Analytical inputs on industrial decarbonization and energy transition linkages
Consolidate technical inputs and stakeholder feedback into coherent drafts aligned with GGGI quality standards
Support the development of structured annexes, tables, or comparative matrices where useful
E. Event, Dialogue, and Stakeholder Coordination Support
The Consultant will:
Support preparation and delivery of:
Technical workshops, policy dialogues, FGDs, and consultation meetings
Prepare briefing notes, agendas, meeting packs, and follow-up trackers
F. Presentations and Communication Materials
The Consultant will:
Develop presentations for technical and senior audiences (high-quality PowerPoint)
Support development of visual summaries, graphs, and comparative slides
Ensure consistency of messaging across project outputs and events
G. Reporting and Implementation Support
The Consultant will:
Provide inputs to narrative reporting and progress updates
Track workplan implementation milestones and support internal coordination
Support the Project Manager on document management, scheduling, and follow-ups
Provide additional support as requested, within the scope of this assignment

Master’s degree preferred (or Bachelor’s with additional relevant experience) in:
Economics, Public Policy, Climate/Energy, Environmental Studies, Engineering, International Relations, Finance, or related fields
[Experience]
Preferably at least 5 years of relevant experience supporting:
Carbon markets / climate policy
Energy transition analysis or climate/energy programs
Industrial decarbonization / sectoral transition topics (preferred)
Research, reporting, and presentation development
[Skills]
Strong analytical and drafting skills (policy memos, briefs, reports)
Strong PowerPoint and presentation formatting skills
Ability to synthesize complex technical content into clear policy messages
Strong coordination and task management skills in a fast-paced environment
